UP govt establishing 2,700 smart classrooms in state for ₹324.56 crore
Lucknow, The Urban Development Department on Friday said it has taken a significant step to modernise and digitise education in urban areas of Uttar Pradesh, particularly in government schools.
Under several flagship schemes, the department is developing more than 2,700 smart classrooms at a cost of approximately ₹324.56 crore, it said.
"Out of these , around 1,780 classrooms have already been completed and are now operational," the department said in a statement.
This initiative is proving especially beneficial for students from economically weaker sections in urban areas, it said.
"These students are gaining access to modern, technology-enabled education and are becoming digitally empowered, resulting in the increase of enrollment rate across the state," it added.
To boost educational facilities in urban government schools, the department said it is constructing 2,700 smart classrooms through various schemes.
The majority of these 1,183 classrooms have been developed under the Smart City Mission at a sanctioned cost of ₹160.83 crore, of which 1,088 classrooms are fully functional.
Additionally, under the 'Kayakalp' initiative, around 190 smart classrooms have been established with an investment of ₹57.66 crore, it said.
Under the Aspirational Cities initiative, 913 smart classrooms have been sanctioned at a cost of ₹29.43 crore. Currently, 408 of these are operational while 505 are under construction, it said.
Furthermore, 398 new classrooms have also been approved. Under the CM Abhyudaya Composite School Scheme, 25 special classrooms are being built, and the Vaishvik Nagaroday Yojana has sanctioned 13 smart classrooms.
Another 4.25 crore has been allocated under Kayakalp projects for classroom development, according to the statement.
Principal Secretary of the Urban Development Department Amrit Abhijat said, "We are taking urban education to a new dimension. These smart classrooms are not just connecting students with technology but are also preparing them for the future."
"This effort has led to a noticeable improvement in student attendance and enrollment in government schools in urban areas," Abhijat said.

Delhi chief minister forms panel to revise circle rates
New Delhi, Jun 14 (PTI) Delhi Chief Minister Rekha Gupta on May 14 formed a committee for revision of circle rates as it was learnt that there was a mismatch between the existing circle rates and the prevailing market rates, according to an official statement. This decision was taken at a high-level meeting with the task force to discuss issues related to better infrastructure in the capital, ease of doing business, unauthorised colonies, housing societies, redevelopment of colonies and modernisation of infrastructure in industrial zones. The CM emphasised the need to make construction-related procedures simple, transparent and accountable to avoid unnecessary delays in developmental works. During the meeting, she directed for the revision of circle rates and announced the formation of a committee under the chairmanship of the divisional commissioner to carry out this task, the statement added. The committee will submit a report based on current market conditions and property values, which will then be used as the basis for revising the circle rates, it said. According to available information, the agricultural land circle rate was last revised to ₹53 lakh per acre by the Delhi government in 2008. Gupta directed all civic agencies to take proactive steps for the improvement of unauthorised colonies. She also directed the DDA and Urban Development Department to prepare a report addressing issues related to ownership rights and property registration in these colonies. In the meeting, the task force also presented a report which included several key recommendations for the city's development. Key proposals in the report included the implementation of a single-window clearance system, standardised development control norms across all agencies, and time-bound approvals for large-scale projects. The 10-point report also recommended a reduction in amalgamation charges (costs associated with merging two or multiple commercial plots into one) and no requirement of revised layout plans in MCD areas, having a green building policy to incentivise sustainable infrastructure development. They also suggested rationalising property tax, optimising utilisation of land allotted to DMRC and reducing floor area ratio (FAR) for hotels and other commercial plots. The task force also proposed that slum redevelopment should be encouraged under the Public-Private Partnership (PPP) model, allowing for commercial activities within such projects. Gupta noted that to make Delhi's business environment more efficient, transparent and investor-friendly, the task force has been given the responsibility to submit a report on facilitating ease of doing business. The task force will work in coordination with various departments and agencies to review existing processes related to entrepreneurs, businesses, and start-ups. During the meeting, she also discussed the issue of high amalgamation charges for commercial plots and directed the task force to include residential plots under the proposed framework so that a harmonised and integrated policy could be developed. She emphasised the need to effectively implement a single-window approval system to make doing business in Delhi more seamless, efficient and investment-friendly. While discussing the Green Building Policy, she directed that the policy should not be limited to commercial buildings alone but must also include residential plots. She directed the task force to design a broader and more effective policy that incorporates residential areas, ensuring the promotion of sustainable development. The meeting was attended by cabinet minister Manjinder Singh Sirsa, officials from the Municipal Corporation of Delhi, Delhi Development Authority, Delhi Metro Rail Corporation, Registrar of Co-operative Societies, and representatives from the Confederation of Indian Industry (CII).

All buildings to have stilt floor parking
BENGALURU: After Deputy Chief Minister DK Shivakumar's recent statement that the state government is coming up with a new law to ban basement parking in buildings/apartments located in low-lying and flood-prone areas, the Urban Development Department issued a draft notification on June 12 to consider the ground floor as 'stilt floor' and reserve that space completely for vehicle parking, in Bruhat Bengaluru Mahanagara Palike (BBMP) and Bengaluru Development Authority (BDA) limits. It is said the idea is to address traffic congestion due to street-side parking, especially in residential areas, and also to avoid damage to vehicles in flooding during heavy rain. The new rule is part of zoning rules of the Revised Master Plan of the Bangalore Local Planning Area, 2015. The ground floor of buildings already constructed, which have proposal for modification, buildings under construction and to be constructed in BBMP and BDA limits will have to include stilt parking floor, and its height shall not exceed 4.50metres, the notification stated. As per the notification, the stilt floor shall be used for vehicle parking only, and its misuse shall not be permitted under any circumstances. 'In case of misuse of the stilt floor, action shall be initiated as per law against such violations, including closure of the stilt floor, and Bengaluru Electricity Supply Company (Bescom) and Bengaluru Water Supply and Sewerage Board (BWSSB) shall not provide service connections for such buildings,' it said.

Eight years of Smart City Mission ends, but Nashik city's parking woes remain
Nashik: The city's parking woes persist, despite the Smart City Mission concluding in March after eight years, during which the proposed on-street and off-street parking facilities at 32 locations failed to materialise. Resultantly, the city faces a growing parking crisis owing to a rapid increase in vehicles and lack of designated parking spaces, forcing vehicle owners to park on roadsides, causing traffic congestion during peak hours, especially in the old city area. Bhushan Gavande, a city resident, said parking was one of the major issues in the city as there were no parking spaces to park vehicles. "It becomes difficult when we go to market areas with family members. We have to park our vehicles somewhere and walk over 1km to the market. Hence, there is a need to start parking spaces in the city for the convenience of the residents," he said. In 2018, a private agency appointed by the Smart City firm launched "pay-n-park" facilities at 33 locations (28 on-street and 5 off-street) in phases. The Smart City firm gave an extension of one-and-a-half years to the contract period because of the Covid pandemic, but refused any more extension. Besides, the Smart City corporation also refused to waive the royalty to NMC. Finally, the agency requested the authority to exit from the project. During a board meeting, the directorial board of the Smart City firm put the ball in the court of the NMC commissioner and told him to decide on the issue. Though five civic commissioners came and left during the three years, the parking issues remained unresolved. Around seven to eight months back, the Smart City corporation handed over the parking spaces to the civic body, but it is yet to be executed even by NMC. When contacted, Sumant More, CEO, Nashik Municipal Smart City Development Corporation Ltd, said the contractor concerned refused to operate parking spaces.
