Financial gripes ‘have reached highest level since PPI scandal aftermath'

Financial complaints to the ombudsman have reached their highest level since it was working its way through gripes relating to the PPI scandal.
Consumers lodged 305,726 complaints about financial products with the Financial Ombudsman Service (FOS) from the start of April 2024 to the end of March 2025.
The service said the last time it received more complaints was during the payment protection insurance issue in 2018-19, when 388,392 complaints were recorded.
It has seen significant jumps in some complaint areas.
Fraud and scam complaints reached the highest level recorded since the ombudsman started tracking them in 2018-19. Some 35,416 complaints about fraud and scams were received in the 2024-25 period, up from 27,675 in 2023-24.
There were 71,685 complaints about irresponsible or unaffordable lending, compared with 33,221 in 2023-24.
The service logged 73,328 motor finance commission complaints in 2024-25, up from 12,604.
James Dipple-Johnstone, interim chief ombudsman at the FOS, said: 'New financial products, the digitalisation of services and an increase in fraud and scams mean that we now see high levels of demand and an increasing number of complex cases.
'That is why we are working closely with HM Treasury and the FCA (Financial Conduct Authority) to ensure the system – including the vital role our service plays within it – is fit for the future.'
The 2024-25 caseload is a 54% jump compared with the 198,798 complaints received the previous year.
In 2024-25 the service upheld 34% of complaints in consumers' favour, compared with 37% in 2023-24.
Around 27% of complaints brought by professional representatives were upheld, and about 37% brought directly by consumers. Consumers can take a complaint to the ombudsman directly themselves for free.
Around half of cases the ombusdman received in 2024-25 were referred by professional representatives.
The most complained-about products in 2024-25 related to motor hire purchase, credit cards, current accounts and car or motorcycle insurance, the service said.

The Chancellor has not had much luck with some of her tax rises. Rachel Reeves was expecting to raise up to £3.2bn each year, or around £12.7bn in this parliament, with the scrapping of non-dom status – a policy announced by her Conservative predecessor Jeremy Hunt and then ramped up by Labour. She is heading for disappointment. With the exodus of more than 10,000 millionaires from the UK last year and an expected 16,000 this year, Reeves has been warned that the move may in fact reduce rather than increase tax receipts. Speculation is thus rife that the measures may be further watered down; there has already been some initial tweaking and softening earlier this year. The imposition of VAT on school fees is likewise now widely expected to raise less than the predicted £1.7bn by 2030, due to more than expected numbers of children transferring to the state sector and becoming a burden on education budgets. The spate of independent school closures – not just as a result of the VAT change but also employer National Insurance rises, the loss of business rate relief for schools with charitable status and the gamut of extra regulation affecting all businesses – will inevitably make this worse. But, ironically, Reeves may have been rather more adept at boosting Treasury revenue with some of the tax measures she did not actually implement. Before last year's Halloween Budget there was much speculation that rates of capital gains tax (CGT) would be brought into line with those for income tax. This would have meant that higher-rate taxpayers earning over £50,270 would have had to pay 40pc instead of 24pc on taxable property gains and 20pc on other assets. Additional rate taxpayers, earning over £125,140, even worried they might be faced with a full 45pc levy on any uplift. The fear that these rates would be aligned was an entirely rational one. The great Conservative chancellor Nigel Lawson in his 1988 Budget had done just that – although the medicine that year was very much sweetened by the scrapping of all income tax rates over 40pc at the same time. Labour's manifesto, while pledging not to raise the rates of income tax or employee National Insurance, was silent about CGT. And after winning the election, Sir Keir Starmer and Reeves never tired of talking up a £22bn 'black hole' the Tories had allegedly left them. This would soon need filling – and Reeves did nothing to dampen down speculation that CGT rises and changes to the pension regime would be how she would achieve at least part of this. In the event, the Chancellor took less drastic action. She raised the rate of CGT for non-property gains from 10pc to 18pc for basic-rate taxpayers and 20pc to 24pc for those on the higher and additional rates. In other words, she aligned the rates for different asset classes to the one already levied on property. But the speculation alone did pay dividends for Reeves. In October last year, the month running up to the Budget, CGT receipts on residential property disposals was £408m – more than double that of most other months in the last tax year. Revenue from CGT is notoriously volatile when compared to other taxes. In the 2023-24 tax year, for example, CGT liabilities were 18pc down from the previous year. But the surge in the run-up to the Budget was vast. The best explanation for the Treasury's October windfall is that residential landlords sold up in advance of a clobbering that did not materialise. As Chris Etherington, of accountants RSM, has noted: 'It is clear that anticipation of CGT changes can distort taxpayer behaviour... the Chancellor benefitted from an inadvertent windfall... Reeves does not necessarily need to increase CGT rates to raise revenues. It's potentially possible to maximise CGT receipts by simply saying very little on the subject.' The Chancellor will insist that she cannot speculate about what moves she will be making in future Budgets – due to such information having an impact on the markets. But that argument does not quite wash. She is more than happy to rule out some fiscal moves, such as raising the rate of income tax. So why not others? Is it too cynical to suggest that Reeves has found her own third way? She can benefit from increased inflows without actually raising taxes. But such tactics are far from victimless – the uncertainty and disruption caused comes at a high price. Additionally, it makes it much more difficult for people to plan for the future and may make them take unnecessary decisions that they will live to regret. In other circumstances, allowing speculation to rip may in fact hurt Treasury coffers. Not closing down current Labour Party debates about a wealth tax will surely mean more wealthy people leaving the UK in anticipation of such a move. This will not only hurt our economy but also mean lower tax yields, resulting in less money for public services.

