Over 70% of B40 households own homes, says survey
Citing statistics from the Housing Income and Expenditure Survey (HIES), the minister said 22.8% meanwhile rented homes while 3.4% lived in quarters.
The findings were based on the HIES 2022 survey, carried out by the Statistics Department.
'The ministry's priority is towards ensuring shelter for all, regardless of whether it is ownership, or rental,' he said in a parliamentary written reply on Tuesday (Aug 19).
Nga added that various programmes have been carried out to support home ownership in Malaysia.
This includes rent-to-own schemes specifically for people's housing projects and people's residential projects.
'Engagements are also being carried out with stakeholders, including state governments, to explore collaborations with financial institutions aimed at sourcing for alternative and suitable financing initiatives," he said.
He said that a housing credit guarantee scheme is also available, with financing guarantees of up to RM500,000 for first home purchases, regardless of whether it is a new, existing, or auctioned home.
As of May 31 this year, some RM20.9bil has been approved across 88,507 applications.
Nga said the ministry is also drafting the Residential Tenancy Act aimed at protecting the rights of tenants and landlords.
'This aims to balance both the rights and responsibilities borne by tenants and landlords, without involving control over rental rates.
'The drafting of this Act is also inline with other developed countries, where premises rentals are regulated by a specific law,' he said.
The minister was responding to a question by Datuk Seri Dr Ismail Abd Muttalib (PN-Maran) who asked about the percentage of home ownership among those from the B40 income group.

Kedah water tariff hike explained by MB as non-burdensome
ALOR SETAR: Menteri Besar Datuk Seri Muhammad Sanusi Md Nor stated that the water tariff increase effective from August 1 will not burden Kedah residents. He emphasised that the new rate of 81 sen for the first 20 cubic metres of domestic use is significantly lower than tariffs in other states. According to Muhammad Sanusi, this adjustment is crucial for Syarikat Air Darul Aman Sdn Bhd (SADA) to manage the state government's water-related debts. 'This tariff increase is not just happening in Kedah,' he confirmed during the Kedah State Legislative Assembly session. He noted that all ten water supply operators in the country requested and received approval for similar adjustments. Muhammad Sanusi, who also chairs SADA, explained that profitability is essential for the company to settle its water supply debts. SADA's financial records show profits after tax ranging from RM31,000 to RM23.1 million between 2010 and 2018. The company faced a loss of RM36 million in 2019 but returned to profitability with RM149,000 in 2020. Profits grew to RM29.5 million in 2021, followed by RM29.4 million in 2022 and RM25.2 million in 2023. SADA recorded RM41.5 million in profit for 2024 and projects an RM80 million profit for the current year. Executive authority over clean water supply resides with the federal government through the National Water Services Commission (SPAN). This is stipulated under Section 3 of the Water Services Industry Act 2006. 'SPAN issues licenses and controls all business plan operators,' Muhammad Sanusi elaborated. KUALA LUMPUR, Aug 20 (Bernama) -- Despite facing health problems that kept her away from classes for nearly a month, it did not stop Nurul Allyssa Saadon from winning the Minister's Special Award (Best Overall Graduate) at the 31st Baitulmal Skills Institute (IKB) convocation ceremony, here today. Nurul Allyssa, 25, who graduated with a Certificate in Computer Graphic Design, said the encouragement given by her family and teachers strengthened her resolve to keep studying to secure a better future for herself and her family. 'I did not expect to receive this award. Even though I was often unwell and missed almost a month of lessons, thanks to the teachers' support and guidance, I managed to catch up and complete all the assignments given,' Allyssa told reporters after the convocation ceremony. Allyssa, who is the sixth of seven siblings, said she planned to start her own business one day. 'I am grateful for institutes like IKB that help students from B40 families to pursue studies with various assistance, including free meals and monthly allowances,' she added. Meanwhile, another student, Nur Athirah Nadhilah Abdul Rahman, 21, a Diploma in Fashion Design Technology graduate, was announced as the recipient of the Excellent Skills Award. She received the award accompanied by her mother and her father, who has been suffering from a stroke for the past 10 years. 'My parents are my source of strength to study and achieve today's success. We rely solely on my father's pension under the Social Security Organisation (SOCSO) Invalidity Scheme, which is less than RM1,000 a month, with some help from my sister. 'I hope with the knowledge and qualification I now have, I can achieve my dream of becoming a well-known fashion designer both locally and internationally, and open my own brand boutique one day to change my family's future,' said the youngest of two siblings.
