Govt pays attention to state requests in determining 13MP project priority

The Sun4 days ago

PENAMPANG: The Federal Government always takes into consideration the needs and requests of all states in determining the priority of projects under the 13th Malaysia Plan (13MP), said Prime Minister Datuk Seri Anwar Ibrahim.
He explained that the priority of projects could not be determined solely by the Federal Government and, instead, is jointly decided with the state governments after their requests are heard and attended to by the Federal leadership.
Citing Sabah, Anwar said that in almost every working visit he has made to the state, meetings or gatherings are held between leaders and senior federal and state officials to directly discuss requests from the state government.
'I'm not saying that 13MP (projects) do not take place, previously there are requests which are vetted by the Federal ministries... now no more, (as) requests are made directly (at meetings) chaired by the Prime Minister, there are Chief Ministers, there are state ministers.
'We listen and pay attention directly. Frankly, this only happens because of uniformity, (as well as) good and close relationships due to mutual trust,' he said when officiating the Sabah state-level Kaamatan Festival celebration here today.
The event, held at Dewan Hongkod Koisaan, Kadazandusun Cultural Association (KDCA), was also attended by Sabah Chief Minister Datuk Seri Hajiji Noor, Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam and KDCA president Tan Sri Joseph Pairin Kitingan.
Anwar also expressed his gratitude to Hajiji and the Sabah government for their openness to cooperating with the leaders and Federal government in a bid to develop and elevate the dignity of Malaysia and Sabah.
The Prime Minister emphasised that the spirit to strengthen Sabah must be nurtured through the strong unity between the Federal and state governments within the framework of the Federation.
As such, he reminded everyone not to raise issues that can erode that good relationship simply for political mileage, especially ahead of the Sabah State Election.
'In the battle leading up to this election... leaders who have led before, who were together, sometimes forget just to ramp up the political atmosphere, raising issues that erode confidence in the country... this is not healthy,' he said.
Anwar said the Federal government and the states, particularly Sabah and Sarawak, have many diversity and differences, but this must be seen as a strength for Malaysia as a country for the wellbeing of its people.
He said that when Malaysia was established, 'Bersekutu Bertambah Mutu' (Unity is Strength) was chosen as the national motto to illustrate the importance of togetherness in diversity in strengthening the country.
'Diversity can also be destructive, where there are countries in this world which initially embraced a multiracial and multi-religious society, but later experienced hostility between races, religions and regions. Which nation can be successful like that, everything will end up in ruin.
'So, no matter how difficult it is, any sensible leader in a political campaign to fight for the post of state assemblyman or Member of Parliament must remember never to sacrifice the state or country,' he said.

Yong slams DBKK over tax move

Published on: Monday, June 02, 2025 Published on: Mon, Jun 02, 2025 Text Size: Yong called on DBKK to adjust its mindset and stop aligning with Federal LHDN enforcement while the billions owed to this region remain unpaid. Kota Kinabalu: Former Chief Minister Datuk Seri Yong Teck Lee criticised City Hall (DBKK) for assisting Federal tax authorities in pursuing small traders while the State is denied billions in constitutional revenue. 'Why is DBKK playing Federal tax collector role?' Yong said in a statement, here, Sunday, condemning DBKK's collaboration with the Inland Revenue Board (LHDN) in targeting hawkers labelled as 'inactive' taxpayers. He said LHDN collected RM5.7 billion from Sabah in 2024 and targets RM6.2 billion for 2025, averaging RM6 billion annually. 'This excludes other tax revenues collected by Customs and other Federal agencies in Sabah. Despite these substantial collections, Sabah has not received its rightful 40 per cent constitutional share amounting to RM2.4 billion from the RM6 billion in tax revenues. Instead, Sabah receives only an interim payment of RM600 million, a figure plucked from nowhere,' he said. Yong said there is absolutely no reason for the Federal Government to delay making annual payments of at least RM2 billion to the Sabah Government. He said the targeted hawkers and micro businesses are not major tax evaders but small, informal traders already battling rising costs, subsidy cuts and declining purchasing power. 'Enforcing tax compliance in this climate, while RM2 billion in Sabah's share remains unreturned, only worsens economic fragility and damages local economic resilience,' he said. He called on DBKK to adjust its mindset and stop aligning with Federal LHDN enforcement while the billions owed to this region remain unpaid. 'DBKK should not contradict its role as a local government agency in uplifting livelihoods in Kota Kinabalu city,' he said. Yong said until the Federal Government honours the 40 per cent entitlement without further delay, tax enforcement in this region should be re-evaluated, paused if necessary and guided by consultation with the Sabah Government and Sabah business organisations. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Cabinet appointments: PM decides, parties popose

