Uganda: House approves extra Shs4 trillion for 2024/2025 Budget

Parliament has approved a supplementary request of over Shs4 trillion that will provide outstanding certificates for road construction companies, security and completion of infrastructure for the hosting of the African Cup of Nations (AFCON) 2027.
The request came under the auspices of the Supplementary Expenditure Schedule No.3 for financial year 2024/2025 where Shs1.1 trillion was spent under the three per cent provided for under the Public Finance Management Act (PFMA), 2015 whereas Shs3.1 trillion needed prior approval of Parliament.
The Minister for Finance, Planning and Economic Development (General Duties), Hon. Henry Musasizi, said this is in line with Section 24 of the PFMA.
The Act provides that where the total supplementary expenditure that requires additional resources over and above what is approved by Parliament, it shall not exceed three per cent of the total approved budget for that financial year, without approval of Parliament.
'We sought and obtained approval from Cabinet to present to this House, the supplementary expenditure amounting to Shs3.1 trillion which is above the three per cent legal limit. It requires prior parliamentary authorisation before the funds are utilised by the respective votes,' said Musasizi.
In a report of the Budget Committee on the supplementary request presented by Hon. Dicksons Kateshumbwa, over Shs257 billion is earmarked for completion of Hoima Stadium, commencement of construction of Akii Bua Stadium and upgrade of facilities approved for hosting AFCON.
The rollout of at least 20 million doses of anti-tick vaccines requires additional funding of Shs60 billion under the National Agricultural Research Organisation (NARO), that is also seeking an additional Shs10 billion to produce and distribute aflatoxin mitigation products.
'The supplementary will enable NARO to roll out the anti-tick vaccine by June 2025 after which the facility will be self-sustainable. The aflatoxin mitigation products are meant to uplift the standard of Ugandan products on the international market,' said Kateshumbwa.
To finance the buyout of Umeme, government requires over Shs725 billion. An additional Shs60 billion is needed to fund Inspire Africa, for completion of standards and certifications, working capital to purchase coffee from farmers, branding and marketing of coffee as well as operational funds to run the factory.
According to the minister, the supplementary budget will be financed through the Petroleum Fund, local revenue, non-tax revenue, domestic and external borrowing.
A minority report presented by Kira Municipality MP, Hon. Ibrahim Ssemujju expressed reservations on additional funding of shs298 billion under debt servicing towards Lubowa Hospital.
Ssemujju Nganda alluded to a report of the Auditor General which observed that government failed to conduct adequate due diligence on the agreements and the overall project, which he said raised doubts on the validity of the payments relative to the work completed.
'There is significant risk of financial loss for Ugandans if additional funding is allocated to the project. It is recommended that the project be halted until a special audit report is completed and Parliament can deliberate on the findings,' Ssemujju Nganda said.
He also queried funding worth Shs115 billion paid to re-operationalise Atiak Sugar factory, Shs67 billion for a coffee value addition park in Ntungamo District and the funds required for the Umeme buyout.
'Your duty as colleagues is to subject every single request to the law. Is it unforeseen, is it unavoidable, and is it an emergency? That is the duty you have on behalf of the country,' Ssemujju Nganda added.
Hon. Denis Oguzu Lee (FDC, Maracha County) expressed concern over the supplementary request for the Umeme buyout saying a loan request for the same, is still under consideration.
'Umeme has been recovering their costs through feed-in tariffs where they add their costs. Now they are demanding for money from Ugandans when their concession is about to expire, yet this matter has not been resolved to a logical conclusion,' he said.
The Deputy Chairperson of the Committee on National Economy which is considering the loan request, Hon. Robert Migadde said the Ministry of Energy and Mineral Development has not presented information required for scrutinising the loan request.
'Ministry of Energy was supposed to produce a report of the Auditor General on how they arrived at the US$190 million loan request, but it has not yet come back to the committee,' said Migadde.
Musasizi, said the supplementary request for the Umeme loan will be managed through borrowing from the domestic market (Stanbic Bank).
The Speaker Anita Among guided that the approval of the supplementary request does not affect the loan request before the committee.

