
City Council begins 2026 budget process
While nothing definitive is decided in these very early steps, Dankert did lay out a trio of questions for council to consider, which include staffing levels, fund balance usage and the 2026 tax levy.
Pertaining to the first question, the city is looking at an estimated increase in employee investment of a little over $1.185 million and includes wages and benefits, though Dankert in his presentation pointed out that the estimate does not include changes due to Compensation and Classification re-evaluations.
He also pointed out that all eight of the city's bargaining unit contracts will expire on Dec. 31.
Point two is asking council members to keep in mind its staffing as it pertains to General Fund expenditures.
2024 expenditures accounted for 49% or just over $10.4 million, which falls just outside of the city's internal police of 42-48% of expenditures, but the Minnesota Office of State Auditor advises cities to stay within the 35-50% range.
Putting this into context, new staff would require permanent funding which would have an impact on the budget and could create issues if that funding isn't there.
Finally, the third question brought into play three areas that could have impacts one way or the other regarding the 2026 tax levy.
The first is a spot of good news in that the Flats on 21 apartment complex no longer has access to tax abatements after it expires this year, which will add $48,000 of new tax base to the city books.
However, at the same time the city — like every other governmental entity — will have to consider the impacts of inflationary costs regarding things like materials, vehicles, utilities and more.
Further complicating the process is that the State Legislature has thus far failed to clear its own budget, bringing into play a likely special section to get it sorted out. Further adding to this is that one version of the state's budget included a possible reduction in Local Government Aid of approximately $300,000.
This will impart a level of uncertainty in the City Council's work as any work done between now and the finalization of the budget could be impacted depending on what they do at the state level.
Even though the council didn't make any concrete recommendations regarding the budget Monday night, it did hold a discussion and vote on the possibility of creating a budget committee that Council Member Jason Baskin argued could help the council stay on top of the process throughout in a timely fashion.
Ultimately, it failed by a vote of 4-2 (Baskin had to leave before the vote) with some members fearing the optics of doing work behind closed doors, even though ideas would still be brought to regular council meetings for public conversation as the whole council.
Council Members Mike Postma and Jeff Austin voted in favor of it while Rebecca Waller, Paul Fischer, Oballa Oballa and Laura Helle voted against.
Still, the conversation did prompt the idea of holding more council meetings during the process that would maintain the spirit of what Baskin proposed.
As for the timeline itself, department heads will receive budget documents and direction by June 16 and are expected to return those documents by July 11.
Further budget refinement will take place with the council following that with a goal of setting a proposed tax levy and preliminary budget at the Sept. 15 meeting. State law requires these figures to be approved by Sept. 30.
The Truth in Taxation Hearing will take place sometime between Nov. 25 and Dec. 12 with the final adoption slated for Dec. 15.

The approval also comes over a year after the RBI banned Paytm Payments Bank from accepting fresh deposits and enabling credit transactions. Paytm weathered that impact by quickly shifting gears and partnering with Axis, HDFC, State Bank of India, and Yes Bank to make them serve as payment system providers for its consumers and merchants involved in online transactions and autopay mandates. With the new license, Paytm can operate as a service provider for online merchants, enabling them to accept a range of payment methods, including cards, net banking, and the Indian government-backed Unified Payments Interface (UPI). The approval also lifts the online merchant onboarding restrictions imposed by the central bank in 2022. The approval comes just a week after China's Ant Group exited Paytm by selling its remaining 5.8% direct stake in One97 Communications for $454 million through block deals. This follows an earlier exit in 2023, when Ant Financial sold a 10.3% stake — worth $628 million — to Sharma in a no-cash deal. Paytm is required to undertake a 'system audit,' including a cybersecurity review, and submit its report to the Reserve Bank of India within six months. If it fails to do so, the approval will lapse, per the RBI letter enclosed with the company's stock exchange filing. The license is also limited to online payment services and does not extend beyond that scope. The latest development will help Paytm control most of its value chain, from its offline sound boxes to the online payment gateway, and reduce its reliance on other bank partners, fintech investor Osborne Saldanha told TechCrunch. Paytm is currently the third most-used UPI payments platform, behind Walmart-owned PhonePe and Google Pay. The fintech accounted for 6.9% of the total 18.4 billion UPI transactions in June and 5.6% of the transaction value, per the National Payments Corporation of India (NPCI). In total, Paytm processed 1.27 billion UPI transactions worth ₹1.34 trillion (approximately $15 billion). Although Paytm trails PhonePe and Google Pay in the UPI market — with the duo handling over 82% of all UPI transactions in June — the company offers a broad suite of businesses and services to attract both consumers and merchants. These include offline merchant payment solutions with integrated hardware, software, and service layers, as well as a growing credit and lending business. Paytm reported (PDF) net income of ₹1.23 billion (approximately $14 million) for the first quarter of its financial year 2026, ending in June — a turnaround from a loss during the same period last year. The results beat expectations, as analysts had projected a loss of ₹1.27 billion (approximately $14.5 million). Revenue rose 28% year-over-year to $224 million, while the company's contribution margin improved to 60%, up from 50% a year ago. In addition to its recent financial growth, Paytm's shares have risen 13.25% year-to-date in 2025, signaling that the company is beginning to regain market confidence after more than a year of regulatory setbacks. Valmet to supply valve services for Petrobras operational units across Brazil
Valmet has entered into a strategic agreement with Petrobras, the leading energy company in Brazil, to deliver comprehensive valve services. This nationwide deal includes the provision of spare parts for Neles valves, actuators and positioners, catering to Petrobras's various operational units. The first order under the agreement was recorded in Valmet's second quarter of 2025 (Q2 2025) orders received. Future orders will be recognised throughout the duration of the agreement, which has an initial term of one year, with the option to renew for up to five years. The financial details of the orders remain confidential. This partnership is set to offer Petrobras strategic advantages such as assured availability of valve equipment, enhanced cost predictability and streamlined processes. It also promises reduced bureaucracy and specialised technical support, upholding a recognised quality standard, Valmet said.
