HC notice to govt on PIL against tender for stray birth control plan

Time of Indiaa day ago

Chennai:
Madras high court
has directed the central and state animal welfare boards to respond to a public interest writ petition filed by an animal welfare activist seeking a stay on the tender issued for implementing animal birth control (ABC) for stray dogs.
The issue pertains to an instruction issued by the Tamil Nadu govt directing the authorities to take swift action to implement measures for controlling the stray dog population. Following the instruction, a tender worth 5.2 crore was floated in Chennai for implanting microchips in stray and pet dogs to help identify them.
According to the petitioner, S Muralidharan, a petition challenging the ABC regulations is already pending in court.
Therefore, the govt's move to issue a tender while that case is still pending is against the law. "The ABC Rules, 2023, are already prima facie shown to be ultra vires to the parent Prevention of Cruelty to Animals Act, 1960, and contrary to binding judgments, including the constitutional bench judgment of the Supreme Court," he said.
He further alleged that the rule mandating the return of the dogs, particularly aggressive dogs, to the same public space would violate the rights of the citizens provided under Article 21 of the Constitution.

"It would be a financial drain on the exchequer with a failed model that has not yielded results over the past 24 years," he added.
Admitting the plea, a vacation bench of Justice Senthilkumar Ramamoorthy and Justice T V Tamilselvi directed the central and state animal welfare boards, as well as the state animal husbandry department, to submit their responses by June 20.

Higher steel tariffs to dent exports as companies look at other markets

Representative image (Picture credit: AP) NEW DELHI: Doubling of import duty on steel and aluminium by the Trump administration will dent export demand, with companies having to scout for alternative markets. Several US importers have gone slow on fresh orders as costs went up significantly after the imposition of 25 per cent duty, although India was not seen to be worse off, given that the same duty applies to all countries. But if Trump decides to move ahead with his threat, several American firms will have to slow down production as such duties are seen to be unviable and unsustainable. This will also reduce demand for inputs. "The economic impact will be significant. US steel prices are already high, at around $984 per metric tonne - far above European prices at $690 and Chinese prices at $392. The doubling of tariffs is expected to push US prices to about $1,180, squeezing US domestic industries such as automotive, construction, and manufacturing that depend on steel and aluminium as key inputs. These sectors may face hundreds of dollars in additional material costs per tonne, driving up prices, reducing competitiveness, and risking job losses or inflationary pressures," said trade research body GTRI. Fieo chief S C Ralhan said the increase in tariffs would have a significant bearing on India's steel exports, especially in semi-finished and finished categories like stainless steel pipes, structural steel components, and automotive steel parts. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch vàng CFDs với sàn môi giới tin cậy IC Markets Tìm hiểu thêm Undo These products are part of India's growing engineering exports, and higher duties could erode our price competitiveness in the US market. EEPC India president Pankaj Chadha said, "It's unfortunate that while bilateral trade talks are going on between India and the US, such unilateral tariff increases have be done. It only makes the work of negotiators more complicated." Last fiscal, India exported steel and finished products of $6.2 billion to the US and about $0.9 billion of aluminium and its products. The US is among the top destinations for Indian exporters, who have been increasing market share through high-quality production and competitive pricing, Fieo said. Congress fought for freedom, will now fight to protect Constitution: Balbir Sidhu

Former Punjab health minister and senior Congress leader Balbir Singh Sidhu led a 'Save the Constitution' rally in Sector 78, Mohali, on Saturday. Punjab Congress president Amarinder Singh Raja Warring, former speaker Rana KP Singh, Punjab Congress co-incharge Ravindra Dalvi, Inderbir Singh Bolaria, Dera Bassi in-charge Deepinder Dhillon, Mohali mayor Amarjit Singh Sidhu, and other senior leaders were also present in the rally. Throwing an open challenge to the Bharatiya Janata Party (BJP), Aam Aadmi Party (AAP) and Rashtriya Swayamsevak Sangh (RSS), Warring said the Congress is raising its voice against the murder of democracy and the Constitution. Sidhu said, 'The soul of the nation—our Constitution, our democracy, and our harmony—is under threat today. But the Congress, as the only true national force which fought for the country's freedom in the past, is now fighting to protect it. We will never allow the dictatorship of the BJP and RSS to prevail.' Dalvi said, 'The BJP and RSS are trying to divide the country in the name of religion and snatch people's freedom, employment, and rights.' Rana KP Singh attacked AAP stating, 'AAP has become the B-team of the BJP. From Delhi to Punjab, their silence and collusion with the BJP has become a threat to our nation and Constitution. Those who came to power with slogans of change are now suppressing the voice of the people. But the Congress is fighting against this and receiving the support of people.'

PM Modi focuses on saturation of schemes as government marks its 11th anniversary

File photo: PM Modi (Picture credit: PTI) NEW DELHI: Reaching out to every eligible central government scheme beneficiary is set to be the prime focus of the Narendra Modi administration, which completes 11 years. Sources said nationwide registration camps will be held for enrolling eligible beneficiaries under schemes such as Ayushman Bharat Yojana for senior citizens as Modi government marks its 11th anniversary by deciding to focus on saturation and by removing obstacles holding up last-minute delivery. Officials said focus to take benefits of programmes to the poor, the needy and the last person will be the theme of the anniversary celebrations as PM Narendra Modi has repeatedly underlined the need for complete saturation of government schemes. In a break from practice, the government has decided to do away with publicity blitz that has been staple for such milestones, and instead engage directly with citizens, especially those benefiting from government schemes, the sources said. "PM Narendra Modi wants to turn this into an opportunity for listening and connecting," said a senior government functionary. "The spirit is not of celebration but of connection. The idea is to understand what more needs to be done how to do it better," said a source familiar with discussions in the Prime Minister's Office and at other higher levels. "Feedback from the beneficiaries is the best teacher," the functionary elaborated. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like CFD: Invertir $100 con IA podría devolverte un segundo salario Digital Group Prueba ahora Undo The ministries and departments concerned are conducting focused drives, enrolment camps, and beneficiary interactions to strengthen access and awareness.