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim has the right to choose who is in the Cabinet, but it is "not wrong" for any group, including political organisations, to put forward suggestions on the matter. Umno supreme council member Datuk Seri Ahmad Maslan said it was up to Anwar to make any decision regarding the current vacancies of two ministers, including for the positions to be filled temporarily by other ministers. "It is up to the Prime Minister, as Cabinet matters fall under his prerogative and political authority. "However, it is not wrong to ask or propose, like Umno president Datuk Seri Dr Ahmad Zahid Hamidi who asked for a ministerial seat for Umno if Tengku Zafrul (Tengku Datuk Seri Zafrul Tengku Abdul Aziz) joins PKR," he told Berita Harian, yesterday. Ahmad was asked about the prime minister's statement yesterday that there was no pressing need for a cabinet reshuffle despite the 'resignation' of two cabinet members. Anwar said that although both Datuk Seri Rafizi Ramli and Nik Nazmi Nik Ahmad are currently on leave, the government remains fully functional. Last Friday, Ahmad, who is also the deputy works minister, urged the economy minister post to be filled immediately given the upcoming tabling of the 13th Malaysia Plan (13MP), scheduled for July. On May 28, Datuk Seri Rafizi Ramli and Nik Nazmi Nik Ahmad resigned their positions in the Cabinet, as Economy Minister and Minister of Natural Resources and Environmental Sustainability, respectively, following their defeat in the PKR 2025 party polls. Their departure has sparked debate over whether the vacancies would lead to a broader Cabinet reshuffle.

More 'tamu desa' to built in Sabah, S'wak this year, says Ewon

KOTA KINABALU: The Entrepreneur Development and Cooperatives Ministry will construct more "tamu desa" (rural traditional markets) in Sabah and Sarawak this year, to enhance rural market facilities and empower entrepreneurs in both states, says Datuk Ewon Benedick. The Entrepreneur Development and Cooperatives Minister said the Madani government, through the ministry, had allocated RM20mil to implement the Tamu Desa Development Project this year. He added that this included an additional RM10mil announced by Prime Minister Datuk Seri Anwar Ibrahim at the Madani Rakyat Programme in Tawau last month. "Last year, we successfully built and upgraded 98 tamu desa across Sabah and Sarawak. This year, with an allocation of RM20mil, I hope the same number or more can be built," he said in a statement Monday (June 2). He was speaking after officiating the Kampung Pinasang Tamu Darat Kaamatan Festival in Kota Belud and subsequently launching the village's tamu desa, which was completed this year at a cost of RM250,000. Ewon said 14 tamu desa were built in the Kota Belud area, part of the 98 premises completed across Sabah and Sarawak last year. "I have been informed by the village leaders that these premises greatly benefit the residents, especially mothers and small entrepreneurs who conduct business weekly. They not only provide a more comfortable space for selling but can also be used for various community activities on other days," he said. According to him, the requirements for tamu desa development vary depending on the location and scope of work determined by the District Office, whether for new construction or upgrading, involving costs ranging from RM100,000 to RM300,000. As of May this year, he said, applications for new construction or upgrading of tamu desa premises in Sabah had reached RM40mil, including applications carried over from last year that could not be implemented, and this amount did not yet include applications from Sarawak "Although our budget is limited, what is important is the continuity of what was implemented last year. What we started last year will be continued and expanded this year. I am confident that this programme will be among the key inputs of the ministry in the 13th Malaysia Plan (2026-2030)," he said. The tamu desa initiative was also part of the government's commitment to pay special attention to the needs of rural Sabah and Sarawak, in line with the nation's inclusive development agenda, he added. - Bernama