Can we put in an offer on a house if it is sold subject to contract?

My wife and I are looking at houses to buy. We fell in love with one we viewed a couple of weeks ago, but didn't make an offer as we didn't know the area it was in very well. We now regret not doing so, but have spotted that the house is now sold subject to contract. What does this mean and can we still make an offer? Jane Denton, of the Daily Mail, replies: If you see a house you like in a popular area, it is important to act quickly. I appreciate you weren't 100 per cent sure of the location of the property, but the market moves fast in many areas. The house you fell in love with was obviously appealing to other people, as it is now sold subject to contract. This means that the seller has accepted an offer from a prospective buyer for the house. However, at this point, in England and Wales at least, the sale is yet be legally binding as contracts have not been exchanged and the conveyancing process has not been completed. In Scotland, the deal would be legally binding at this point. What you are considering doing is gazumping the person who has had their offer accepted on the house you now want. This means, if your pockets are deep enough, you'll be submitting an offer higher than the seller has already accepted. In England and Wales, there is nothing from a legal perspective stopping you from getting in touch with the estate agency selling the house and putting in your own offer. Unsurprisingly, the lack of regulation or laws in this area is the subject of significant debate and controversy. The seller of the house you like can accept your offer if they choose to. If you are in a much better position than the current buyer, by for example being a cash buyer or chain-free, your offer may be more likely to be accepted. However, don't expect this to all go your own way. Not all sellers will be happy to accept other offers and may well view the concept of gazumping with disdain. I have asked two experts for their thoughts on your question. Liam Gretton, owner of Liam Gretton Bespoke Estate Agent, on Wirral Peninsula, says: At some point in their career every estate agent would have received this question, and it's completely understandable, especially when you find a property you fall head over heels for. When a property is marked as under offer, sale agreed or sold subject to contract, it means the seller has accepted an offer, and both parties are working toward completing the sale through the legal conveyancing process. However, it is important to note that until contracts are exchanged, the sale is not legally binding in England and Wales. This means the seller is still legally entitled to consider other offers, although doing so can understandably be a sensitive matter. While it is legally permissible to submit an offer at this stage, it is important to consider the moral implications of gazumping. The original buyer may have already invested significant time and money into the transaction, often spending thousands on surveys, legal fees, and mortgage arrangements. Gazumping can result in real financial and emotional loss for those buyers. For that reason, many sellers choose to honour their original agreement unless there are serious concerns or delays. Now, can you still make an offer? Yes, you can. Legally, estate agents are obligated to pass on all offers to the seller up until the point of exchange of contracts, unless the seller has provided written instructions to the contrary. If you have revisited your decision and would now like to proceed, the best course of action is to contact the selling agent by phone and email and submit a clear, formal offer with details of your position, including whether you are a cash buyer, if you are chain-free and whether you have a mortgage in principle. A clear and well-positioned offer can still be of interest to the seller, especially if there are delays or concerns with the current buyer. Sellers may still consider a new offer, however most will weigh this carefully against the progress already made. The agent won't be able to tell you the amount of the existing offer, unless the seller has given them permission. If you are thinking of making an offer, do so with respect and transparency. It is not about disrupting a sale, but about offering a serious alternative if things aren't moving forward. Amy Reynolds, head of sales at Richmond estate agency Antony Roberts, says: The short answer is, yes, you can still make an offer. When a property is marked as sold subject to contract, it means an offer has been accepted, but contracts haven't yet been exchanged. Until that exchange takes place – often several weeks later – the sale isn't legally binding, and the seller is still allowed to consider other offers. If you've done your homework and feel confident this is the right house, you can submit an offer. This practice is known as gazumping – where a seller accepts a higher offer after already agreeing to sell to someone else. Gazumping is legal in England and Wales, although many see it as ethically questionable. Some sellers won't entertain other offers once they've agreed terms, especially if they've built a rapport with the buyer or are committed to a chain. Others might welcome a higher offer or use it as leverage to push the existing buyer to increase theirs. The key thing to understand is that making a late offer doesn't guarantee success. The seller might decide to stay loyal to their original buyer. Or they may ask both parties to submit their best-and-final bids. Some buyers respond to being gazumped by pulling out entirely – so there's always a risk the seller could lose both deals and a good agent should explain this to the vendor. If you do want to proceed, contact the estate agent handling the sale and explain that you would like to submit a serious offer. Make it clear you are in a strong position if that is the case – the more attractive your circumstances, the more compelling your offer will be. Be aware, though, that gazumping can make things uncomfortable for everyone involved. And if you're in a similar position later on – under offer, waiting to exchange –it's worth remembering how it feels to be gazumped.