Muscat – Total outstanding credit extended by Oman's banking sector, including both conventional and Islamic banks, grew by 8.4% year-on-year to reach RO34.1bn as of June 2025, according to statistics released by the Central Bank of Oman (CBO). Within this total, bank credit to the private sector increased by 6.6% to RO28bn. Non-financial corporations accounted for the largest share of private sector credit at 45.9% as of the end of June 2025, followed closely by the household sector at 44.2%. Financial corporations received 6.2%, while other sectors made up the remaining 3.7%. Conventional banks' total outstanding credit grew by 7.2% year-on-year in June 2025, as per the CBO's latest monthly statistical bulletin. Credit to the private sector by conventional banks rose by 4.8% to RO21.5bn, while their overall investments in securities increased by 1.3% to RO5.7bn. Investment in government development bonds rose by 5.1% year-on-year to RO2bn in June, while investments in foreign securities declined by 6% to RO2.1bn. On the other hand, total deposits in Oman's banking sector grew by 7.6% to reach RO33bn as of June 2025, compared with the same period a year earlier. Private sector deposits increased by 6% to RO21.9bn. The household sector contributed the most to private sector deposits at 49.4%, followed by non-financial corporations at 31%, financial corporations at 17.4%, and other sectors at 2.2%. Deposits held with conventional banks grew by 4.7% year-on-year to RO25.8bn as of June 2025. Private sector deposits, which represented 66.4% of total deposits with conventional banks, increased by 4% to RO17.1bn. Government deposits with conventional banks rose by 9.9% to RO5.9bn, while deposits of public enterprises fell by 7.3% to RO1.7bn. Islamic banking assets reach RO9.2bn The total assets of Islamic banks and windows in Oman increased by 17.4% year-on-year, reaching RO9.2bn by the end of June 2025. Islamic assets now constitute approximately 19.9% of the total banking system's assets. Islamic banking entities provided financing amounting to RO7.2bn at the end of June 2025, reflecting a growth of 13.1% compared with the previous year. Total deposits held with Islamic banks and windows rose by 19.6% to RO7.2bn. Interest rates ease Interest rates in Oman recorded a slight decline during the first half of this year. According to CBO data, the weighted average interest rate on Omani rial deposits with conventional banks fell from 2.651% at the end of June 2024 to 2.560% by June 2025, while the weighted average lending rate decreased from 5.581% to 5.487% over the same period. Meanwhile, the overnight Omani rial domestic inter-bank lending rate dropped to 4.189% in June 2025, down from 5.402% a year earlier. Arab Finance: U Consume Finance (valU) has successfully closed its 17th securitized bond issuance, valued at EGP 460.7 million, according to a press release. Valu concluded the transaction with EFG Hermes, an EFG Holding company and the leading investment bank in the Middle East and North Africa (MENA). The issuance is the first under the newly approved EGP 10 billion securitization program. Rated Prime 1 (sf), the 12-month bond is backed by a receivables portfolio assigned to EFG for Securitization, which serves as the special purpose vehicle (SPV) for the offering. Karim Riad, CFO of Valu, commented: 'This issuance marks a pivotal milestone in our ongoing strategy to diversify our funding base and strengthen our capital structure.' Kuwait's July trade surplus with Japan down 15.2 pct

TOKYO -- Kuwait's trade surplus with Japan narrowed 15.2 percent from a year earlier to JPY 49 billion (USD 311 million) in July, down for the sixth month in a row due to sluggish exports, government data showed on Wednesday. However, Kuwait stayed in black ink with Japan for 17 years and six months, as exports still offset imports in value, the Finance Ministry said in a preliminary report. Overall exports from Kuwait to Japan shrank 5.9 percent year-on-year to JPY 77.5 billion (USD 504 million) down for the sixth straight month. Imports from Japan jumped 15.8 percent to JPY 28.5 billion (USD 180 million), marking the eighth consecutive monthly gain. Middle East's trade surplus with Japan also narrowed 25.1 percent to JPY 550.4 billion (USD 3.7 billion) last month, with Japan-bound exports from the region falling 18.1 percent from a year earlier in value. Crude oil, refined products, liquefied natural gas (LNG) and other natural resources, which accounted for 93.3 percent of the region's total exports to Japan, plummeted 19.0 percent. The region's whole imports from Japan also declined 3.2 percent on weak demand for manufactured goods and steel. Japan's global trade balance returned to deficit in July for the first time in two months at JPY 117.5 billion (USD 776 million), although the value declined 81.3 percent on the year. Exports from the world's third-largest economy dropped 2.6 percent the year before chiefly due to weak shipments of automobiles to the US amid higher tariffs. Imports also slid 7.5 percent, as bills for pharmaceutical products, aircraft and engines went down. China remained Japan's biggest trade partner, followed by the US.
