Salem Corporation begins work on construction and demolition waste processing unit

The work for the construction and demolition waste processing unit at Chettichavadi at a cost of ₹3 crore began on Thursday.
Under the Swachh Bharat Mission 2.0, the Director of Municipal Administration (DMA) had informed the Salem Corporation in 2022 to submit its action plan to achieve the vision of a garbage-free city in the next five years.
The Salem Corporation prepared a Sanitation Action Plan and a City Solid Waste Action Plan and sent them to the DMA office. After verifying the plans, the DMA gave the nod for a construction and demolition waste processing plant under the Public-Private Partnership (PPP) model.
The Corporation identified the land at Chettichavadi and got administrative and technical sanction recently. The union government is providing 33% of the funds, the State government 22%, and the remaining 45% is funded by public and private agencies.
At a function held at the Government Mohan Kumaramangalam Medical College premises on Thursday, Chief Minister M.K. Stalin laid the foundation stone for the plant.
Corporation officials said that the plant will have a capacity to process 50 metric tonnes of waste. It will be built within 12 months. Using the construction and demolition waste, the unit will produce flooring tiles and pavement blocks, officials added.

These locations are equipped with pavements and parking facilities, ensuring better crowd management and a hassle-free experience. The move is also expected to become a sustainable revenue stream for the corporation. In addition to the night markets, the corporation is also planning to build a unique and interactive children's theme park in the Arail area. Spanning approximately six acres, this park will be developed under a Public-Private Partnership (PPP) model, with an estimated budget of Rs 20-25 crore. It will feature modern play equipment like swings, slides, climbing stations, rotating rides and sensory-based play structures. Educational installations will be integrated to provide children with entertainment as well as global knowledge. Minimal entry fees will be charged, and the park will also include food and beverage facilities. New Delhi, Jun 14 (PTI) Delhi Chief Minister Rekha Gupta on May 14 formed a committee for revision of circle rates as it was learnt that there was a mismatch between the existing circle rates and the prevailing market rates, according to an official statement. This decision was taken at a high-level meeting with the task force to discuss issues related to better infrastructure in the capital, ease of doing business, unauthorised colonies, housing societies, redevelopment of colonies and modernisation of infrastructure in industrial zones. The CM emphasised the need to make construction-related procedures simple, transparent and accountable to avoid unnecessary delays in developmental works. During the meeting, she directed for the revision of circle rates and announced the formation of a committee under the chairmanship of the divisional commissioner to carry out this task, the statement added. The committee will submit a report based on current market conditions and property values, which will then be used as the basis for revising the circle rates, it said. According to available information, the agricultural land circle rate was last revised to ₹53 lakh per acre by the Delhi government in 2008. Gupta directed all civic agencies to take proactive steps for the improvement of unauthorised colonies. She also directed the DDA and Urban Development Department to prepare a report addressing issues related to ownership rights and property registration in these colonies. In the meeting, the task force also presented a report which included several key recommendations for the city's development. Key proposals in the report included the implementation of a single-window clearance system, standardised development control norms across all agencies, and time-bound approvals for large-scale projects. The 10-point report also recommended a reduction in amalgamation charges (costs associated with merging two or multiple commercial plots into one) and no requirement of revised layout plans in MCD areas, having a green building policy to incentivise sustainable infrastructure development. They also suggested rationalising property tax, optimising utilisation of land allotted to DMRC and reducing floor area ratio (FAR) for hotels and other commercial plots. The task force also proposed that slum redevelopment should be encouraged under the Public-Private Partnership (PPP) model, allowing for commercial activities within such projects. Gupta noted that to make Delhi's business environment more efficient, transparent and investor-friendly, the task force has been given the responsibility to submit a report on facilitating ease of doing business. The task force will work in coordination with various departments and agencies to review existing processes related to entrepreneurs, businesses, and start-ups. During the meeting, she also discussed the issue of high amalgamation charges for commercial plots and directed the task force to include residential plots under the proposed framework so that a harmonised and integrated policy could be developed. She emphasised the need to effectively implement a single-window approval system to make doing business in Delhi more seamless, efficient and investment-friendly. While discussing the Green Building Policy, she directed that the policy should not be limited to commercial buildings alone but must also include residential plots. She directed the task force to design a broader and more effective policy that incorporates residential areas, ensuring the promotion of sustainable development. The meeting was attended by cabinet minister Manjinder Singh Sirsa, officials from the Municipal Corporation of Delhi, Delhi Development Authority, Delhi Metro Rail Corporation, Registrar of Co-operative Societies, and representatives from the Confederation of Indian Industry (CII).

The Corporation will soon auction the modern cow slaughterhouse, constructed at a cost of ₹75 lakh at Vairapalayam, and has outlined various guidelines for its operation and maintenance by the contractor. Established on a 10,500 sq ft site under the Infrastructure Gap Filling Fund 2016–17 in Zone I, the facility is intended to operate under the Operations and Maintenance (O&M) scheme for the slaughter of large animals (cows). The Tamil Nadu Pollution Control Board has granted Consent to Operate, and the facility is now ready for use. Accordingly, the civic body has decided to invite public tenders or conduct an auction to identify a contractor to run the facility. The Corporation has stipulated several conditions for the operator. The contractor is permitted to charge only ₹100 per cow for slaughtering and is also required to serve meat shops within the Corporation limits. Slaughtering must be conducted strictly within the designated space on the premises, and waste must be disposed of within three hours. If the contractor fails to do so, Corporation workers will remove the waste and recover the charges from the operator. Slaughtering is permitted only between 6 a.m. and 8 a.m., and again from 3 p.m. to 4 p.m. It is prohibited on designated holidays such as Gandhi Jayanti and Mahavir Jayanti. The operator will bear the electricity charges and must ensure that the premises are properly cleaned, washed, and maintained. An official said that the agenda for the auction was tabled and approved at the council meeting held in May, and the auction process will begin shortly.
