
‘Coercive retention of certificates is legally impermissible'
The Commission was hearing the case of one Vangala Sruthi, a student who alleged that KLR College of Pharmacy, Palvancha, has illegally retained her original academic certificates and demanded ₹3 lakh, despite her withdrawal from the course. Reportedly, the victim withdrew after incidents of ragging and mental distress in the college.
'Such coercive retention of certificates is legally impermissible, violative of students' fundamental rights under Article 21 of the Constitution, and contrary to UGC guidelines,' the Commission observed. It further recommended the Chief Secretary to direct the said college to return the certificates to the victim without demanding any fees. The Chief Secretary has been directed to submit an action-taken report within one month.

Man held for marrying, sexually assaulting minor girl in Raichur
Raichur: The women police apprehended an individual on Aug 3, concerning the sexual assault of a minor girl whom he married. According to SP G Puttamadaiah, the police took Tatappa, 22, son of Narasayya from Shaktinagar, into custody. The women police filed a case against 10 individuals, including Tatappa, on July 21, following a complaint from Ravikumar, the panchayat development officer of Devasugur, who verified the documents related to the girl's age. Taking the matter seriously, the Karnataka State Commission for Protection of Child Rights directed the Yadgir police to urgently detain the father-in-law who married the minor. The FIR indicates that accused No.2 to 10 — Gaddemma, Sumangala, Geetha, Anjaneyya, Gaddeppa, Renuka, Sadanand, Mahadevi, and Ramanagouda — conducted the marriage of Tatappa with the minor girl on April 18, at Shaktinagar, fully aware that she was underage. Additionally, the FIR noted, citing the victim's testimony, that Tatappa sexually assaulted her twice at his residence, despite being aware of her minor status. The police initiated a case under sections 9 and 10 of the Prevention of Child Marriages Act, Sections 64 r/w 3(5) of the Bharatiya Nyaya Samhita 2023, and Sections 6 and 17 of the Protection of Children from Sexual Offences Act (Pocso) 2012. In his comments on the arrest, Commission member Shashidhar Kosambe stated: "To promote the education of the minor, prompt action should be taken under the applicable schemes, and a report should be sent to the commission concerning this matter."

Catholic Sabha demands justice for nuns arrested in Chhattisgarh
Mangaluru/ Udupi: Hundreds of citizens, social activists, and religious leaders gathered outside the Mini Vidhana Soudha on Monday, under the aegis of the Catholic Sabha Mangalore Pradesh, to demand justice for two Catholic nuns and a tribal youth arrested in Chhattisgarh under dubious charges. They stood in solidarity with Sister Preethi Mary and Sister Vandana Francis—both from Kerala—and Sukaman Mandavi of Narayanpur, arrested on July 25 at Durg Railway Station on alleged charges of human trafficking and forced religious conversion of three tribal women. Santosh D'Souza, president of the Catholic Sabha, delivered the opening remarks. Karnataka High Court directs State government to submit Commission report on Chinnaswamy Stadium stampede
The High Court of Karnataka on Tuesday directed the State government to submit in sealed cover the report of the John Michael Cunha Commission of Inquiry on the incident of stampede that occurred outside M. Chinnaswamy stadium in Bengaluru on June 4. A Division Bench comprising Justice Jayant Banerji and Justice Umesh M. Adiga issued the direction on a petition filed by DNA Entertainment Networks Pvt. Ltd., which has challenged the legality of the procedure adopted by the Commission in conducting the inquiry. Request by government Meanwhile, Senior Advocate B.K. Sampath Kumar, appearing for DNA Networks, told the bench that the function to facilitate the Royal Challengers Bengaluru (RCB) team on the steps of Vidhana Soudha on June 4 was also arranged by DNA Networks on the request made by the State government. It may be noted that DNA is the event manager for the Royal Challengers Sports Pvt. Ltd., which owns RCB cricket team. The petitioner-company has questioned the legality of the Commission's report while alleging that the Commission had violated the principles of natural justice and contrary to the provisions of the Commissions of Inquiry (COI), 1952, as no opportunity to cross-examine the witnesses was given to DNA Networks. Reputation impacted Mr. Kumar also contended that the reputation of the company has been severely affected due to the continued publication of the Commission's report in all forms of media, as it appears that the media has all the details of the Commission's report, even though the petitioner-company was not given a copy despite multiple requests. Meanwhile, the State Advocate-General Shashi Kiran Shetty argued that DNA Network will have to approach the civil court against the media publications on the commission's report, while stating that the Government has nothing to do with publications in the media citing the Commission's report. DNA Network, in its petition, has claimed that the report of the Commission was leaked to the media but not given to the company, while pointing out that even the applications filed by it under the RTI Act have also been rejected.
