State cabinet approves housing scheme for 4L women employees

Patna: The state cabinet on Tuesday gave its approval to the govt's proposal to provide accommodation for approximately four lakh women employees and officials, including schoolteachers, at or near their places of posting.

The cabinet also sanctioned the creation of 8,147 new posts in various departments.
Following the cabinet meeting, cabinet secretariat department additional chief Secretary S Siddharth said the govt's decision to provide housing would benefit women working in the state secretariat, divisional, district, sub-divisional and block offices, as well as school teachers in both urban and rural areas. "The intention of the govt is to provide cheap accommodation to women employees and officials at or near the places of their posting," Siddharth said, adding that this would benefit those posted in state, district and block offices, as well as women schoolteachers.
He added that private landlords willing to participate in the scheme must first submit an expression of interest to lease their properties, after which they will enter into a lease agreement with the relevant sub-divisional officer (SDO).
A district-level committee will be established, comprising the DM, SP, the mayor of the urban local body, a representative from the building construction department and the SDO concerned.
This committee will assess aspects such as power, security, water,and sanitation of the buildings before allocating accommodation to women govt employees, officers and schoolteachers.
Siddharth added that women employees, officials, and schoolteachers interested in residing in accommodation under the scheme would need to submit a request letter to the relevant SDO with endorsements from their heads of office.

Of the 8,147 new posts approved by the cabinet, 8,093 are for clerks and one post was dedicated to strengthening each of the equal number of panchayat secretariat offices. The remaining posts include 36 additional positions for the sports injury wing at Loknayak Jayaprakash Narayan Hospital, Rajbanshinagar, Patna, which currently has 267 sanctioned posts. Also, 14 posts have been created in the agriculture marketing directorate, while four posts, including those for a senior pilot, engineer and civil engineer, have been established in the aviation wing of the cabinet secretariat department.
These roles will be contract-based with increased honorariums.
In other decisions, the cabinet approved new guidelines for issuing advertisements by urban local bodies and gave its consent to identify and select nine tribes in the state. Eligible members from these tribes will benefit from the PM-Awas Yojana for Adivasis (tribes).
The cabinet sanctioned the launch and establishment of nine mega skill development centres in the state as part of the first phase implementation of the Saat Nishchay Part-II programme. For this initiative, the cabinet approved Rs 280 crore. These centres will initially be set up in nine divisional cities – Patna, Gaya, Purnia, Saharsa, Bhagalpur, Munger, Darbhanga, Muzaffarpur and Motihari.

Twelve people have been arrested so far in connection with the May 30 incident when members of two communities clashed over cattle transportation. Bhadrak SP Manoj Rout said efforts are on to nab the others. "The situation is completely under control. The suspension of internet is a preventive step to avoid misinformation and further tension," Rout said. DIG (eastern range) Satyajit Naik said to maintain law and order, 27 platoons of police have been deployed across vulnerable areas. Local leaders are also facilitating inter-community dialogue in a bid to restore harmony. He said two others injured in the incident have already been discharged from hospital. Naik said three police teams are on the hunt to identify and nab more suspects involved in the clash. "There could be around eight more other than the 12 arrested. Police teams had raided hideouts in Ahmedabad, Gujarat, besides other parts in Odisha," Naik said. A govt spokesperson said the situation is being closely monitored and urged the public to exercise restraint. 1 2 Bhubaneswar: To ensure smooth operation and management of the integrated infrastructure complex meant to provide quality services to the elderly and people with disabilities, the state govt has decided to hand over these facilities to corporate houses and NGOs. The social security and empowerment of persons with disabilities department has come up with a detailed guideline in this regard, forming high-level committees that will oversee selection of such NGOs and reputed corporate houses. As per the guidelines, a six-member committee headed by the department's director will look after the selection of corporate houses, which will see aspects like the track record of houses in terms of providing services in the social security sector. Similarly, a five-member committee, headed again by the director of the department, will look after the issuance of expressions of interest to select the NGOs. The NGOs should have a clean record along with experience of at least 10 years in the field of social security services. The social security department will provide a grant of Rs 2.10 crore annually for the operation and maintenance of these facilities. "The number of elderly persons increased from 22.81 lakh in 1991 to 30.39 lakh in 2001 and 39.8 lakh in 2011. The present proportion of 9.5% of senior citizens is estimated to reach 13.8%, numbering 62.69 lakh in 2026," the guideline reads. It mentioned that the number of persons with disabilities in Odisha increased from 10.21 lakh in 2001 to 12.44 lakh in 2011. "The estimated population of PwDs comes to 14.62 lakh in 2019. Different estimates show the current rate of prevalence of disability will be between 10% to 15%," it reads. "The state govt has taken up construction of such complexes, looking at these numbers and the need for such facilities in the future. Currently, eight such complexes have been grounded while four are in different stages of construction," said state commissioner, SSEPD, Bratati Harichandan. She said guidelines have been issued to ensure smooth operation and maintenance of these facilities. "The new guideline supersedes the previous one issued in 2021. PUNE: Tensions between the Pune-based Gokhale Institute of Politics and Economics (GIPE) and parent Servants of India Society (SIS) have flared again with both trading allegations over control of a key bank account. Tired of too many ads? go ad free now The feud comes against the backdrop of an FIR filed on GIPE's complaint in April accusing SIS's former secretary Milind Deshmukh of misappropriating Rs 1.4 crore. At a news conference Thursday, GIPE's officiating deputy registrar Vishal Gaikwad accused SIS of wrongdoing, including freezing its account. SIS president Damodar Sahoo countered the charges. "We came to know 3-4 days ago Sahoo wrote to the bank to freeze the account from which staff salaries are disbursed. But we met the bank's officials and made it operational," Gaikwad said. Sahoo, on the other hand, insisted that it was a joint account with two signatories, SIS and GIPE. However, GIPE had removed SIS's signatory without any prior notification, Sahoo claimed. "We wrote to the bank to freeze the account to know what happened. This has been a joint account since inception. There have always been two signatories and one cannot be randomly deleted," Sahoo said. On the earlier funds-related FIR against Deshmukh, Gaikwad said he had written to police asking them to add Sahoo's name to the case. Sahoo said he has no information about GIPE's letter, nor have police contacted him. In view of their allegations against SIS of misusing GIPE funds, Gaikwad said the institute wrote to the charity commissioner requesting suspension of SIS leadership and appointment of an administrator. A few months ago, SIS had accused interim VC Shankar Das of allegedly bypassing procedures in faculty and staff recruitment at GIPE, which escalated to SIS removing Sanjeev Sanyal as chancellor and appointing an interim chancellor. Sanyal hit back, alleging lack of transparency in financial transactions of SIS. He announced that a panel led by JNU vice-chancellor Santishree Pandit would inquire into the allegations against Das, after which Sahoo called it all a misunderstanding and Sanyal was reinstated. Pandit's committee later gave a clean chit to Das.
