
Reeves sets out sweeping reforms to financial sector in search for growth
Ms Reeves, who also hopes for increased taxes from a growing economy to help balance her books, said the reforms unveiled in Leeds would help with 'reinvigorating the whole economy'.
The plans include measures to make it easier for first-time buyers to get on the housing ladder with increased levels of borrowing and efforts to support new financial technology – fintech – firms grow in the UK.
The Chancellor said: 'We are fundamentally reforming the regulatory system, freeing up firms to take risks and to drive growth.
'Second, we're providing certainty for banks operating in the UK, and ensuring that UK banks have the ability to compete internationally and drive economic growth.
'Third, we're doubling down on making the UK an innovation capital and the place of choice for fintechs to start up, to scale up and to list in the UK.
'Fourth, we're seizing opportunities in areas where we are already world leading, including asset management, sustainable finance and specialty insurance.
'And fifth, we are delivering prosperity by increasing the firepower of our capital markets and boosting retail investment.'
She said the 'Leeds reforms' are intended to 'really invigorate our financial services sector, but with the core purpose of therefore reinvigorating the whole economy'.
Ms Reeves said the financial services industry accounted for 9% of gross domestic product – a measure of the size of the economy – and was 'a big source of tax revenue' for the Treasury.
More mortgages will be available at more than 4.5 times a buyer's income following recent Bank of England recommendations that some lenders can offer more high loan-to-income mortgages if they choose to.
This will create up to 36,000 additional mortgages for first-time buyers over the first year, the Government said.
Britain's biggest building society – Nationwide – announced last week that it is aiming to increase its high loan-to-income lending limit.
From Wednesday, eligible first-time buyers can apply for Nationwide's Helping Hand mortgage with a £30,000 salary, down from £35,000, and joint applicants with a £50,000 combined salary – down from £55,000.
It is estimated this will support an additional 10,000 first-time buyers each year.
The changes will sit alongside the creation of a permanent mortgage guarantee scheme, delivering on a manifesto commitment, and a review of Financial Conduct Authority (FCA) lending rules that could allow prospective buyers' records of paying rent on time to be used to show they can afford mortgage repayments.
Further details of Ms Reeves' plans will be set out in her Mansion House speech in the City of London on Tuesday night.
She is expected to say: 'I welcome the recent changes the (Bank of England) Financial Policy Committee has announced to the loan-to-income limit on mortgage lending, which the PRA (Prudential Regulation Authority) and FCA are implementing immediately.
'With an instant impact for consumers, such as Nationwide offering its Helping Hand mortgage to more first-time buyers – supporting an additional 10,000 each year.'
The Chancellor is expected to add: 'Today, I have placed financial services at the heart of the Government's growth mission.
'Recognising that Britain cannot succeed and meet its growth ambitions without a financial services sector that is fighting fit and thriving.
'And I have been clear on the benefits that that will drive.
'With a ripple effect that will drive investment in all sectors of our economy and put pounds in the pockets of working people.'
Shadow chancellor Sir Mel Stride said: 'Today's speech is Rachel Reeves' attempt to distract from the chaos of the last few weeks. But the truth is clear – this Labour government is out of its depth.
'Rachel Reeves talks a big game on growth – yet under her watch, taxes are rising, businesses are struggling, and confidence is draining away.
'No amount of warm words can mask the reality that this is a government with no grip, no plan, and no idea how to run an economy.'

