Shuwaikh Industrial Area and other industrial zones are clear examples in this regard. I urge His Highness the Prime Minister, along with the Ministers of Finance and Commerce and Industry, to visit these areas and witness firsthand the scale and vibrancy of economic activities being driven entirely by individual efforts, with minimal government involvement, while the government remains occupied with issues that provoke public concern and contribute to social unrest. In Shuwaikh Industrial area, as in all similar areas, there are many activities that attract investors.
These businesses operate almost entirely through the efforts of expatriate residents. Citizens are largely absent from these activities, benefiting only through rental income or by investing in licenses issued to them. As a result, a huge portion of profits is transferred abroad. Foreign workers, employees, and investors lack the motivation to remain in Kuwait long-term due to the absence of incentives found in neighboring countries, such as policies that support entrepreneurship, encourage innovation, and ensure economic stability. In countries like Saudi Arabia and the UAE, investors are offered strong incentives, attracting many Kuwaiti companies to invest there.
In contrast, Kuwait ties usufruct rights to the annual renewal of licenses, creating uncertainty for factory and facility owners and discouraging them from investing in development. Therefore, the Council of Ministers should focus on utilizing the labor force represented by stateless residents (Bedoun) and those whose citizenship has been revoked, rather than relying solely on decisions to revoke citizenship and suppress creativity. To be clear, I am not referring to those who lost their citizenship due to fraud or dual nationality. I hope the government encourages the Bedoun residents and those whose citizenship has been revoked to work in these areas, and makes them feel secure, so they can spend their money inside Kuwait.
I suggest the government offer investors the option to purchase industrial and commercial plots during a specific grace period, similar to the system in Saudi Arabia, or will become a fair partner in the rental value. This approach would kill two birds with a stone. Also, Saudi Arabia provides tax incentives for industrial, agricultural, and renewable energy projects. It is true that in recent years, some parliamentary blocs have attempted to obstruct development under flimsy pretexts, but their real aim was to secure a 'share of the cake' or fuel disputes between MPs and ministers. Today, ministerial positions have largely stabilized, giving ministers significant potential to drive development and amend obstructive, outdated laws enacted during previous National Assembly terms. Indeed, several laws need reconsideration, and Kuwait must break free from the constraints imposed by the stagnation of innovative ideas that encourage investment and the growth of the national economy.
We have repeatedly stated that undeveloped land holds little value unless facilities are established on it and profitable production is achieved. Only then does its value increase significantly. Moreover, trademarks gain importance as indicators of economic strength and stability. Unfortunately, in Kuwait, these matters are often treated as if they were mere market transactions, rather than issues of national significance. Your Highness the Prime Minister, the Council of Ministers can no longer claim any excuse for failing to develop the economy. The Cabinet now holds 'the thread and the needle' in its hands and has full control over the process. The Council today combines both legislative and executive powers. Therefore, either work or leave!

