Kiwibank's latest State of Savings Index reveals a mixed but promising picture of financial resilience across Aotearoa New Zealand. Savings momentum is building, especially among young Kiwi and larger businesses, but gaps remain for women, Māori, and Pacific Peoples.
Now in its second year, the Index tracks how New Zealanders are balancing daily financial pressures with long-term goals. For the first time, it includes insights from Kiwi businesses, offering a broader view of national financial wellbeing.

'The data shows some Kiwi still face barriers, and that drives us to continue to deliver practical and inclusive support – from Co-Own, helping people team up to buy a home, to reshaping our credit card offering to deliver benefits that provide greater value to more customers.
'Beyond payments, we're challenging the status quo. For example, we're removing barriers to open banking* by not charging accredited third parties to make standard API requests. It's all part of building a banking system that works better for more Kiwi.'
The consumer research found:
• 94% of New Zealanders agree it's important to be financially prepared for unexpected events, yet less than half (43%) are saving regularly – highlighting a significant gap between intention and action.
• Younger Kiwi are showing strong signs of financial resilience and those under 30 are more likely to have a defined savings target (76%), save more than last year (23% vs. 17% overall), and rank second only to over-60s (93%) when it comes to sticking to a budget (85%).
• Women (71%), Māori (79%), and Pacific Peoples (82%) are struggling to save, compared to the national average (63%) and men (55%).
• Overall, 51% of Kiwi now have a specific savings goal, a significant 16-point increase year-on year, with Māori (56%) and Pacific Peoples (55%) more likely than average to set targets. • 53% of New Zealanders are prioritising long-term goals like retirement and home ownership, compared to 41% focused on short-term needs.
• 48% of Kiwi have dipped into long-term savings (excluding KiwiSaver) in the past year to cover short-term expenses, with Māori (62%) and Pacific Peoples (61%) more likely to do so. • 68% say they could cover a $500 emergency expense, but 63% still struggle to save, with the high cost of living (69%) remaining the top barrier.
• 47% say they are fully aware of what KiwiSaver fund they're invested in and how it is performing.
'Kiwi clearly understand the importance of being financially prepared, with 94% saying it matters, but less than half are saving regularly, demonstrating a gap between intention and action. At the same time, we're seeing encouraging signs of resilience, especially among younger New Zealanders. Those under 30 are setting savings goals, sticking to budgets, and saving more than last year. It's a shift toward greater financial confidence.
'But not everyone is experiencing that momentum. Women, Māori, and Pacific Peoples are disproportionately struggling to save, and many are dipping into long-term savings to cover short term costs. The cost of living remains the biggest barrier, with food prices up 4.6% in the past year and inflation lifting to 2.7% year-on-year from 2.5% over the June quarter.
'However, the good news is that for now, the risk of persistently high inflation appears low, especially with significant spare capacity still in the Kiwi economy and signs that price increases are becoming less pronounced. And falling mortgage interest rates are offering a measure of relief to homeowners, helping to ease pressure and potentially stabilise household finances. We anticipate further rate relief as the RBNZ looks through volatile movement ahead of its next OCR decision.
'The rise in goal setting (up 16 points year-on-year) is a powerful signal that Kiwi want to take control of their financial futures. We have an ambitious target to support two million Kiwi with inclusive products, practical tools, and initiatives – from Goal Tracker, which helps individuals visualise and stay on track with savings goals; to our Notice Saver and Online Call accounts that promote better savings habits; to Thrive HQ which provides education and planning resources; and financial education in schools through our partnership with Banqer**.'
The business research found:
• 52% of businesses report being financially stronger than a year ago, with 43% seeing higher customer spending. However, this momentum is largely driven by larger organisations:
o 82% of businesses with 100+ employees report improved financial positions, compared to just 26% of sole operators.
o 72% of large firms say customer spending is up, while 30% of sole operators report a decline.
• The divide extends to financial resilience:
o 89% of large firms say they could handle a $10,000 expense, compared to just 25% of sole operators.
o 17% of sole operators are not saving at all, versus 0% of large firms.
