New Delhi:
President Droupadi Murmu will confer the prestigious Swachh Survekshan 2024-25 Awards for urban cleanliness during a national ceremony organised by the Ministry of Housing and Urban Affairs (MoHUA) at Vigyan Bhawan, New Delhi, on Thursday.
Marking its ninth edition, Swachh Survekshan (SS) 2024-25 is the world's largest urban cleanliness survey and a key pillar of the Swachh Bharat Mission-Urban (SBM-U).
The event will unveil the cleanest cities in India, honouring the outstanding efforts made by urban local bodies in advancing the mission.
This year's awards will be presented across four major categories: Super Swachh League (SSL) Cities, the top three clean cities in five different population categories, Special Categories including Ganga Towns, Cantonment Boards, SafaiMitra Suraksha, and Mahakumbh, and the State Level Awards for Promising Clean Cities of States/UTs. A total of 78 awards will be conferred during the ceremony.
The Swachh Survekshan, launched in 2016 with just 73 urban local bodies, has since expanded exponentially to cover over 4,500 cities. The 2024-25 edition continues to build on this legacy, spotlighting the theme of 'Reduce, Reuse, Recycle,' according to the MoHUA.
More than 3,000 trained assessors carried out detailed inspections in every ward across the country over a period of 45 days.
A hallmark of this year's assessment was its inclusivity and scale, according to the ministry, which added that over 11 lakh households were surveyed, while public engagement soared to a record high with 14 crore citizens participating through face-to-face interactions, the Swachhata App, MyGov, and various social media platforms.
Swachh Survekshan 2024-25 adopted a structured, technology-driven methodology based on 10 parameters and 54 indicators, offering a comprehensive insight into sanitation and waste management in urban India.
The ministry also mentioned that the unique feature of this year's edition is the introduction of the Super Swachh League (SSL) -- a special league recognising cities that have consistently demonstrated excellence in cleanliness.
The SSL includes cities that ranked in the top three at least once in the last three years and remain in the top 20 per cent of their population category this year. The league aims to both reward consistency and inspire others to strive for better performance.
For the first time, cities have been classified into five population-based categories for a more equitable evaluation -- Very Small Cities (population under 20,000), Small Cities (20,000 - 50,000), Medium Cities (50,000 - 3 lakh), Big Cities (3 - 10 lakh) and Million-Plus Cities (over 10 lakh).
Each category has been assessed using criteria specifically suited to its size and needs, ensuring that smaller cities can compete fairly and be recognised for their progress.
Swachh Survekshan 2024-25 continues to serve as a beacon of India's urban transformation, promoting behavioural change, rewarding excellence, and inspiring collective civic pride across the country.

House panel recommends expansion of rapid rail networks in regions beyond NCR

New Delhi: The standing committee on housing and urban affairs has said the government should introduce rapid rail transport systems (RRTS) around major cities to decongest them and curb rising pollution levels. Currently, the country's only RRTS project is underway in the National Capital Region, with plans to connect Delhi with Meerut, Alwar and Panipat through three different corridors. The panel noted that a big rise in population in Delhi and its adjoining areas resulted in problems of housing, transportation, pollution and necessitated planning of Delhi and the surrounding region leading to the development of RRTS network. The panel said that there is a need to develop similar systems for cities like Mumbai, Kolkata, Chennai, Hyderabad and Bengaluru to solve the problems of insufficient infrastructure and congestion. "Thus, modern transportation solution like the RRTS is the need of the hour so as to enable people to live in sub-urban areas adjoining these big cities while remaining connected to modern healthcare, educational, research, entertainment facilities and opportunities of trade and employment thus increasing their productivity and ensure their social and mental well being," said the panel led by Magunta Sreenivasulu Reddy, Lok Sabha member from Ongole in Andhra Pradesh. The committee suggested the ministry of housing and urban affairs (MoHUA) persuade the respective state governments to prepare detailed regional and functional plans to meet the transportation needs of these cities. "Subject to preparation of such detailed transport plan by the concerned State Government, MoHUA may consider RRTS projects based on the proposal received from the State Government, financial commitment, feasibility study and other relevant facts. A proper roadmap is required to be prepared in this direction," he said. The projected cost of the Delhi-Meerut corridor of RRTS is ₹ 30,274 crore. RRTS services commenced in 2023 when a 17-km stretch was inaugurated. Another 17-km stretch from Duhai to Modinagar North in Uttar Pradesh was inaugurated in 2024. Regarding the progress of the Delhi-Meerut Corridor, the ministry informed the panel in November 2024 that the physical and financial progress is around 80% and 75% respectively. NCRTC informed that the Delhi-Gurugram-SNB corridor has not been sanctioned and some fine tuning of the DPR is being done. Further, the approval on the DPR and financial commitment towards the Delhi-Panipat RRTS corridor is pending from Government of the National Capital Territory of Delhi (GNCTD). Observing that the DPR of all the three corridors were finalized, the project has taken off only in respect of Delhi-Meerut corridor, the panel said that on the remaining two priority corridors, very little progress could be made. The committee noted that although urban planning is a state subject, the role of central government cannot be confined only to providing financial assistance to state governments. "Policy decision on regional planning ought to be taken at the Centre level who have an important mandate of urban transport planning and therefore impetus from the ministry for such initiative is needed. With regard to expansion of RRTS network in various cities, the Committee were informed that interventions like RRTS are suitable in cities having strong metro network providing connectivity to various places in the heart of the city," said the report. Noting that the mandate of National Capital Region Transport Corporation (NCRTC) is to undertake overall development of commuter rail, related roads, bus services to improve connectivity in NCR region only, the committee said that there is a need to leverage the capacity and expertise of NRCTC in other parts of the country for catering to the regional transportation requirement in particular and other appropriate transport solution in general. "The committee, therefore recommend that through appropriate legislative instrument, the mandate of NCRTC be extended in regions other than NCR for creation of comprehensive integrated multi-modal suburban commuter transportation system," it said.