Kuwait Info. Min. launches new Youth Public Authority strategy '25-'30
KUWAIT, Aug 12 (KUNA) -- Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi launched on Tuesday the new strategic plan of the Public Authority for Youth for the years 2025-2030. The strategy outlines five developmental priorities in the fields of (Leadership, Employment, and Entrepreneurship), (Community Engagement), (Culture, Innovation, and Creativity), (Health and Wellbeing), and (Governance and Resource Development). In a visual presentation held at the Government Communication Center, Al-Mutairi stressed that the strategy represents a clear and ambitious roadmap to advance Kuwaiti youth, in line with the patronage of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, and His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, and the directives of His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah. He added that the launch of the strategy, coinciding with International Youth Day, marks the beginning of a new and innovative phase in youth empowerment, encompassing main and subsidiary goals to be implemented through 23 strategic initiatives. The Minister indicated that the new strategy, which was the outcome of an extensive national dialogue with youth and experts, reflects the active role of Kuwaiti youth in the development of their nation, being a cornerstone of security, stability, and prosperity. Al-Mutairi noted that the strategy aims, under the (Leadership, Employment, and Entrepreneurship) priority, to qualify 3,000 young leaders, offer career guidance services to 5,000 youth, and implement 30 programs to develop entrepreneurial thinking. It will also launch major strategic projects, including the Kuwait Tech Hub for Entrepreneurship and the Kuwait Creative Industries Complex. He further stated that the strategy targets the registration of 15,000 volunteers in the national volunteer platform "Ayadina" to reinforce the (Community Engagement) priority. It will support 100 impactful youth initiatives, involve 4,000 youth in cultural and innovation events, and provide three annual programs for creative project incubators under the (Culture, Innovation, and Creativity) priority. Al-Mutairi affirmed that under the (Health and Wellbeing) priority, the strategy will work to enhance youth health, raise environmental awareness, and increase youth participation in peace and security issues. Meanwhile, the (Governance and Resource Development) priority will focus on fully digitizing services (100 percent) and increasing the Authority's self-generated revenues to ensure sustainability of its programs and initiatives. He emphasized the Authority's vital developmental role in complementing the formal education system by nurturing and supporting youth. It also encourages institutions working with youth to focus on equipping them with future skills and enhancing their competitive and creative capabilities in all youth sectors. The Minister pointed out that this strategic work was based on an in-depth review of the previous strategy, analysis of 75 local and international reference documents, over 19 specialized workshops and meetings, and a roundtable session with a select group of academics and experts. He congratulated the youth of Kuwait and the world on the occasion of International Youth Day. He said that the strategy adopts a "three-lens methodology," placing youth as leaders, partners, and beneficiaries at the same time. He underscored the importance of national partnerships with the Ministry of Education, the Ministry of Higher Education, the National Council for Culture, Arts and Letters, and other entities to expand volunteer opportunities and unify national efforts in youth service. Al-Mutairi praised the significant role of government, private sector, and civil society partners in ensuring the success of the authority's mission to invest in youth, describing them as "the winning bet," and urged young people to take initiative, engage, and innovate, as this strategy is "from them, for them, and by them." Cambodia seeks to boost trade, tourism ties with Kuwait
KUWAIT: Ambassador of the Royal Kingdom of Cambodia Sman Manan reaffirmed the strong and growing relationship between Cambodia and Kuwait on Sunday, tracing its roots back to 1995 when bilateral ties were first established. During a briefing on Cambodia's tourism, the ambassador stated that the relationship between his country and Kuwait began through the efforts of Sheikh Nasser Al-Mohammed Al-Sabah, who played a pivotal role in bringing the two countries closer together. 'In 2008, Cambodia opened its embassy in Kuwait, marking a new chapter in diplomatic engagement. That same year, Sheikh Nasser, who served as Prime Minister back then, visited Cambodia, and several Memoranda of Understanding (MoUs) were signed, covering areas such as manpower, investment, agriculture, and civil aviation,' he said. 'In 2009, then-Cambodian Prime Minister Hun Sen visited Kuwait, resulting in more agreements. To date, 11 MoUs have been signed between the two countries.' However, while the agreements are in place, the ambassador acknowledged that actual trade and investment flows have yet to reach their full potential. The ambassador noted that over the years, five ambassadors have served in Kuwait, with the current ambassador serving his second term, first in 2015 and again since 2023. His mission focuses on strengthening government-to-government ties, enhancing bilateral trade, attracting Kuwaiti investors to Cambodia, and promoting tourism between the two countries. Cambodian products and posters explaining the country's top attractions and culinary delicacies are displayed. Regarding tourism, the ambassador explained that Cambodian visas for Kuwaitis can be obtained in three ways: Directly from the embassy in Kuwait, online through the official application portal, or upon arrival with arrangements made via a Cambodian travel agency. The ambassador said that while tourist arrivals from Kuwait remain low, many visitors come for humanitarian work, reflecting Kuwait's strong charitable reputation in Cambodia. He stressed that Kuwait has sponsored schools, mosques, housing projects, and orphanages, contributing significantly to Muslim communities across Cambodia. He noted that Cambodia currently has 635 mosques nationwide and a Muslim population of nearly one million, or approximately 5 percent of the population. He assured tourists that halal food is widely available and that the country enjoys complete peace and stability, adding that he is working on establishing a direct flight between the two countries. The ambassador revealed that 38 Cambodian students are studying Arabic in Kuwait under religious sponsorship programs. He encouraged Kuwaiti investors to explore Cambodia's opportunities in real estate, tourism, agriculture, manufacturing, and infrastructure. He announced that Cambodia will inaugurate a new international airport on September 9, capable of accommodating large aircraft, which will make travel and investment easier. 'Our goal is to enhance the bilateral relationship, link our trade and investment sectors, and promote tourism and cultural exchange. Cambodia is open, peaceful, and full of potential for our Kuwaiti friends,' the ambassador said.

KRCS to utilize local dates, engineering expertise for projects

Under the proposal, agricultural engineers would provide full technical feasibility studies. KRCS chair Khaled Al-Mughamis said the society is 'keen to implement humanitarian and development projects inside and outside Kuwait in various fields, particularly the agricultural sector.' Speaking after meeting association chair Abbas Abdulredha, Al-Mughamis said the Red Crescent wants to 'strengthen cooperation with the association in this field in line with its goals of supporting communities and achieving sustainable development.' Kuwaiti charities have in the past sent locally harvested dates to communities in need abroad, including Syria and Yemen. Those initiatives often coincide with the start of the date harvest season, when farm owners donate part of their crops as zakat. The fruit is collected, packaged and shipped using modern preservation methods, with the aim of supporting low-income families in various countries. Abdulredha said the talks focused on ways to coordinate future humanitarian projects with the Red Crescent. 'These charitable projects include agriculture and fisheries,' he said, noting the engineers' role will be to 'provide technical feasibility studies from all angles.'
