Malaysia controls AI chip exports as US targets China smuggling

Malaysia will now require permits for exports of high-performance US artificial intelligence chips, suggesting the government is seeking to clamp down on potential diversion of the sensitive components to places like China.
Effective immediately, individuals and companies must notify Kuala Lumpur at least 30 days prior to exporting or shipping such hardware, Malaysia's trade and industry ministry said Monday. They must inform the agency if they know or 'have reasonable grounds' to suspect the items will be misused or used for restricted activities.
Malaysia 'will not tolerate the misuse of Malaysia's jurisdiction for illicit trading activities,' the ministry said. Kuala Lumpur has come under increasing pressure from Washington — which has effectively banned the sale of advanced
AI chips
to China since 2022 — to halt the suspected flow of those parts to China via intermediaries in Malaysia.

Semiconductor sales to Malaysia also are a focal point of a court case in neighboring Singapore, where prosecutors charged three men with defrauding customers about the ultimate destination of AI servers — originally shipped from the island nation to Malaysia — that may have contained advanced Nvidia chips. Malaysia said in March that its investigation into the matter hadn't uncovered evidence of such shipments, and that the country will continue to monitor for possible fraud. Nvidia has not been accused of any wrongdoing in Singapore's investigation.
Malaysia is a key part of the AI supply chain, home to many facilities used for developing and deploying AI models. American companies including Oracle Corp. are massively expanding their data center footprints in the country, which saw an increase in imports of crucial components this year — particularly in April, the month before the US was expected to start requiring licenses to ship AI chips to Malaysia and many other countries.
President Donald Trump's administration decided not to move forward with that policy in May, though officials have since drafted a separate regulation that would mandate such approvals for AI chip shipments to Malaysia and Thailand in particular — an effort that seeks to crack down on suspected semiconductor smuggling into China, Bloomberg has reported. That rule is not yet finalized and could still change.
Nvidia Chief Executive Officer Jensen Huang has said there's 'no evidence' of AI chip diversion, in general remarks that didn't touch on any particular country. In response to earlier Bloomberg queries about the potential US curbs, Malaysia's trade ministry said that it welcomes dialogue with the US and other nations to 'clarify any misunderstandings,' while also warning that unilateral restrictions could disrupt legitimate trade and hamper innovation.The ministry — which, like many others in Asia, is currently hammering out a trade deal with US officials — added that 'all matters related to Malaysia-US bilateral trade are interlinked, each having its own unique role in the current trade negotiations.'

Just days ahead of the self-imposed August 1 deadline date before the tariffs come into effect, U.S. President Donald Trump stated that the India-US trade deal was 'working out very well' but hinted at a 20% to 25% tariff on New Delhi. During a gaggle with the press interaction aboard Air Force One on Tuesday (local time), Mr. Trump responded to a report suggesting that India might be preparing for 20 to 25% tariffs, stating that India had been imposing higher tariffs on the U.S. as compared to other countries. He further mentioned that all this would come to an end as he is now 'in charge.' However, Trump hasn't sent any letters to India announcing the tariff imposed on New Delhi, as he did for many other nations. 'India has been a good friend. But India has charged basically more tariffs than almost any other country over the years. But now I'm in charge. And you just can't do that. I think the trade deals are working out very well. Hopefully for everybody, but for the United States, they're very, very good,' the US President said. Earlier on April 22, Trump imposed a tariff of 26% on Indian goods imported to the US, before announcing a pause on those 'reciprocal' levies. Meanwhile, the Union Minister for Commerce, Piyush Goyal, on Sunday, stated that the trade discussion between India and the U.S. had been going 'very well.' 'India today negotiates from a position of strength, a position of confidence. It is this very confidence that continuously encourages us to make good free trade agreements... Our discussions with the United States are progressing very well,' he stated. Foreign Secretary Vikram Misri, during PM Modi's visit to the U.K. last week, also stated that India had been actively engaged in discussions with the US on a potential Bilateral Trade Agreement (BTA), emphasising the ongoing contacts with partners in the US. During a press conference following the signing of the India-UK Free Trade Agreement, Misri stated, 'We are discussing that under a different vertical. All I can say is that our engagement is underway. The contacts are underway, and we'll see how that goes.' On July 14, a senior government official stated that India was making concrete progress toward finalising a BTA with the US, with both countries committed to following the path outlined by their respective leaders. Speaking on the ongoing trade negotiations, the official emphasised that India is 'moving in terms of a BTA' and actively 'looking at a mutually beneficial deal' that would serve the interests of both nations. Trump repeats claim of brokering ceasefire Mr. Trump also used the opportunity to once again claim credit for his role in brokering the ceasefire agreement between India and Pakistan, following the recent conflict in May. The conflict was triggered by the April 22 Pahalgam terror attacks, which killed 26 people, and India's subsequent response, 'Operation Sindoor,' involving precision strikes on nine terror camps in Pakistan and Pakistan-occupied Jammu and Kashmir (PoJK). He also praised India's leadership under Prime Minister Narendra Modi for its role in regional stability. 'Look, India, they're my friends and he's [PM Modi] my friend and you know they ended the war with Pakistan and by request and I was great and Pakistan did also. We did a lot of great settlements,' he said. India had repeatedly refuted the claims made by the U.S. President, noting that it was Pakistan's Director General of Military Operations (DGMO) who contacted their Indian counterpart to request an end to hostilities, following which the ceasefire was then agreed upon.