Satcom to enhance connectivity, contribute to achieving UN SDG goals: TRAI chairman

NEW DELHI: Satellites can potentially enhance connectivity beyond India's urban region and contribute to helping India achieve the United Nations' (UN) Sustainable Development Goals, according to AK Lahoti, chairman, Telecom Regulatory Authority of India ( TRAI ). 'The promotion of non-terrestrial networks (NTNs) is seen as a transformative step to enhance connectivity beyond terrestrial reach and foster innovation. Space technology has the potential to contribute to achieving the UN Sustainable Development Goals ,' Lahoti said on Thursday at the ITU-APT Foundation of India (IAFI) Space Policy Conference 2025 (ISPC-25). Satellites can contribute to the achievement of SDGs by providing data and enabling communications and connectivity and remote and far-flung regions. The technology facilitates agencies and regulators to monitor progress, make data-backed decisions, and drive sustainable development initiatives, according to the Global Satellite Operators Association (GSOA). As per the Brussels-headquartered industry association, the satellite industry can bring an estimated $250 billion in social and economic benefits globally by 2030. Lahoti further said that the Indian Space Policy, 2023, has enabled increased participation of private players and startups across the entire ecosystem and opened up a level-playing field for non-governmental entities. He said the telecom regulator's recently released satcom recommendations are 'balanced', taking into account the requirements of all stakeholders. TRAI, in May, recommended administrative allocation of satcom spectrum with a fee pegged amounting to 4% of adjusted gross revenue (AGR), for a five-year term, which can be extended by another 2 years. The 4% AGR fee applies to both geostationary and non-geostationary satellite operators. 'We believe that this is a very balanced recommendation, which will benefit benefit the sector and yet take care of the interests of all the stakeholders,' he said. 'Overall, we hope these recommendations will be a significant step to ensuring the growth of India's satellite broadband ecosystem and support national digital inclusion goals,' Lahoti added. Revathi Mannepalli, joint wireless advisor, and member (radio regulatory board), International Telecommunications Union (ITU), in turn, said that the Telecommunication Act, 2024, has modernised the regulation of the sector, and aims to enhance ease-of-doing-business, promote and development, and bridge the digital divide. 'TRAI has already provided recommendations on it (satcom). DoT is working on it, and probably soon will be coming up with the rules and regulations on that,' she added. Isabelle Mauro, director-general, GSOA, said that India has made significant progress in streamlining and centralising space activities. 'We must continue to adhere to these standardised procedures as we provide the certainty needed for industry investment, and for innovation,' Mauro added, noting that assignment and pricing debates over the last few years have delayed the rollout of satellite services and impacted their role in bridging the digital divide. 'The services are now ready, and we must now concentrate on facilitating deployment, including focusing on blanket licensing approaches to streamline procedures and on approvals of these sites,' according to Mauro. The harmonisation of spectrum, mutual recognition and type approval of user channels will all contribute to economies of scale and lower the pricing of deploying user equipment, 'hence benefitting customers', she added. GSOA's members include the Eutelsat Group, Airbus, Echostar, AST SpaceMobile, SES, Viasat, and others.

From mafia and mosquitoes to model city, Yogi praises Gorakhpur's transformation

Chief minister Yogi Adityanath on Wednesday described Gorakhpur as a 'model city' as he highlighted its transformation from a place once notorious for mosquitoes, mafia and chaos to a benchmark of urban development and cleanliness. Uttar Pradesh chief minister Yogi Adityanath in Gorakhpur on Wednesday. (HT Photo) He was speaking at an event on the Municipal Corporation campus as he inaugurated and laid the foundation stone for 177 infrastructure projects worth ₹253 crore. He also launched the state's first Urban Flood Management Cell for early warning and disaster prevention. Emphasising transparency, accountability and uncompromised quality in development projects, he said, 'Every rupee spent is the people's money and must be utilised responsibly.' The chief minister acknowledged the cooperation of the people of Gorakhpur in developmental efforts, including the sacrifice of personal property for road widening. 'As a result, the city now has wider roads and an improved drainage system,' he said. Drains, which were once choked by mafia filth and became breeding grounds for mosquitoes, are now a thing of the past, he asserted. The chief minister lauded the city's achievements under the Swachh Survekshan 2024–25: 4th place nationally among mid-sized cities (population 3–10 lakhs) and 3rd place in the Safai Mitra Surakshit Shehar category. 'This is a massive leap from 24th place last year and 74th the year before,' he said, urging citizens to aim for a top-three national position next year, stressing that cleanliness is a shared responsibility. Extending greetings for the holy month of Sawan and Sawan Shivratri, he felicitated sanitation workers and municipal councillors for their efforts. He presented a cheque for ₹1 lakh to Safai Mitra Sameer under the Safai Mitra Welfare Fund and flagged off 12 new sanitation vehicles inducted into the municipal fleet. BJP MP Ravi Kishan said under Yogi Adityanath's guidance, Gorakhpur is setting new benchmarks in development. Mayor Dr Manglesh Srivastava pledged to improve the city's national ranking even further in the coming year. The chief minister concluded by stating that 'Viksit Bharat by 2047' is only possible if all sectors, including sanitation, health, technology, and infrastructure, move forward together. The UP government, he affirmed, is fully committed to realising Prime Minister Narendra Modi's vision for a developed India.
