Serial cable theft: Gang 'Dika Bayu' busted
Pendang police chief Supt Rodzi Hassan said police first arrested three men when they were spotted climbing and cutting cables at 5.50pm at a substation near Pokok Tai, Bukit Jenun here.
He said police were then led to a homestay in Taman Sinar Intan, Sungai Petani and arrested another suspect after an inspection found tools for cable theft.
"On July 13, police managed to arrest two more men by the roadside of Jalan Aman Jaya in Sungai Petani who are believed to be members of the same gang and another man suspected as 'fencer' for buying processed copper from the gang," he said in a press conference here on Thursday (July 17).
Rodzi said the modus operandi of the group, all locals in their 20s, was to rent boarding houses and use rented cars to carry out the criminal activity to feed their drug habits.
"Investigations found that this gang would survey the location of the substation via Google Map and find a way into the substation area. They used safety vests and helmets as disguise to distract the public," he said.
He said that all those arrested had records related to theft and drugs. They also tested positive for amphetamine and methamphetamine.
"All suspects are now remanded for further investigation until July 19," he said.
Rodzi said with the arrests, police are confident of solving 22 cases of theft of telecommunications substation cables in this district since last January until yesterday.
He added, apart from Pendang, the suspects admitted to carrying out cable theft in the Sik, Yan, Alor Setar, Sungai Petani and Penaga districts in Penang, which involved losses estimated at RM145,000. — Bernama

Herbal trader fined for insulting Orang Asli community and Deputy Speaker on Facebook
IPOH: A 53-year-old herbal trader who insulted the Orang Asli community and Parliament Deputy Speaker Datuk Ramli Mohd Nor on his Facebook account pleaded guilty at the Tapah Magistrate's Court on Thursday (July 31). The accused, M. Toraise @ Turesh Kumar, made the guilty plea after the charge was read before Magistrate Anis Zainab Pawanteh. The trader from Seremban, Negeri Sembilan, was fined RM1,300. According to the charge sheet, the accused, on May 27 at approximately 9.30pm, had intentionally made an insulting remark on his Facebook account. His action provoked anger in an individual named Bah Bi A/L Bah Kerundang, who then lodged a police report. The accused committed an offence punishable under Section 504 of the Penal Code. Prosecuting officer Insp Herman Kayae asked for an appropriate sentence as a lesson to both the accused and the public to prevent repetition and to deter making comments that could disrupt public order. The accused was represented by lawyer R. Balamurali, who said his client is a single father supporting two children and is running a small business, earning between RM1,000 and RM1,500 a month. He added that the accused has limited language comprehension and was unaware that his actions could disrupt public peace. "The accused has pleaded guilty, apologised, and expressed remorse for the offence committed," he said. He paid the fine. In the police report dated June 23, Bah Bi, who is the Malaysian Ex-Police Association (Senoi Praaq branch) president from Jalan Pahang in Tapah, lodged the report after coming across the post. In the post, the accused had called Ramli a "sakai" and stated that he (Ramli) has the mental capacity "like Tarzan".

Ex-Pahang MB Adnan Yaakob fails in appeal to overturn RM84,000 penalty imposed by SC
PUTRAJAYA: Former Pahang menteri besar Tan Sri Adnan Yaakob failed in his appeal on Thursday (July 31) to overturn a summary judgement requiring him to pay an RM84,000 penalty to the Securities Commission (SC) for breaching provisions under the Capital Market and Services Act 2007 (CMSA). A three-man bench led by Justice Datuk Azimah Omar held that Adnan should have filed a judicial review to challenge the penalty, adding that on that ground alone, the appeal was bound to fail. Furthermore, she said Adnan failed to raise any triable issues in the light of his clear and unequivocal admission in his letter to the SC. The panel, also comprising Justices Datuk Wong Kian Kheong and Datuk Ismail Brahim, ordered Adnan to pay RM10,000 in legal costs. Adnan, who served as Pahang menteri besar from 1999 to 2018, was a member of the Board of Directors of Pasdec Holdings Bhd (Pasdec), whose largest shareholder is the Pahang State Development Corporation (PKNP) (Perbadanan Kemajuan Negeri Pahang). The SC, a statutory body established under the Securities Commission Act 1993 (SCMA), is vested with the functions and powers to enforce compliance with the SCMA and CMSA. On May 16, 2018, Pasdec issued an abridged prospectus that omitted material information. Pasdec failed to disclose PKNP's application for approval to subscribe to its entitlement at the issue price of RM0.35 per rights share, was still pending. As a member of the Pasdec's board of directors, Adnan, 75, had individually and collectively accepted responsibility for the omission. On July 22, 2020, SC issued a notice to Adnan stating that he had breached the provisions in CMSA and imposed sanctions, including reprimand and an RM84,000 penalty. However, no payment was made, and the SC initiated a civil suit in the Magistrate's Court in Kuantan. On Aug 25, 2022, the Magistrate's Court allowed the SC's application to enter a summary judgment against Adnan. His appeal to the High Court was dismissed on Feb 16, 2023. In Thursday's proceedings, Adnan, who holds a law degree from the International Islamic University Malaysia, represented himself. He submitted that he should not have been responsible for the breach because his role as Pasdec chairman was a state government appointment. Lawyer Lambert Rasa-Ratnam representing SC, argued that Adnan could have filed a judicial review to challenge the penalty imposed but did not do so. Lambert was also assisted by lawyers Chia Oh Sheng and Lim Jun Xian. - Bernama
