Divinely ordained: Nripendra Misra calls role in Ram Temple construction 'most special' of career

New Delhi: For Nripendra Misra, chairman of the Ram temple construction committee, leading the effort to build the grand shrine in Ayodhya was the most "special assignment" of his career -- for which he believes he was "divinely ordained". Boasting an impressive academic record -- masters in chemistry from Allahabad University, masters in political science, and masters in public administration from Harvard's John F Kennedy School -- the 80-year-old former Indian Administrative Service (IAS) officer from the 1967-batch has had an illustrious career.
He was principal secretary to Mulayam Singh Yadav when he was the Uttar Pradesh chief minister and served as Prime Minister Narendra Modi's principal secretary during his first term. He was also chief of the Telecom Regulatory Authority of India (TRAI).
In an interview with PTI, Misra said being the temple construction committee chairman was not a "predictable position". "Being a civil servant, we don't have favourites and less favourites and more because it all depends on what job is given by the government of the day to us to perform. As a civil servant, we perform. But the nature of all other jobs were in some manner already defined because it was known and those positions existed and you went there and you did your work, whether you were the subdivisional magistrate or principal secretary to the prime minister," he said. "These positions existed and you worked and whatever best you could, you tried. But when it came to the temple construction, this was not a predictable position. This was a position which, for me at least, I really believe, was divinely ordained. One doesn't get this kind of opportunity in life. So, when this came my way, it couldn't have been better for my life. That is how I see it ... This job obviously was the most special," he added.
Construction of the first phase of the Ram temple in Ayodhya was completed last year. An idol of Ram Lalla (child Ram) was consecrated in a ceremony led by Modi on January 22, 2024. The final construction of the temple is set to be completed by June 5 when the consecration ceremony of the "Ram Darbar" will be performed. In a historic verdict in 2019, the Supreme Court settled the centuries-old temple-mosque dispute. The top court backed the construction of a Ram temple at the disputed site in Ayodhya and ruled that an alternative five-acre plot must be found for building a mosque.
Misra -- a Padma Bhushan recipient -- also denied that there were any political objectives behind the temple's construction. "I do not think that it is any political gimmick or there are any political objectives behind it. It has happened on the order of our Supreme Court and the moment has come after over 500 years of struggle," he said.
Asked about his experience as Modi's principal secretary when major policy decisions such as demonetisation were taken, Misra said there was no question of not being on the same page. "....because, as principal secretary, I see the PMO's (Prime Minister's Office) job is to facilitate the programme of the prime minister. After all, when the prime minister gets elected, he has got the support of millions. He has promised to those millions the kind of service he will deliver. So there is never a situation where you differ but your role is more in the nature of translating his expectations into execution and ultimately it gets implemented," he said. "And there is another side to it. That is, when you structure the implementation, then you take the precaution that the programme has sort of gone through the various tests," the former bureaucrat said. "For example, if you think of the programme that you mentioned (demonetisation), then whether it is prudent from the financial point of view, whether it ensures maximisation of good in the population, whether it ensures social equity. So there are considerations which are there and it is expected of the prime minister," he added. Misra also referred to Prime Minister Modi as a "tough taskmaster". "As you know, he is a hard taskmaster. And I have often said that when you go and tell him that 'I have achieved this peak, I have climbed this peak', he would immediately show you the next peak, the next mountain and expect that you would now be climbing up to the next mountain. So this was always there," he said, recalling his days in the PMO. "The most important thing, which I have also written on various occasions, is that he never blamed his team. He was capable of taking all the responsibilities for whatever he instructed his staff to do," he added.
Misra is a recipient of Japan's prestigious Order of the Rising Sun, Gold and Silver Star, for his outstanding career in the civil services.

