Centre clears appointment of 2 judges in Bombay HC
"In exercise of the power conferred by clause (1) of Article 224 of the Constitution of India, the President is pleased to appoint S/Shri (i) Gautam Ashwin Ankhad and (ii) Mahendra Madhavrao Nerlikar, to be Additional Judges of the Bombay High Court for a period of two years, in that order of seniority, with effect from the date they assume charge of their respective offices," said a notification issued by the Union Ministry of Law and Justice.
In September last year, the apex court Collegium, headed by then CJI D.Y. Chandrachud, recommended for elevation of advocates Ankhad and Nerlikar to the Bench of the Bombay High Court.
In a statement, the SC Collegium said that advocate Ankhad has expertise in commercial, contract and arbitration cases.
"The candidate's average net professional income of Rs 226.55 lakhs for the last five years is indicative of the fact that he has a substantial practice. He has 56 reported judgments delivered in cases in which he appeared/argued," added the statement.
Advocate Nerlikar, who belongs to a Scheduled Caste, has an experience of more than two decades in civil, criminal, constitutional, labour and service cases.
"He has represented the Government of Maharashtra at the Aurangabad Bench in the capacity of Assistant Government Pleader and Additional Public Prosecutor from 2013 to 2023 and has been representing as an Additional Government Pleader and Additional Public Prosecutor since November 2023," the SC Collegium had noted.
As per the memorandum of procedure (MoP) governing the appointment of High Court judges, the proposal for the appointment should be initiated by the Chief Justice. The Governor, as advised by the Chief Minister, should forward his recommendation along with the entire set of papers to the Union Minister of Law & Justice as early as possible, but not later than six weeks from the date of receipt of the proposal from the Chief Justice of the High Court.
The Union Minister of Law & Justice would consider the recommendations in the light of such other reports as may be available to the government in respect of the names under consideration. The complete material would then be forwarded to the Chief Justice of India (CJI) for his advice. The CJI would, in consultation with the two seniormost Judges of the Supreme Court, form his opinion in regard to a person to be recommended for appointment to the High Court.
After their consultations, the Chief Justice of India will, in the course of 4 weeks, send his recommendation to the Union Minister of Law & Justice. Further, as per the MoP, as soon as the warrant of appointment is signed by the President, the Secretary of the Department of Justice will inform the Chief Justice, and a copy of such communication will be sent to the Chief Minister. He will also announce the appointment and issue the necessary notification in the Gazette of India.

Muharram: 5k volunteers to assist cops
Indore: Ahead of Muharram, Indore police and the local administration have taken extensive measures to ensure peace and maintain law and order on Sunday. For the first time, approximately 5,000 volunteers from the minority community will join a force of around 3,500 police personnel to manage the situation. As part of these arrangements, Dhobi Ghat Maidan has been temporarily separated by erecting tin-shed barricades between two places of worship. Despite protests from Hindu organisations, Indore Municipal Corporation (IMC) has granted permission for a three-day fair to be held on three acres of land at Dhobi Ghat Maidan, charging the organising committee Rs 1 lakh. This marks the first time the minority community sought the civic body's permission for the Muharram event, as the IMC secured ownership of the ground from the court last year. The administration has installed a tin-shed partition, delineating the space for the Muharram event and separating it from the remaining land around the Hanuman Temple. Temporary police outposts are already established at both ends of the partitioned area, and additional forces of around 500 security personnel will be deployed to maintain order. Indore additional police commissioner Amit Singh confirmed the deployment of an extra 1,000 personnel, bringing the total force on the ground to approximately 3,500, including officers from all police stations. Flag marches will be conducted in sensitive and important areas, while drones will provide close monitoring. "Additional vehicles have been made available for regular patrolling, and command and control centres have been erected at strategic places to keep a round-the-clock watch on every activity," Singh stated. He also mentioned that CCTV cameras have been installed at strategic locations, and regular checks are being conducted using modified Hand Held Metal Detectors (HHMD). Additionally, stoppers have been placed at the entry and exit points of sensitive streets. Singh said that a significant new initiative involves engaging around 5,000 volunteers from the minority community for the first time. These volunteers have been provided with T-shirts, whistles, and caps for easy identification and will assist police, including plainclothes officers, within the Muharram fair area. DJs have been instructed not to play objectionable music and to adhere strictly to volume and time deadlines. To ensure uninterrupted vigilance during potential power cuts, patrolling parties have also been equipped with torches, he said. "The 48 hours of deployment of the forces, in shifts, as part of the execution of this plan will start from Saturday night," he said, adding that volunteers from the majority community will also assist the force at the selected locations.