On July 26, far from public view and even farther from media glare, Iranian military units reportedly conducted their first operational test of the Russian-made S-400 missile defence system. Outside Isfahan, the location was no accident. It is the same region where Israeli and American warplanes had bombed nuclear facilities only weeks earlier. Local defence outlet was the first to report the launch, citing unnamed sources close to Iran's Revolutionary Guard. Independent analysts later confirmed unusual radar emissions in the area, consistent with the S-400's massive tracking network. They described a 'Big Bird' radar sweep, officially known as the 91N6E, along with signs of the system's battle-tested Grave Stone engagement unit and multiple mobile launchers. Tehran has not confirmed the test. But for military observers in the Gulf and beyond, the message did not need a caption. The presence of the S-400 on Iranian soil is no longer hypothetical. It is real. And it is a direct response to the Israeli Air Force's June operation, where stealth F-35I jets reportedly crippled Iranian air defence sites, some of them even housing older Russian S-300 systems. 'The game has changed. You do not roll out an S-400 unless you want to close your skies to the world's most advanced fighter jets. That is what Iran is doing now,' a Gulf-based defence specialist told Defence Security Asia. According to leaked reports, the test involved the 48N6E3 interceptor missile, which is capable of striking targets up to 380 km away, with a more routine range of 250 km. This model is one of the most reliable in Russia's anti-air arsenal and forms the backbone of S-400 batteries deployed in sensitive theatres from Kaliningrad to Crimea. Why now? Some believe the move is about reputation. Iran's leadership took a hard hit after the June bombardments, especially with Israeli jets flying deep into its airspace. That loss of face had to be repaired. The S-400, a system once seen only in photos from Moscow or New Delhi, had to be activated. Back in Isfahan, where the missile reportedly took flight, the landscape bears the scars of a confrontation that has not truly ended. The skies may be quieter, but the ground tells a different story. New radars, new launch pads and now, new deterrence. And so, without a word from the Iranian defence ministry and without even a grainy video, a single missile test has redrawn the lines over the Middle East. The message is Tehran is fortifying its skies. And the next time someone comes knocking from above, the answer may come faster than they expect.

Hubballi: Hubballi-Dharwad Municipal Corporation (HDMC) aims to reduce vehicle-related costs by providing petrol allowances to officials instead of hiring vehicles annually. HDMC commissioner's proposal aims to implement a cost-effective solution by adopting the BBMP model for official vehicle usage. Under the new system, eligible officials in group A and B categories would receive petrol allowances instead of being provided with hired vehicles. If the plan gets a nod in a forthcoming general body meeting, the system is expected to be implemented. The modification would impact roughly 47 officials across different sections and regions of the municipal corporation. HDMC maintains a fleet of 7 vehicles, allocated to the mayor, deputy mayor, superintending engineer, and other officials, while additionally contracting vehicles on annual rental arrangements. Currently, the annual expenditure on hired vehicles amounts to over Rs 1.4 crore. The estimated annual expenditure under the new allowance system would be around Rs 90 lakh, resulting in significant savings of around Rs 50 lakh for the municipal corporation. This reduction in expenditure would help HDMC manage its resources more efficiently without compromising the mobility requirements of its officials. The corporation plans to establish clear guidelines for the allowance system, including the monthly allocation based on the official's rank and responsibilities. This systematic approach will ensure transparent and fair distribution of allowances while maintaining proper records. The HDMC's initiative demonstrates a practical approach to resource management and cost optimisation, following successful models implemented in other municipal corporations, said Mohan C, social activist. Rudresh Ghali, commissioner, HDMC, explained that after observing the initiative taken by the Bruhat Bengaluru Mahanagara Palike (BBMP), they decided to implement a similar approach in Hubballi-Dharwad. The proposal has been included in the general body meeting's agenda. He further stated that upon receiving approval during the general body meeting, they would execute this plan as a trial and conduct a practical cost assessment.
