
Punjab passes bill relaxing criteria for appointing SC law officers
The Punjab assembly on Monday passed the Punjab Law Officers (Engagement) Amendment Bill, 2025, for relaxation in the minimal annual professional income criteria for engagement of Scheduled Caste candidates as law officers in the office of advocate general, Punjab. The bill, replacing an ordinance, was presented by finance minister Harpal Singh Cheema, who stated that this amendment will provide adequate representation to Scheduled Caste candidates in the AG's office. He said that the state cabinet had reserved 58 posts in the AG's office for Scheduled Caste candidates, but several seats remained vacant due to the income limit criteria set by the 2017 law. The amendment aims to reduce the income limit. Cabinet minister Mohinder Bhagat and MLAs Budh Ram, Nachhatar Pal and Vikramjit Chaudhary thanked Cheema. Chaudhary termed the decision to reserve seats for lawyers from the Scheduled Caste community an important and positive step toward ensuring representation and opportunity for marginalised professionals in the legal domain. He also urged the government to revise the income eligibility criteria for the Shagun Scheme. The current threshold of ₹1.8 lakh per annum per family was no longer adequate and excluded many poor SC families from benefiting under this social welfare scheme, he said.

CPI to stage a protest today to highlight issues faced by SC and ST students in Puducherry
The Communist Party of India will hold a demonstration in front of the Puducherry Assembly on Thursday to highlight issues faced by students belonging to the Scheduled Caste and Scheduled Tribe communities in the Union Territory. CPI secretary in a communication said the protest was against the government's move to dilute the scheme of providing full tuition fee for students of SC and ST communities. The protest was also to highlight the fee issue faced by the SC and ST students in private schools, he said.

PP Choudhary, head of the Joint Parliamentary Committee (JPC) on the 'one nation, one election' bill (The Constitution (129th Amendment) Bill, 2024), told Times of India that the assembly, which is set to be elected in 2032, may only serve a two-year term after 2027 in order to ensure that the next elections in Uttar Pradesh, the largest state in India, coincide with the Lok Sabha elections, which may occur in 2034. STORY CONTINUES BELOW THIS AD Simultaneous elections to the Lok Sabha and state legislatures are provided for under the 2024 Constitution (129th Amendment) Bill and the 2024 Union Territories Laws (Amendment Bill). According to the constitution amendment bill, the President may announce when the next general elections are due by announcing the date of the Lok Sabha's first session following a general election, which is most likely scheduled for 2029. When the Lok Sabha's five-year term ends, the tenure of all state assemblies established after this date would also end. An election for the Lok Sabha or state legislature will be conducted for a term equivalent to the remaining five years if it is dissolved before its five-year mandate. As a result, its subsequent election will coincide with the cycle of simultaneous elections. Assembly elections will only be held to coincide with the Lok Sabha elections, even in states where polls are scheduled. The bill does, however, stipulate that the Election Commission may propose to the President that elections for a state assembly be held separately from those for the rest of the nation if it believes that this is not possible. The President may issue an order to hold elections for that assembly at a later date. STORY CONTINUES BELOW THIS AD Choudhary, the BJP MP for Pali in Rajasthan, stated that based on the JPC's operations, the panel's term may be prolonged because the members agreed to visit states and union territories prior to delivering their final recommendations. To date, JPC members have travelled to Uttarakhand and Maharashtra. The bills were filed in the LS in December of last year and submitted to the Chaudhary-led panel, which has been consulting with stakeholders for comments.

Congress steps up efforts to strengthen reach in SC areas
Ranchi: Congress, which is part of the ruling coalition govt in the state, is now focusing on consolidating its base in the Scheduled Caste dominated regions. Days after state finance minister and Chatterpur MLA Radhakrishana Kishore shot a letter to chief minister Hemant Soren to urge formation of an SC commission and a panel on the lines of Tribes Advisory Council (TAC), the grand old party is now gearing up to hold a mega convention on June 11 in Ranchi to ponder over the condition of Scheduled Caste in the state. "The idea is to deliberate on the condition of the Harijan community in the state, and chalk out future plan for their welfare. Based on the resolutions taken at the meeting, we will apprise CM with the demands," said Kishore. As per the estimates, around 50 lakh SC population exists in Jharkhand. The minister, however, said that since formation of Jharkhand, there hasn't been any focused approach to uplift their socio-economic conditions. "I believe the condition of Harijan (SC) community is no less better than the PVTGs. While for tribal welfare, we have TAC, a body to recommend about their welfare schemes to the govt and other interventions, SCs continue to lag behind," he said, adding that recently he had also written a letter to the CM in this regard. "In 2018, previous BJP govt had formed SC commission before 2019 assembly elections, but it largely remained defunct. It was BJP's ploy to garner SC votes. However, our alliance govt will now work towards them," he said, referring to a proposal for SC welfare in this year's state budget. He also demanded installation of a statue of Dr Bhimrao Ambedkar be installed in the new assembly and high court premises, and hostels for Scheduled Caste students on the lines of the one that exists for tribals.
