Residents seek measures to expedite road cuts for resolving civic problems

The Hindu04-06-2025
:
Owing to frequent disruption of power supply in zones such as Sholinganallur, where roads are being dug up for laying underground drainage network, residents have demanded faster processing of requests for road cuts to prevent a delay in restoration of services.
V. Parthiban, general secretary of the Confederation of Residents' Welfare Associations, Sholinganallur, demands that civic agencies find a solution to prevent such delay in road cuts.
Around 50% of the civic issues that require road cuts in various zones of the Chennai Corporation are related to electricity, water, and sewage, according to data complied by the GCC.
Though a large number of service departments, more than 20 in number, carry out road cuts for resolving civic issues and implementing infrastructure projects, the Tamil Nadu Electricity Board alone accounts for around 25% of them, and Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), more than 25%.
Residents have urged the civic agencies to develop a system to expedite road cuts. 'When there is disruption of power or water supply, we request officials to give permission for road cuts instantly, without any delay,' they say.
A. Francis, president of the Federation of Thoraipakkam Residents' Welfare Associations, said work on digging a cement concrete road, which was laid only a few months ago, is under way. 'The residents want the dug-up roads to be restored immediately. But this has not always been the case. There has been a delay in the restoration of the new road after the sewer network was built. We request that a new system be formed for improved coordination between all the line agencies,' he said.
AIADMK councillor J. John said, in the past, the AIADMK government had initiated work to build sewer network in close proximity to all houses so that sewer connection could be established without digging up roads. 'The scheme to provide connection to all houses should be strengthened, similar to that of the previous regime,' he said.
DMK councillor T.V. Shemmozhi said residents had demanded permission for road cut along Anna Nagar Second Avenue to resolve a sewage-related civic issue in the area.
Following an overwhelming demand from residents in various parts of the city, the Chennai Corporation has proposed to expedite the work, and introduce a seamless system for granting permission for road cuts.
An official said the new system would be implemented in one or two days, and the guidelines issued shortly.
'We have decided to expedite approvals for pending road cuts across the city. The online system will be altered. Under the new system, the residents will be able to raise claim charges after applying for Metrowater connection. Additionally, the No Objection Certificate from the traffic police can be obtained online,' another official said.
At a meeting attended by more than 20 service departments on Tuesday, GCC officials decided to take measures to resolve issues with the departments.
On the CMWSSB work under way in zones such as Manali, Madhavaram, Sholinganallur, and Perungudi, an official said they would expedite the road cut and restoration work.

NEW DELHI: Delhi is likely to phase out all existing CNG buses by Aug 2031. Quoting Delhi govt details, MoS for housing and urban affairs Tokhan Sahu told Rajya Sabha on Monday that currently only electric buses are being inducted into the fleet. In a written reply, he shared with the House detailed timelines for retiring both Delhi Transport Corporation (DTC) and Cluster CNG buses - attributing data to information provided by the Delhi govt. GCC uses AI-altered image to close complaint sans redressal, backfires

1 2 3 Chennai: Greater Chennai Corporation (GCC) officials used AI erasers to tamper with a photograph flagging a civic problem, and reposted the picture claiming that the problem had been 'duly addressed'. When a Pallikaranai resident raised a complaint on X last week about exposed power cables posing a danger to school students on Sunnambu Kolathur Road, GCC quickly closed the complaint on its website with an image of the same spot altered using AI. The corporation assistant executive engineer, who responded to the complaint, posted an image that was edited using an AI eraser tool widely available on mobile phones and computers for free. While cars, bikes, and other objects were removed, the subject of the complaint—the EB wires—were ignored. The official also forgot to remove the shadow from the image, which appeared smudged and blurred in the doctored parts, as is typical when an AI eraser is used on an object. P Kannadasan, the resident who flagged this, said it was disappointing to know GCC closed complaints without redressal. Perungudi zone AEE Manoharan said he was not aware of the complaint. "It's a highways road in the GCC zone. I forwarded it to the highways department. I did not use AI. GCC will remove the cables on its own," he said. Perungudi zonal chairman S V Ravichandran said the govt is serious about grievance redressal. Any stray incidents like this will be taken seriously, and officials will be punished. GCC receives 100 complaints daily on various platforms, and this is not the first time GCC has closed complaints without Venkatesan, convenor of Arappor Iyakkam, said the corporation cannot make raising complaints look futile. 800 sanitation workers detained at midnight in Chennai after 13-day protest

For the 13th consecutive day, hundreds of sanitation workers employed under the National Urban Livelihoods Mission (NULM) protested in front of Ripon Building, demanding a rollback of the GCC's decision to privatise solid waste management services in Zones 5 and 6. Around 800 sanitation workers, opposing the civic body's move to privatise waste management in two zones, were forcibly removed around midnight and taken away by buses within 45 minutes. Chennai: Chennai police on Wednesday night detained sanitation workers who had been protesting for 13 consecutive days outside the Greater Chennai Corporation's Ripon Building, following a Madras High Court order to clear the protest site. The workers claimed that the move threatened their job security, livelihoods, and exposed them to exploitation by private agencies. Earlier, the GCC had announced plans to outsource waste management in Royapuram (Zone 5) and Thiru-Vi-Ka Nagar (Zone 6) from August 1. These were among the last remaining zones under direct GCC control, with 10 out of Chennai's 15 zones already managed by private contractors such as Spain-based Urbaser-Sumeet and Andhra Pradesh-based Ramky Enviro Engineers Ltd (REEL). The workers condemned the outsourcing, demanded permanent employment, and insisted that sanitation work continue under the NULM scheme. Tensions began on July 31, when GCC officials informed NULM workers they would need to coordinate with private firms. The situation escalated on August 1 when morning-shift workers reported for duty but were denied entry. Many, including several with over a decade of service, boycotted work and joined the demonstrations. The protest was supported and led by trade unions such as the All India Central Council of Trade Unions (AICCTU), AITUC, Left Trade Union Congress (LTUC), and Labour Progressive Union (LPU). It also gained backing from political parties, including CPI, CPI(M), DMDK, TVK, PMK, TNBSP, and other regional parties. On Wednesday, the Madras High Court ordered the Tamil Nadu government to take action against the striking workers. Later that evening, Municipal Administration Minister K.N. Nehru held talks with protest representatives, but no resolution was reached. Police detained the protesting sanitation workers around midnight. Officers deployed at the GCC headquarters rounded up the protesters, escorted them to buses, and cleared the area. In a post on X, Senior BJP leader Tamilisai Soundararajan wrote, 'Now watching how the sanitary workers on agitation for the past 13 days are brutally evacuated from that area…and forcefully arrested and taken in 14 buses approximately arrested…the reason for this evacuation the Government says that it is because of court order.. during my visit itself I told these type of brutal evacuation should not @mkstalin'. She further added, 'Should meet them and speak to them positively, and the evacuation should be more decently and warmly. It is disheartening to see fainted women were taken in ambulance…Total mismanagement by @arivalayam DMK government…more painful to know that Honorable TN CM instead of meeting the agitating sanitary workers demanding adequate 'coolie.'..TN CM watching Coolingly the movie' coolie'.. Very Unfortunate situation in Tamilnadu.' (ANI) This report is auto-generated from ANI news service. ThePrint holds no responsibility for its content.