• Despite these challenges, small businesses remain forward focused:
o 57% of all businesses are prioritising cash flow, 38% are building financial buffers, and 58% prefer to fund expansion through savings rather than debt.
• Businesses show strong appetite for practical support:
o 76% want new savings/investment products.
o 71% want online budgeting tools.
o 68% want flexible lending and tailored advice.
• Open Banking is gaining traction, with 66% of businesses saying it could help achieve savings goals.
'There's a confidence gap between larger organisations and smaller businesses. While large businesses (more than 100 people) report they are investing and growing, many sole operators are still just trying to stay afloat. The drive and ambition are there, but the data shows they're often missing the tools to act on it. Nearly half have dipped into long-term savings to cover short-term costs, and 76% are actively seeking new savings and investment products, while 68% want more flexible lending and tailored advice.
'We're responding with solutions like StartUp+, which helps entrepreneurs get off the ground, and Fast Capital, designed to give small businesses faster access to working capital. It's about backing ambition with practical support, so more Kiwi businesses can move from surviving to thriving.'
Policy momentum: Budget 2025 and KiwiSaver changes
The State of Saving Index explored reactions to Budget 2025 and KiwiSaver policy changes, revealing strong support for initiatives aimed at long-term financial wellbeing.
• 60% of businesses agree Budget 2025 is pro-growth and supports capital investment, rising to 83% among large businesses.
• 37% of businesses say the Budget's 20% asset tax deduction will encourage new investment, while 36% say it will help build financial buffers, and 36% say it will accelerate plans already underway.
• Among consumers, support for KiwiSaver initiatives is strong. The research tested a range of hypothetical initiatives, with 83% backing incentives for children to open accounts, 73% supporting a KiwiSaver-style emergency savings scheme, 68% support making KiwiSaver
compulsory, and 67% support increasing employee/employer contributions. • Overall, there was strong support for the Government's recently announced changes to increase employer KiwiSaver contributions, with 58% of businesses supporting the move.
'60% of businesses see Budget 2025 as pro-growth, and 83% of large businesses say it supports capital investment. That kind of confidence matters. We're also seeing strong signals that these policies are unlocking action with over a third of businesses saying the 20% asset tax deduction will encourage new investment, help build financial buffers or accelerate plans already underway.
'We know the job ahead – helping households and businesses save, invest, and grow with confidence. The need for practical, personalised support is real. Whether it's budgeting help, smart savings options, or fast access to funding, we're committed to doing our bit to ensure more Kiwi are better off.'

Student loan debt hits $16 billion, most overseas borrowers aren't paying it back on time
There are Kiwi expats who took out loans as young students, often only 18 years old, and who did not understand the responsibilities and obligations, one tax barrister believes. As the debt mounts with interest, some will bury their heads in the sand. Others had settled in new home countries and forgotten they even had the debt, he says. Dave Ananth, special counsel at law firm Stace Hammond, says he has had clients so distressed by out-of-control debt, they became suicidal or had their marriages break apart – 'I've heard it many times.' Breakdown of who owes what and who's falling behind At the end of March, there were 626,728 borrowers with a student loan. More than 18% of those borrowers have overdue payments, amounting to 116,286 people. And most of those with overdue payments are overseas. More than $4b has been lent to Kiwis now overseas, and nearly $12b has been lent to New Zealanders still in the country, making the total balance just over $16b. Just over 18% of student loan debtors are abroad, with 114,347 overseas-based borrowers listed in the latest dataset from the Inland Revenue Department (IRD). Of those, 85,911 were overdue on repayments. This means more than 75% of overseas-based borrowers have overdue payments. And those tens of thousands of overseas debtors collectively owe repayments worth $2.3b, meaning they hold 92% of the overdue student loan balance. A breakdown of overdue loan repayments splits the debt between penalties and interest, and the principal loan. And more than half of overseas-based borrowers' debt is just interest and penalties: $1b worth of interest and penalties, and $1.3b of assessed principal. New Zealand-based debtors, meanwhile, are overdue on $18 million, 7% of the total $2.5b worth of overdue payments. And of the 512,381 borrowers in the country, 30,375, or 26%, had overdue payments. About 39% of domestic-based borrowers' debt is made up of penalties and interest. How do loan repayments work while overseas? Anyone outside New Zealand for more than six months is categorised as overseas-based. Interest will be charged on the loan from the day the borrower leaves the country. And loan repayments from overseas-based borrowers are based on the loan balance at the time the borrower left the country. In the year to April 2026, the annual interest rate was 4.9%. A late payment interest rate, applied to the outstanding payment for every day it goes unpaid, is set at 8.9%. Rates are set every April. Minimum annual repayments are set progressively, so borrowers with a balance of between $1000 and $15,000 must repay $1000; a balance of up to $30,000 will see $2000 required in repayments; up to $45,000 will require $3000; up to $60,000 requires $4000, and any loan over $60,000 will need $5000 worth of repayments. There are several reasons the IRD would consider keeping a loan interest-free while the borrower is overseas. Borrowers can apply through their MyIR account online and will need to provide evidence of their situation. The IRD did not respond to a request for comment, instead pointing the Herald to information available on its website. 