Acting on complaints of violations of forest and wildlife protection laws in villages such as Karoran, Siswan, and Masol in Mohali district, the Central Empowered Committee (CEC), constituted by the Supreme Court of India, conducted a site visit on Monday. The committee was accompanied by Dharam Sharma, principal chief conservator of forests, Punjab, and Divya P, sub-divisional magistrate of Kharar. The inspection included a visit to Bans Bagh (Bamboo Farm) in Siswan and Forest Hill Resort in Karoran village. The complainants were also present during the visit and shared their concerns directly with the committee, which asked them to appear for a formal hearing. Following this, the CEC is expected to conduct a comprehensive site inspection to assess the extent of damage to forest land, wildlife and the local environment. It will also evaluate the effectiveness of timely interventions by government departments concerned. Based on its findings, a report will be submitted to the Union ministry of environment, forest and climate change. As per a press statement issued by Forest Hill Resort, the management submitted all relevant approvals, and orders from the Punjab and Haryana high court and the Supreme Court that support their operations. The villages in question fall under the jurisdiction of the Punjab Land Preservation Act (PLPA), 1900, and are protected by the Forest Conservation Act, 1980, as well as Supreme Court orders. Even during the delisting process for certain areas, the apex court had explicitly prohibited any commercial activity without prior approval from the Government of India. Despite these restrictions, large-scale violations—particularly illegal hill-cutting—have allegedly persisted for years, resulting in the degradation of ecologically sensitive and biodiversity-rich regions of the Shivalik Hills. Local residents and environmental activists have accused the forest department, district administration, GMADA and panchayati raj institutions of negligence and failure to curb rampant encroachments. The Central Empowered Committee, established by the Supreme Court in 2002 and reconstituted in 2008, functions as an advisory and monitoring body in cases related to forest and wildlife conservation. It assists in identifying non-compliance with environmental laws and court directives, and recommends appropriate enforcement actions to the environment ministry.

16th Finance Commission arrives in state today, Uttar Pradesh to pitch for larger share of tax pie

As the 16th Finance Commission begins its visit to the state from Ayodhya on Tuesday, the Uttar Pradesh government's team is working almost round the clock to make a case for a greater share in the 'divisible pool of states' that came down marginally following the 15th Finance Commission's recommendations. The divisible pool refers to the portion of the central government's gross tax revenue that is allocated to states. Though Uttar Pradesh got the largest share among the states, its share in the divisible pool came down marginally from 17.959% to 17.931% (for 2021-2026) as the 15th Finance Commission recommended the share of states to be 41% (against 42% by the 14th Finance Commission) with an adjustment of 1% made to provide for the then newly formed Union Territories of Jammu and Kashmir and Ladakh from resources of the Centre. The 16th Finance Commission led by its chairman Arvind Panagariya will arrive in the state capital on Tuesday evening after visiting Ayodhya earlier in the day. Senior officers are busy giving final touches to the state government's demands to be made to the finance panel for a greater share in central funds. Chief minister Yogi Adityanath on Monday reviewed the presentation to be made by the state government before the finance panel. 'Yes, the state government will demand a greater share in the divisive pool of states with special consideration for Uttar Pradesh for additional funds. Uttar Pradesh is leading on the path of development as our focus has been on bringing about improvement in the law-and-order situation and boosting development. We are working to achieve objectives of zero poverty and make UP a trillion-dollar economy,' minister for finance Suresh Khanna said. Those aware of the development said the state government would demand that the Finance Commission should give greater weight to the population. The state government would make a detailed presentation about the efforts being made by it to mobilise additional resources and improve forest cover. 'We hope the 16th Finance Commission will recommend a greater share to the states and give special consideration to Uttar Pradesh in giving additional funds,' a senior officer of the state government said on condition of anonymity. The 15th Finance Commission introduced demographic performance of states in the need-based six-point criteria recommended for horizontal devolution. The commission gave 15% weight to population, 15% to area, 10% to forest and ecology, 45% to income distance, 12.5% to demographic performance and 2.5% for tax effort. The 14th Finance Commission had given 17.5% weight to the population of 1971 and 10% weight to the population of 2011. It gave 15% weight to area, 7.5% to forest cover and 50% to income distance. Besides going for 'darshan' at the Ram temple in Ayodhya, the finance commission will also pay a visit to some developmental sites, as per the programme. Chief minister Yogi Adityanath will host dinner for the commission on Tuesday evening. On Wednesday, the state government will make a presentation about its development journey and efforts to achieve the trillion-dollar economy objective along with arrangements made for Prayagraj Maha Kumbh 2025 that attracted 66 crore pilgrims. The commission will also meet representatives of Panchayat Raj Institutions, urban local bodies and trade and industry. The commission will meet representatives of political parties and also speak to media persons here on Wednesday. On Thursday, the commission will leave for Varanasi from where the panel will proceed to New Delhi.
