
New York governor seeks to build the state's first new nuclear power plant in decades
Gov. Kathy Hochul directed the state's power authority to develop an advanced zero-emission facility in upstate New York that she hopes will help create a clean, reliable, and affordable electric grid for the state. She said the state power authority will seek to develop at least one new nuclear energy facility with a combined capacity of no less than one gigawatt of electricity. That would increase the state's total nuclear capacity to about 4.3 gigawatts. The Democrat said the state needs to secure its energy independence if it wants to continue to attract large manufacturers that create good-paying jobs as it deactivates aging fossil fuel power plants. 'We're going to get it done,' Hochul said, speaking at the Niagara County Power Project in Lewiston. 'This historic initiative will lay the foundation for the next generation of prosperity.'
The governor said the state hasn't decided on a potential location but that upstate communities appear receptive given the potential for creating 1,600 construction jobs and 1,200 permanent jobs once the facility is operational. 'Everybody is raising their hand right now,' Hochul said. 'It's going to be hard to decide.' Among those likely in the running is the Nine Mile Point nuclear plant in Oswego. Hochul's administration has been supportive of Maryland power company Constellation's bid to build a new nuclear reactor at the two-reactor facility.
American utilities have been broadly reluctant to launch new nuclear plants due to high cost overruns and delays on recent high-profile projects. Georgia Power Company completed the first two new nuclear reactors in the country in a generation last year. But Units 3 and 4 at Plant Vogtle in Waynesboro, Georgia, cost nearly 35 billion dollars and were powered up some seven years later than initially hoped. Last month the Tennessee Valley Authority, the nation's largest public power company, applied to the US Nuclear Regulatory Commission to develop what it bills as a next-generation nuclear power plant at its Clinch River site in Oak Ridge. The federally owned utility provides electricity to seven states and operates three traditional large nuclear power plants, providing about forty percent of the Tennessee Valley's power.
New York currently has three active nuclear plants, all located upstate along Lake Ontario and owned by Constellation. The Nine Mile Point, Robert Emmett Ginna, and James A. FitzPatrick plants provide about 3.3 gigawatts of power, or roughly twenty percent of the state's electricity, according to Hochul's office. The last nuclear power plant built in the state was Unit 2 at Nine Mile Point in 1989. At its peak, nuclear power provided about 5.4 gigawatts, or roughly one-third of the state's electrical supply, according to the advocacy group Nuclear New York. The New York Power Authority previously operated two nuclear plants, including the Indian Point Power Plant, which shut down in 2021. That facility was located along the Hudson River some 25 miles (40 kilometers) north of New York City in Buchanan. The other facility once operated by the state was the FitzPatrick plant, which the power authority sold in 2000 and is now run by Constellation.

But asked Tuesday on Fox News Channel's 'Fox & Friends' what assurances he could provide going forward and beyond his term that American troops would not be part of defending Ukraine's border, Trump said, 'Well, you have my assurance, and I'm president.' Trump would have no control over the US military after his terms ends in January 2029. The president also said in the interview that he is optimistic that a deal can be reached to end the Russian invasion, but he underscored that Ukraine will have to set aside its hope of getting back Crimea, which was seized by Russian forces in 2014, and its long-held aspirations of joining the NATO military alliance. 'Both of those things are impossible,' Trump said. Putin, as part of any potential deal to pull his forces out of Ukraine, is looking for the withdrawal of Ukrainian troops from the Donetsk and Luhansk regions, as well as recognition of Crimea as Russian territory.

Zelenskyy gifts Trump golf club of Ukraine war veteran
Ukrainian President Volodymyr Zelenskyy gave US counterpart Donald Trump a golf club during his visit to Washington this week that had belonged to a serviceman fighting Russia's invasion, Kyiv said Tuesday. Trump, an avid golfer who owns several courses, accepted the gift and presented Zelenskyy with symbolic keys to the White House in return, the Ukrainian leader's office said. The warm exchange marks a stark turnaround from February, when Zelenskyy left the White House early following a televised shouting match with Trump and US Vice President JD Vance. Since that tense encounter, Zelenskyy has sought to repair ties, flattering Trump in public appearances and praising his efforts to secure peace. 'The president of Ukraine presented the president of the United States with a golf club,' Zelenskyy's office said Tuesday. Your country is a great country. We're trying to bring it back to health,' he added. Zelenskyy also brought a letter for Melania Trump from his wife Olena thanking the US first lady for writing to Russian President Vladimir Putin and urging him to save children's lives. Foreign leaders visiting the White House have been trying to woo Trump with various gifts. In late February, British Prime Minister Keir Starmer brought him an invite for an official visit with a letter signed by King Charles III.

Mexico's Sheinbaum says no agreement exists with DEA on ‘Project Portero'
Mexico's President Claudia Sheinbaum on Tuesday said her government did not have an agreement with the US Drug Enforcement Administration over an operation known as 'Project Portero' after the DEA announced this project. The DEA on Monday said in a statement it was launching a 'bold bilateral initiative' with Mexico aimed at dismantling drug smuggling corridors. 'The DEA issued this statement, we do not know on what basis. We have not reached any agreement through any of the security agencies with the DEA,' Sheinbaum told a morning press conference. 'We do not know why they put out this statement.' Sheinbaum said Mexico's foreign ministry had been working for several months with the US State Department on a security coordination agreement, which was now 'practically ready' and provided a framework for coordination initiatives. This agreement prioritizes sovereignty and 'territorial respect, which is to say each of us operates in our own territory,' she added. A group of civil protection police officers have also been participating in a workshop in Texas, Sheinbaum said. The DEA had introduced Project Portero as a 'flag ship operation aimed at dismantling cartel 'gatekeepers,'' and a 'major new initiative to strengthen collaboration between the United States and Mexico in the fight against cartels.' The DEA said it launched a multi-week training program at one of its intelligence centers on the southwest border, bringing together Mexican investigators and US defense officials and prosecutors who would identify joint targets and coordinate strategies. Some Latin American countries have a complicated relationship with the DEA and its interventions on Mexican soil have sometimes been criticized by the government as a violation of sovereignty. Earlier this year, Washington designated some Mexican drug cartels as terrorist organizations, prompting Sheinbaum to say she would not accept foreign interventions or intrusions that violate Mexico's independence.