'I'm scared of opening IRD letters': Kiwi expat A 29-year-old Kiwi expat in Berlin, Germany told the Herald the weight of his loan repayments was difficult to handle while he was doing odd jobs on his overseas experience (OE). 'I'm scared of opening the online letters from IRD to see how much I owe on my student loan while overseas,' the man, who wanted to remain anonymous, said. 'It's stressful enough having to learn a new language and find a job in a foreign country, let alone leaving your home and familiarity. 'Obviously, student loans should be paid back – and mine will be repaid as my income returns to normal.' A 49-year-old woman was arrested last Monday while trying to leave the country at Christchurch International Airport. Te Amo Matangi, who has called Australia home for the last 21 years, had a balance of $13,000 balloon to $58,000 in interest and penalties. As she tried leaving the country, a ticket scan triggered an alert and a police officer seized her passport, informed her she had a warrant out for her arrest then took her into custody. 'I don't think that I needed to be put in jail, and that's what the police officers were reiterating as well,' Matangi said. 'I just feel like [the IRD] is really trying to make a statement.' She urged other Kiwis living overseas to take the time with the IRD in order to not make the same mistake. IRD says crackdown is changing borrowers' attitudes The coalition Government poured $29m a year into the IRD for compliance and collection work in Budget 2024. In this year's Budget, the Government allocated a further $35m for compliance and collection. The IRD says this funding has driven its jump in collecting repayments from overseas-based borrowers. In the nine months from July last year, the IRD collected $207m from overseas debtors. That figure was 43% higher than the amount collected in the same period the previous year. 'As a result of the work we've been doing, we're also starting to see a more positive attitude by new borrowers, most of whom are meeting their payment obligations,' the IRD said. The IRD's customer segment lead, Jane Elley, said in May: 'We've contacted more than 12,000 borrowers, 1320 have entered repayment plans, and 960 people have fully repaid their overdue amounts. 'Three hundred and four overseas-based borrowers own property here, and during the first six months of our increased compliance work, they paid up $1.7m. 'For defaulters within this group who have refused to engage and resolve their default, further legal enforcement action will be taken, which may include NZ-based bankruptcy or charging orders over their properties,' Elley said. 'There were also 151 overseas-based borrowers with NZ-based investments, and between July and December last year, we received payments totalling $84,000 from some of them. Again, there could be legal action ahead, including taking deductions from their investments or bank accounts receiving interest income.' The IRD can apply to the courts for a warrant to arrest overseas debtors who 'knowingly default' on their repayments, Elley said. She said Customs and airlines helped the IRD keep track of debtors by handing over information and alerting it to travel information or border crossings. 'We apply to the District Court and the police make the actual arrest. Once arrested and taken before the courts, a judge can order the defaulter to make reasonable efforts to arrange repayment to Inland Revenue,' Elley said. OCR Cut Welcome For Some While Govt Leaves Many Behind
Poverty and homelessness continue to grow because of this Government's decisions, despite the Reserve Bank's move to lower the Official Cash Rate (OCR). 'The Reserve Bank's decision to lower interest rates today will be welcome news for some but won't help the thousands this Government has pushed into homelessness and poverty,' says Green Party co-leader and spokesperson for Finance Chlöe Swarbrick. 'Monetary policy is a blunt instrument. It is fiscal policy - that is, the Government's choices on tax and spend - which dictates who wins and who loses in our economy. 'While the OCR cut will provide some relief for those with a mortgage, the number of New Zealanders left out in the cold continues to grow under Luxon's decisions. Reports out today show families being forced to choose between unsafe boarding houses, or living on the street. 'Cuts to the OCR do not end poverty or homelessness, nor arrest growing inequality. The Government knows it can take action to address these problems, but is instead choosing to make them worse. 'While this Government tells people they're making the 'hard choices' to push more kids into poverty and increase emissions, the Greens will continue to fight for an Aotearoa where everyone thrives and nobody is left behind,' says Chlöe Swarbrick.