Loophole that lets you gift without worrying about inheritance tax
I am one of the people that will be adversely affected by Rachel Reeves' unwarranted raid on unused pension pots. Currently, this change will mean an additional inheritance tax charge of about £270,000 for me, if I died. I have been looking at the gifting rules and the sums you can give away are measly, £3,000 each year, or unlimited £250 gifts but only one per person. Harvey Dorset, of This is Money, replies: Recent changes mean that considerably more people are in line to incur inheritance tax bills on their estates in the years to come. Pensions are set to fall into the inheritance tax net from 2027, meaning that many will find their estate is worth well above the inheritance tax allowance. Inheritance tax receipts recently increased to £8.2billion from April 2024 to March 2025, more than £800million higher than the same period a year before. One of the main ways to go about reducing a potential IHT bill is to make the most of gifting allowances to lower the value of your estate. However, the current gifting allowances have been in place since the mid 1980s, with a maximum total annual inheritance tax-free gift limit of £3,000. This has made it all the harder to meaningfully reduce the size of an estate by using this allowance. The rules state: 'On top of the £3,000 annual allowance, the rules stipulate that you can give as many £250 gifts to whomever you like, but this won't be immediately exempt if the recipient received the annual gifting allowance or part of it.' This is where your novel solution comes in. If you can find 400 willing participants – something I dare say you might have trouble with – why can't you give them each £250 to then gift to your two daughters? Unfortunately, as David Denton, tax expert at Quilter Cheviot, discusses below, you might not have found the genius solution that you might think. Luckily though, there are other options that might be available to help you pass your wealth to your two daughters. David Denton, tax expert at Quilter Cheviot, replies: As the tax burden hits a recent high and rumours swirl of more tax rises to come, it is understandable that consumers may wish to find ways to reduce their tax bill. However, the tax authorities are rightly switched on to the potential for abuse of the system and people finding what they think to be new and novel ways to avoid tax. Some may be legitimate but for the vast majority they are likely to cause more problems than it is worth. The UK introduced the 'General Anti–Abuse Rule' (GAAR) in 2013 and this is designed to target those taxpayers who avoid paying tax in ways that are not in the spirit of the rules, despite some aspects being potentially legal. Abusive arrangements can include as a series of pre–ordained steps, where HMRC would look at the overall effect of the series or combination of transactions in order to identify the real purpose. The GAAR applies to a number of personal taxes, including inheritance tax, so if enough tax was at risk, it could come into effect here given there is a pre–planned element and involves a number of people. Instead you should be looking at how they can use the rules to still make substantial gifts. For example, should you expect to live for another seven years then it may be worth making a gift above the £3,000 limit as a potentially exempt transfer. After seven years of being gifted these assets will no longer be taken into account on death and be free from inheritance tax. There are other possibilities for exempt gifts, such as marriage gifts, which can be up to £5000, according to the relationship between the donor and recipient. Finally there is also the option of making gifts out of surplus income, where the gift is part of your normal expenditure and leaves you able to maintain your usual standard of living. These gifts can come from salary, dividends, pension income or rental income, so it does give you some options that are very much within the rules of the UK tax system.

Nationwide making huge change to bank accounts used by thousands within HOURS
NATIONWIDE is making a huge change to bank accounts used by thousands of customers within hours. The nation's biggest building society is overhauling its Business Savings accounts, and the changes will restrict how customers manage their money. 1 From July 30, businesses customers will no longer be able to pay money into their savings accounts using cheques. Nationwide will also tighten its rules on payments into and out of these accounts. Businesses will only be allowed to deposit money into their account from a single Nominated Account or via internal transfers from other Nationwide business savings accounts under the same business name. Similarly, withdrawals will now be restricted to transfers to another Nationwide account or a single designated Nominated Account. Nationwide provides three main Business savings accounts for companies with a turnover of less than £10million. These include an instant access account, which allows unlimited withdrawals, and three notice accounts with notice periods ranging from 35 to 125 days. Plus, Nationwide offers three fixed rate bonds, letting businesses lock their savings away for six months, one year, or 18 months. Savings rates range from 1.7% to 3.5%. However, due to "high demand" these accounts are not currently accepting new customers directly. Instead customers can indirectly sign up via savings platforms like Insignis. Switch bank accounts for free perks A spokesperson for Nationwide said: "Customers can continue to open new business savings accounts via our cash savings platform partners. "We continue to provide direct support to our existing customers. "Recently, we've made a few updates to cheque processing and payment options, guided by how customers are using these services and demand. "We're committed to supporting customers through these changes." How do I switch bank accounts? SWITCHING bank accounts is a simple process and can usually be done through the Current Account Switch Service (CASS). Dozens of high street banks and building societies are signed up - there's a full list on CASS' website. Under the switching