Sawant also said that an authority is being established in the state to implement the Goa school quality assessment and accreditation framework for all schools from primary to high school level.
He said that the availability of all facilities will be assessed under the framework, and schools will be accredited accordingly. Sawant also said that a scheme would be formulated to absorb contractual employees like govt school teachers who have completed 10 years of service on contract.
'The qualification of teachers in all govt and aided schools will be checked again, and if anyone does not have the required qualifications, they will have to go. In the case of teachers, we are not protecting anyone. If anyone is found with faulty qualifications, we will send them home. Earlier, permissions were being issued indiscriminately to open new schools, and it led to this. Over the last few years, I have given permissions very sparingly,' said the CM, responding to allegations of teachers continuing in service despite vigilance inquiries into their qualifications.
Sawant said that govt has started formulating a scheme and will soon replace old Bal Rath buses with new ones in a phased manner for institutes which were provided buses earlier. 'Those schools with the oldest buses will get new ones first. If a bus has completed 15 years, it will be allowed to run only if the RTO gives it a fitness certificate, or else it will have to be scrapped,' said Sawant.
He said that any balance payment for midday meals pending for self-help groups will be cleared before Ganesh Chaturthi.

Sawant said that a revised pattern of assistance will be brought in for aided colleges. 'We will create hostels in govt colleges in Khandola and Quepem,' said Sawant.
He also said that state will enable working youth to simultaneously get a diploma through govt polytechnics in the state. Sawant said that at present, 13% of students in Goa opt for higher education, a heartening trend. He also noted that the trend of parents opting for unaided schools is rising in Goa.
He said that the green school building for a govt primary school implemented in Bicholim will be replicated in other locations like Bhoma and Borda. Sawant added that the Goa state museum project would be completed within one year, and that the foundation stone would be laid soon.

‘Fansi ghar' row: Panel to summon Kejriwal, Sisodia, former speaker

Amid oppn protests, govt passes bill to legalise houses on comunidade land
Porvorim: Amidst vociferous protests by the opposition, the state legislative assembly on Thursday passed a bill that paves the way for govt to regularise unauthorised houses constructed before Feb 28, 2014, on comunidade land. The bill, introduced by revenue minister Atanasio Monserrate, sparked a furore in the state assembly as the opposition questioned govt's legal standing to compel a private entity to hand over comunidade land to encroachers. The opposition said that the amendment — Goa Legislative Diploma No. 2070 dated April 15, 1961 (Amendment) Bill, 2025 — is nothing but a reintroduction of the Goa Bhumiputra Adhikarini Bill in a new garb by BJP. The opposition MLAs rushed to the well of the House twice to protest against the bill, forcing speaker Ramesh Tawadkar to adjourn the House twice for five minutes each time. Monserrate said that the amendment aims to provide 'legal security' to 'landless persons' who built houses on land owned by a comunidade. Comunidades will have 30 days to decide on the applications. The one-time measure is a 'humanitarian gesture', said Monserrate, but Aldona MLA Carlos Ferreira demanded a strict approach and demolition of unauthorised structures on comunidade land. 'Over the years, it was observed that a significant number of landless persons who have been residing in Goa for a very long time have constructed dwelling houses on lands belonging to the comunidades without any formal authorisation or legal right,' said the bill. There are several homes built on comunidade land without legal ownership and permission from authorities. The absence of legal recognition has rendered such occupants vulnerable to eviction, which would deprive them of shelter and basic civic amenities. Monserrate said that the main objective of the amendment is to also protect comunidade lands from further encroachment and to enable the comunidades to reclaim land that was encroached upon. 'It also seeks to deter future unauthorised construction by clarifying that regularisation is a one-time measure,' said Monserrate. RGP MLA Viresh Borkar said the regularisation will benefit migrant workers who have encroached on comunidade land. He said that the bill should have specified that only landless persons of Goan origin would be able to apply for regularisation of houses. Chief minister Pramod Sawant tried to intervene to quieten the protesting opposition MLAs. During the uproar, the House also passed the Goa Regularisation of Unauthorised Construction (Amendment) Bill, 2025, which provides a fresh window of two years for individuals to apply to regularise illegal homes and structures in villages and in towns. 2.7L sqm notified for change of use under TCP's Sec 39A: Rane
Porvorim: Town and country planning (TCP) minister Vishwajit Rane on Thursday said in the House that 2.7 lakh sqm of land was notified under Section 39A of the TCP Act for change of land use. Responding to a question by St Andre MLA Viresh Borkar, Rane said not a single guideline was violated under Section 39A and that the court itself had observed that the section was an excellent mechanism. Borkar pointed out that the use of vast tracts of land had been changed under Section 39A and that rampant hill-cutting has been taking place. 'There have been changes on no-development slopes, in natural cover and in orchard land,' he said. Citing an instance, he said that change of use had been recommended for 5,000sqm of land at Siridao and that this area included a religious structure and comprised partly natural cover with a no-development zone. In yet another case, he said, 6,000sqm of orchard land had been recommended for a change in use, and that in one more instance, more than 74,000sqm was sought to be converted despite it being partly natural cover, partly micro-industrial zone, and partly orchard land. 'This land has not been notified but recommended for a change in land use,' Borkar said. The MLA asked if the land of a Delhi-based person which was cleared for change of use, would be reverted to its original use by the minister.
