Paddy growers prepare for stir as banks refuse loans against PRS

With the banks continuing to deny loans against Paddy Receipt Sheets (PRS), paddy farmers across Kuttanad and upper Kuttanad are gearing up to intensify their protests.
As per estimates, around 7,000 paddy farmers in Kottayam district alone are awaiting payments for the paddy procured during the current season. The total dues are estimated at approximately ₹81 crore.
Minister's assurance
Despite assurances from Food and Civil Supplies Minister G.R. Anil that the PRS payment issue will be resolved, farmers say banks are still refusing to accept their receipts. While the State Bank of India (SBI) is accepting PRS, it has only sanctioned loans against sheets dated up to March 31. Meanwhile, Canara Bank has reportedly withdrawn from the scheme altogether, allegedly demanding a hike in interest rates.
'Farmers have been waiting for their payments for over a month. Canara Bank has not accepted a single PRS this season. This is the first time a bank has completely opted out of the scheme,' said V.J. Lally, patron of the Nelkarshaka Samrakshana Samithi, a collective of paddy farmers.
PRS loans effectively serve as advance payments for paddy procured by the government. The delay in issuing these loans is severely affecting preparations for the next cultivation cycle in the region. Although authorities had earlier proposed involving Kerala Bank in the PRS loan scheme, no action has followed in this direction.
Taking note of the mounting crisis, the Kerala Congress has announced an indefinite protest. Party chairman P.J. Joseph has urged the State government to immediately release ₹100 crore as payment for paddy collected from various padasekharams (polder networks) in Upper Kuttanad.
'This prolonged delay is pushing farmers into deep distress. It's high time the State and Central governments implement practical and lasting solutions to the recurring crises in paddy procurement and stock reservation,' Mr. Joseph said.

State Bank of India Chairman Challa Sreenivasulu Shetty on Saturday said the direct impact of the higher tariff scenario unfolding in the U.S. is likely to be limited not just on books of the bank, but also on India given the geographical spread and basket of exports from the country. Textiles, gems and jewellery and aquamarine are among a few industries bound to be impacted given their exports are predominantly to the U.S. and consequently may require some hand holding. Though exposure to the industries is limited, if need be banks will get involved in 'how do we protect [them] along with the government of India if the tariff issue is not resolved faster,' he told mediapersons after launching SBI General Insurance's 30 specialised health insurance branches across Andhra Pradesh and Telangana at a function in Hyderabad. On likely relief measures banks could provide, Mr. Setty said, 'We are working with the regulator. It's too early to talk... we are confident some resolution will happen on tariffs since India is not alone as several other countries are also facing tariff issues. The uncertainty surrounding tariffs should be addressed at the earliest.' Will restructuring be one of the relief measures, the SBI head said 'I think it's too early. Let's not go there. I'm sure there will be some solution for this tariff related.' Mulling two IPOs To a query on plans for an Initial Public Offering of the general insurance subsidiary, he said SBI General Insurance and asset management subsidiary SBI Mutual Fund are the two serious candidates in the Group being considered for listing. 'But the timelines are not decided yet,' he added. On further tweaks to bancassurance norms are required, he said lot of reforms have happened in recent times to the insurance distribution model involving the banks. It is a powerful channel, he said, adding the focus should be on ensuring right selling happens. 'Nobody should be sold a product which is not suitable for them. Everyone of us is working towards that... [be it] insurers, banks, policymakers and regulators while ensuring insurance penetration grows.' Though the number of policies customers cancel within the free look period is miniscule, SBI General Insurance analyses such cases to ensure that it is not account of mis-selling. Additionally, the cases are also looked into by the internal ombudsman, he said. SBI General Insurance MD and CEO Naveen Chandra Jha said the insurer is piloting the concept of dedicated offices for health insurance branches from the two States and may extend it to Odisha, West Bengal, Bihar and Jharkhand next.

Public Sector Banks Post Record Rs 44,218 Crore Profit In Q1 FY26, SBI Leads

New Delhi: Public sector banks (PSBs) in India recorded their highest-ever combined quarterly profit of Rs 44,218 crore in Q1 FY26, reflecting a robust 11 per cent year-on-year growth. The State Bank of India (SBI) was the main driver of the impressive performance, accounting for nearly 43 per cent of the total earnings. The 12 PSBs collectively reported a profit of Rs 39,974 crore in the same quarter of the previous fiscal year, representing an absolute increase of Rs 4,244 crore, according to filings made to the stock exchanges. With a net profit of Rs 19,160 crore for the April–June quarter, which was 12 per cent higher than Q1 FY25, the SBI was at the top of the pack. In terms of size and profits, the biggest lender in the nation still controls the public banking market. With a 76 per cent increase in net profit to Rs 1,111 crore, the Indian Overseas Bank was the best performer in terms of percentage growth. The Punjab & Sind Bank, which saw a 48 per cent increase in profit to Rs 269 crore, came next. Other noteworthy winners were the Bank of Maharashtra, which reported a 23.2 per cent increase to Rs 1,593 crore, the Indian Bank, which saw a 23.7 per cent increase to Rs 2,973 crore, and the Central Bank of India, whose net profit jumped 32.8 per cent to Rs 1,169 crore. However, the Punjab National Bank (PNB), the only PSB to record a decline, dampened the generally positive performance. In Q1 FY26, the PNB's net profit dropped 48 per cent to Rs 1,675 crore from Rs 3,252 crore in the same period last year. Even though individual sector-wide performance varied greatly, the first quarter results show the public sector lenders' resilience and recovery momentum.