Madras High Court Dismisses Appeal Challenging NEET UG 2025 Re-Exam Order
The Madras High Court dismissed an appeal seeking NEET re-exam, stating it would severely impact over two million students across the country. The Madras High Court on Thursday dismissed an appeal filed by a group of medical aspirants seeking a re-examination of NEET UG 2025. The court observed that allowing such a request would significantly impact over two million students who took the test across the country, as reported by news agency PTI. The appeal was filed by S Sai Priya and 11 others against the High Court's earlier order on June 6, which had rejected a batch of petitions requesting that the National Testing Agency (NTA) be restrained from declaring the results of NEET UG 2025. The petitioners had argued that they experienced power outages at four examination centres in Chennai and urged the court to direct the NTA to conduct a re-exam for affected students. However, a division bench comprising Justice J Nisha Banu and Justice M Jothiraman upheld the earlier verdict and dismissed the appeal. The bench stated, 'It is to be noted that the integrity of the exam is particularly ensured through human supervision including the presence of the Centre Superintendent, Invigilators, NTA appointed Observers and City Coordinator. All these officials have examined and confirmed that the examination was conducted smoothly. A factual enquiry was undertaken by the NTA and the enquiry was conducted with regard to the field verification through the reports of the examination functionaries and an independent statistical analysis of candidate performance data." The court further noted that an expert committee conducted a statistical analysis using anonymised data, comparing the average number of questions attempted by students at the concerned centres with those from other centres in Thiruvallur District. 'This analysis found no statistically significant difference in the number of questions attempted, confirming that the alleged power outage did not materially impact candidate performance. Furthermore, NEET (UG) 2025 is a time sensitive and large scale national examination," the bench observed. Highlighting the importance of maintaining the integrity of educational assessments, the court said, 'This Court cannot sit in an appellate jurisdiction against the considered decision of the speaking order passed by the NTA, after field verification of examination centre and statistical analysis by an independent expert committee with no affiliation to the NTA, unless such decision is demonstrated to be manifestly arbitrary, mala fide or illegal." The bench concluded that allowing a re-exam under such circumstances would severely disrupt the process and disadvantage the larger pool of candidates. 'In such circumstances, if any re-examination is permitted, the same would severely affect more than two million candidates. Therefore, we do not find any reason to interfere with the order impugned and the writ appeal lacks merit and the same is liable to be dismissed. In the result, this writ appeal stands dismissed," the court ruled.

N Ramachander Rao Takes Charge As New Telangana BJP President
Hyderabad: Former MLC N Ramchander Rao, an ABVP veteran and senior advocate, on Saturday took over as the new president of the BJP in Telangana, succeeding G Kishan Reddy. Soon after assuming his new role, Rao, in an open letter to CM Revanth Reddy, demanded that the Congress government implement its poll promises, including financial assistance of Rs 2,500 per month to poor women, one tola gold to brides under 'Kalyana Lakshmi' and 'Shadi Mubarak' schemes, interest-free loans to Self-Help Group (SHG) members, scootys to female college students and increasing social security pensions to Rs 4,000 per month. Rao was on July 1 elected as the new president of the BJP in Telangana.