service, swapping banks should take seven working days. You don't have to remember to move direct debits across when moving, as this is done for you. All you have to do is apply for the new account you want, and the new bank will tell your existing one you're moving. There are a few things you can do before switching though, including choosing your switch date and transferring any old bank statements to your new account. You should get in touch with your existing bank for any old statements. When switching current accounts, consider what other perks might come with joining a specific bank or building society. Some banks offer 0% overdrafts up to a certain limit, and others might offer better rates on savings accounts. And some banks offer free travel or mobile phone insurance with their current accounts - but these accounts might come with a monthly fee. What other bank account changes are on the way? Santander customers have been left outraged after the bank revealed it will start charging £120 a year for an account it promised would be "free forever". Thousands of small business and self-employed account holders are facing £9.99 monthly charges from October. This comes despite written assurances that their accounts would always remain free of fees. The changes will impact three types of business accounts: 1|2|3 Business Current Accounts, Business Everyday Current Accounts, and Business Current Accounts. The "free forever" promise applied to accounts offered by Abbey and Alliance & Leicester before the 2008 merger with Santander. The bank first attempted to introduce fees for these accounts in 2012 but backed down after customers threatened legal action. However, these accounts were shifted to the Business Everyday account in 2015, which did not include the "free forever" promise. From October 1, these accounts will be closed, and customers will be automatically switched to Santander's new Business Current Account – Classic. Under the new structure, every Business Current Account – Classic will incur a £9.99 monthly fee, regardless of the type of account customers previously held. While some accounts were free, others offered additional benefits with charges as high as £40 per month. The bank is also closing its 123 Lite current account, which offers up to 3% cashback on household bills for a £2 monthly fee, on August 21. Customers affected by the closure will be automatically switched to Santander's Everyday Current Account. This account has no monthly fee but does not include cashback benefits. Meanwhile, NatWest is making changes to its business current accounts by increasing fees for cash payments, cheque transactions, and certain online transfers. From August 30, cash payments into and out of business accounts will see their fees surge from 70p per £100 to 95p per £100. Cheque payments, whether processed by hand or via mobile, will also jump from 70p to 75p per cheque. The bank is also increasing some charges related to its BACS payment system. The BACS system is a UK payment network used by businesses to make electronic bank-to-bank transfers, such as Direct Debits and Direct Credits. The fee for processing each individual payment or instruction, will soon rise from 18p to 21p. The cost to process a file containing multiple payments or instructions will also increase slightly from £5.25 to £5.35.

It is the first time tuition fees have risen since 2017. This will apply to students starting university in September 2025 and those continuing their courses. University maintenance loans, which are used by students to help pay for daily living costs while they study, will also increase. The maintenance loan for students living away from their parents outside of London will rise from £10,227 a year to £10,544, and from £13,348 to £13,762 in London. August 6 - New eBay faster payments eBay is introducing faster payments for some sellers from August 6. If you have made at least ten sales totalling £150 or more in the previous five days, and have no more than two unresolved cases - so if there has been a dispute - in the previous 12 months, you will receive your sale money within 24 hours of a sale. Sellers currently have to wait two days after delivery confirmation to receive their funds. August 7 - Bank of England interest rate decision The Bank of England will make its next interest rates announcement on August 7. The base rate is currently at 4.25% after the Bank of England decided to hold it at its last meeting in June. The base rate is what the Bank of England charges other banks and lenders - this then affects how much it costs you to borrow money. August 20 - Latest inflation figure The latest inflation data from the Office for National Statistics (ONS) will be released on August 20. Inflation is a measure of how prices have changed over time. In the latest update from the ONS, inflation was revealed to have risen to 3.6%. At its highest point, inflation reached 11.1% in October 2022. August 21 - Santander axing popular account Santander is closing its 123 Lite current account on August 21. This account comes with 3% cashback on household bills, capped at £15 a month. It comes with a £2 monthly fee. New customers haven't been able to open a Santander 123 Lite account since early 2024. August 25 - August bank holiday If you claim benefits, then you may receive your money slightly earlier than usual in August. That's because there is a bank holiday on Monday, August 25. If you are due a benefit payment on this date, you will likely get paid on Friday, August 22 instead. August 31 - Child Benefit deadline You need to renew your Child Benefit claim by August 31 if your child is continuing with education or training after the age of 16. This is because your Child Benefit will automatically stop on August 31 on or after your child's 16th birthday. Approved education or training can include A-Levels, NVQs or even home education, but it does not include university or BTEC qualifications. August 31 - Free childcare deadline Parents must apply for 30 hours free childcare by August 31 to have their funding in place from September 2025. Once you have applied, you will receive an 11-digit code to give to your childcare provider.
