
Is Bhubaneswar metro rail project changing course or going off-track?
Government sources insisted the Bhubaneswar Metro project was still alive, with a revised vision underway. A high-level sub-committee, led by deputy chief minister K.V. Singh Deo, met on July 16 to chart out the capital's urban mobility roadmap, placing metro connectivity at its core.Following the meeting, law minister Prithviraj Harichandan announced that a new Detailed Project Report (DPR) was being prepared. Once the revised DPR is finalised, the project will move forward with fresh tenders.However, in a statement in Parliament, Union minister of state for housing and urban affairs Tokhan Sahu revealed that the Centre had not received any formal proposal for a metro project in Bhubaneswar. The capital of Odisha was notably missing from a list of 17 cities under active consideration for metro rail. Sahu clarified that urban planning was a state subject and financial assistance from the Centre was contingent upon the feasibility and submission of proposals submitted by the states.Despite the setback, the BJP government in Odisha has signalled its intention to proceed with the project. State urban development minister Krushna Chandra Mahapatra said the previous Biju Janata Dal government's fully state-funded plan, costing Rs 5,000 crore, lacked feasibility and central collaboration, and that the BJP administration now aimed to implement a more viable metro rail project in partnership with the Centre, revising the DPR accordingly and preparing to approach the Union government for support. Mahapatra criticised the earlier plan to connect the Biju Patnaik International Airport with Trisulia Square via an elevated 26-km-long corridor as poorly conceived.advertisementThe initial phase of the metro project had awarded the 7.12-km-long Capital Hospital-Acharya Vihar Square and 7.27-km-long Acharya Vihar-KIIT Square stretches to Ranjit Buildcon Ltd for Rs 561 crore and Rs 625 crore, respectively. Ceigall India Ltd had been assigned the 10.97-km-long KIIT Square-Trisulia Square segment for Rs 899 crore.The Bhubaneswar Metro Rail Corporation Limited confirmed that the contracts were cancelled due to the project's changing scope and in order to avoid wasting manpower during the construction freeze. Officials reiterated that the partnership with DMRC was intact and that the project would resume with a revised DPR.Former chief minister Naveen Patnaik criticised the BJP government's decision, calling it a betrayal of people's aspirations and a setback that would push Bhubaneswar a decade behind. He said the metro project was a cornerstone in transforming Bhubaneswar into a global city with modern transport and seamless connectivity. Patnaik insisted his government had committed to completing Phase 1 of the project by 2027 and accused the 'double-engine government' of stalling a critical urban transformation effort. Adding to the chorus, senior Congress leader Niranjan Patnaik called the development deeply disappointing.Mahapatra defended the government's course correction, explaining that the revised plan aimed to ensure better viability and integration within Bhubaneswar's expanding infrastructure. Vadodara: Day after head of fire department, two other officers suspended over ‘scam', new appointees take charge
A day after Vadodara Municipal Commissioner Arun Mahesh Babu ordered the suspension of three officers, including Head of Department of Fire and Emergency Services Dr Devesh Patel, Chief Fire Officer Manoj Patil and Deputy Fire Officer Naitik Bhatt, the new officers appointed to the positions took charge on Wednesday. While Harendrasinh Chauhan has been appointed as the Chief Fire Officer, Amit Chaudhary has been given the charge of Deputy Fire Officer. The new appointments came a day after the suspensions of the three officials, including Dr Patel, who was also the Medical Officer, Health. The charge of the same has now been handed over to Dr Mukesh Vaidya. The suspensions came after an alleged scam in procurement of tools and items needed by the fire department came to light. Although the purchases were made by way of the government's e-marketplace portal and also passed through the Third Party Inspection (TPI) agency and the Vadodara Municipal Corporation's auditing department, besides the Standing Committee, officials said that the inflated prices 'went unnoticed'. An official, speaking on the condition of anonymity, said that several items in the tender, including whistles, lighters and mosquito nets had been bought at a cost of over Rs 3,500 each, for which tenders had been invited in February and March this year. The total procurement amount was Rs 3.17 crore for 16 pieces each of pocket knives, gas lighters, whistles and other tools. 'While a departmental inquiry is underway to ascertain how the discrepancy was not raised by the TPI and the auditing committee, the VMC is already staring at an internal controversy with the new appointments as those fire officials, who were hopeful of getting the posts vacated by Patil and Bhatt, have already sounded a rebellion… The fact is that no one pointed out the inflated cost of the items listed in the procurement list,' the official said.

1,240 National Highway Projects Worth Rs 7.8 Lakh Crore Underway: Nitin Gadkari
New Delhi: Union Minister Nitin Gadkari on Wednesday said 1,240 national highways projects in 29,406 km, costing Rs 7.80 lakh crore, are currently under construction in the country, of which 15,674 km have been completed. These projects are under various stages of construction and are scheduled for completion in a phased manner by the financial year 2028-29, Gadkari said in a written reply to Rajya Sabha. The ministry of road transport and highways is primarily responsible for the development and maintenance of National Highways (NHs) and Expressways. Responding to a separate question, the minister said that during the current Financial Year 2025-26, the government has prepared the annual plan for the development of about 19,555 km of NHs, including about 548 km in the State of West Bengal. He also said a total of 4,557 electric vehicle Public Charging Stations (PCSs) have been installed on the State/National Highways and Expressways in the country. The minister said the government has prioritised the maintenance of the existing national highways network and has evolved a mechanism to ensure maintenance and repair (M&R), including timely repair of potholes on all NHs, through accountable maintenance agencies. NHs' development projects are executed mainly in three modes-- Build-Operate and Transfer (BOT), Hybrid Annuity Model (HAM) and Engineering Procurement and Construction (EPC). Concession period, including maintenance for projects on Build-Operate and Transfer (BOT), is 15 to 20 years, and on Hybrid Annuity Model (HAM) is generally 15 years. The Concessionaire is responsible for the maintenance of the respective NH stretches within the concession period of the project. Only in the case of EPC projects, the Defect Liability period (DLP) is 5 years for the bituminous pavement works and 10 years for concrete pavement works.