Seventy-two percent of New Zealanders say brands break promises
Nearly three-quarters of New Zealand consumers believe companies are not living up to the promises they make, according to a new study from Accenture Song. The Brand Experience Gap study, now in its second year, surveyed 1,527 New Zealanders and reviewed 65 brands across six sectors. The findings indicate that 72% of respondents feel brands are failing to deliver on their commitments, marking a slight increase from the previous year's figure of 71%. Financial services providers were rated as the best performing sector, with an experience gap of 63%, meaning that 63% of customers do not think their primary provider fulfils its promises. On the other end of the spectrum, media and entertainment firms - including content streaming services - had the largest experience gap at 79%. Consumer expectations Consumers identified specific areas where brands are falling short. In the financial services sector, 33% of respondents cited the need for more reasonable fees and interest rates as a key area for improvement. For media and entertainment, 81% wanted more control over how they manage and customise content, while 78% said content needs to be refreshed more regularly to avoid becoming repetitive or stale. Across all sectors, the three most significant shortfalls were consumers not feeling valued or recognised by brands (79%), perceptions that brands are not making a positive social contribution (78%), and a lack of up-to-date technology to make interactions more convenient (77%). Other industries assessed The study also measured the experience gap for other sectors in New Zealand. General insurance brands were found to have a gap of 71%, telecommunications providers 72%, utilities 68%, and travel and tourism 76%. With the experience gap persisting across most industries, Storm Day, NZ Lead at Accenture Song, commented on the growing expectations of New Zealand consumers: "Customers are demanding more from the brands they deal with, and rightly so. In an increasingly complex business environment, companies simply can't afford to promise what they can't deliver. Again in 2025, we're seeing a stubbornly high experience gap among brands in New Zealand. But this gap comes with an opportunity, as closing it is one of the best ways to build long-term customer trust." "The key is to treat customer experience as a purpose-led growth driver, not just a budget line item. Sectors like financial services are holding steady because they've invested in owning the customer experience, along with the systems and strategies to support it." "It's also important to remember that your brand doesn't exist in a vacuum. You might be closing gaps, but if your competitors are closing them faster, people notice that. Customers' experiences are framed by all the organisations they deal with, not just those in your sector. That's crucial, because customers don't always complain – they simply don't come back. They disappear silently, often to your competitors." "By harnessing smart technologies like generative AI to deliver genuine organisational purpose, we're on a mission to turn intent into action – and close the gap," said Day. Research methodology The Brand Experience Gap study measures the difference between what brands publicly promise and what their actual customers report experiencing. Respondents were asked about universal brand values - such as simplicity, ease of dealing with a company, and feeling valued - and sector-specific aspects like fraud protection in financial services. Results reflect the proportion of customers in each sector who feel there is a gap between a company's stated intentions and delivered outcomes. The report highlights a consistent challenge for New Zealand brands across industries: the need to improve how customers feel recognised, how technology is leveraged, and how brands contribute to society in order to rebuild trust and loyalty.
