Auto mutation of properties to come into force from August 1

The civic body chief said that the auto mutation of properties will occur during the time of registration of properties at the sub registrar office, duly collecting all tax dues and mutation charges before registration, thereby avoiding the scope of leakage in tax payment or mutation charges.
According to an official statement issued by the VMC chief on Tuesday, the AP govt, as part of reforms in the 'business reforms action plan' under the ease of doing business (EoDB), in order to provide integrated services to citizens in a single window platform and bring easy access to citizens and to avoid the delay of moving around various offices, has brought out the 'Auto-Mutation of Properties in Urban Local Bodies'.
The auto-mutation of properties is done through the integration of software modules of the registration and stamps department and the municipal administration department and will be implemented in 17 municipal corporations from August 1 in the state.
The municipal commissioner said that auto mutation is the way forward towards digitalisation and moving away from long-standing procedures involving submission of documents, moving across offices, and delayed procedures.
In this regard, he urged the citizens to mention their property tax assessment number in the registration document and utilise the system of auto-mutation of properties for change of title of their property at the time of registration at the registrar office only, without delay and inconvenience.

Himachal Cabinet Okays OBC Quota In Urban Local Body Elections
Shimla: The Himachal Pradesh Cabinet on Thursday decided to introduce reservation for Other Backward Classes (OBC) in Urban Local Bodies in the upcoming elections and gave nod to operation of lotteries in the state. The cabinet meeting presided over by Chief Minister Sukhvinder Singh Sukhu also recommended the governor to convene the Monsoon Session of Vidhan Sabha from August 18 to September 2, the government in a statement said. So far there is reservation for women, Scheduled Caste and Scheduled Tribes in the Urban Local Bodies elections. A Backward Classes Commission would now be constituted for compiling the accurate data of OBC before finalising the reservation roster. The cabinet also gave its nod to the sale of lotteries in the state. Lottery was banned in the state by the Himachal government headed by BJP leader Prem Kumar Dhumal in 1999 and made its violation punishable under Lotteries (Regulation) Act. The cabinet on Thursday granted a one-time relaxation of two years in the upper age limit for the people appearing for the competitive examination for Trained Graduate Teacher (TGT) and Junior Basic Training, (JBT) posts. It also decided to reserve one seat for orphans in all courses in the government, government-aided and private technical institutions, including ITIs, polytechnics, engineering and pharmacy colleges. The cabinet granted an ex post facto approval to grant rent money in aid to families affected by natural disasters living in relief camps. Families in rural areas would get Rs 5,000 and urban areas Rs 10,000 each month in their bank accounts for a maximum of six months. The cabinet ordered posting of two home guards each at distilleries, bottling and brewery plants to check illegal activities there. It approved the auction of 10 minor mineral quarries in Kangra district and the re-auction of 11 such quarries in Bilaspur district - the move is expected to generate Rs 18.82 crore in revenue, the government said. The cabinet also approved setting up of a Tourism Investment Promotion Council, to be headed by the chief minister, to oversee projects with investment of over Rs 50 crore. The Himachal Road Transport Corporation (HRTC) was empowered to issue a HIM bus card to eligible commuters. The cabinet announced the launch of Phase-II of the Himachal Pradesh Sadbhawana Legacy Cases Resolution Scheme, 2025, for a period of three months from September 1 to resolve around 30,000 pending tax cases.

Himachal cabinet clears Rs 92 lakh Mercedes for Governor amid fiscal crunch, proposes OBC quota in ULB polls
Even as Himachal Pradesh reels under a mounting fiscal deficit projected to cross ₹1 lakh crore in 2025–26, the Sukhvinder Singh Sukhu-led cabinet on Thursday approved the purchase of a new Mercedes-Benz worth ₹92 lakh for Governor Shiv Pratap Shukla. The decision was taken in a cabinet meeting chaired by the Chief Minister. 'The Mercedes currently being used by the Governor has completed its service life. We have decided to procure a new vehicle for him,' said Industries Minister Harshwardhan Chauhan. Governor Shukla is presently using a Mercedes 350 purchased in 2019, during the previous BJP government when Acharya Devvrat held the gubernatorial office. Prior to that, the Raj Bhavan had a Mercedes 250, acquired in 2013. A senior official in the Governor's House said, 'We followed due process, including mechanical inspection, and sent the proposal to the state government. It's for the government to decide. So far, we haven't received any formal communication.' The decision comes days after a war of words between the CM and the Governor over the drug menace. Shukla had warned that Himachal could become another 'Udta Punjab' if narcotics weren't curbed, prompting Sukhu to urge restraint, saying such remarks were unbecoming of a constitutional authority. In a significant electoral reform, the cabinet approved reservation for Other Backward Classes (OBCs) in the upcoming Urban Local Bodies (ULB) elections. So far, reservation was limited to SC/ST communities and women. A commission will soon be set up to collect ward-wise population data of OBCs to finalise seat reservations. There are 76 ULBs under the state's Urban Development department. The last elections were held in March 2021, and the next are due in 2026. The cabinet also recommended to the Governor to convene the monsoon session of the Vidhan Sabha from August 18 to September 2. Other key decisions • A two-year upper age relaxation was granted to aspirants appearing for the TGT and JBT recruitment exams conducted by the Himachal Pradesh Rajya Chayan Aayog. • One seat per course will be reserved for orphans in government, aided, and private technical institutions, including ITIs, polytechnics, and pharmacy colleges. • To bolster healthcare in tribal and remote areas, 290 new ASHA workers will be appointed. • Five English and two Hindi Law Officer posts will be filled in the state secretariat. • Three Research Officer posts were sanctioned for Integrated Tribal Development Project offices in Bharmour, Pangi, and Spiti. In response to this season's flood-related devastation, the cabinet approved ex post facto rent support for families in relief camps: ₹5,000/month in rural and ₹10,000/month in urban areas, for up to six months, through DBT. To monitor excise operations, two Home Guards and a State Taxes and Excise Officer will be posted at each distillery, bottling, and brewery plant, with intra-district staff rotation mandated. The cabinet approved auction of 10 minor mineral quarries in Kangra and re-auction of 11 in Bilaspur, expecting ₹18.82 crore in revenue and a curb on illegal mining. To promote investment, a new Tourism Investment Promotion Council, chaired by the CM, will clear proposals over ₹50 crore within 30 days. The cabinet approved a HIM BUS CARD system to streamline concessional travel benefits offered by HRTC. It also decided to launch Phase-II of the Himachal Pradesh Sadbhawana Legacy Cases Resolution Scheme from September 1 for three months, aiming to resolve 30,000 legacy tax disputes, including VAT on petroleum up to FY 2020–21. A one-time legacy policy was also cleared to regularise unregistered construction equipment vehicles. Owners can register by paying the due tax and 50% of the penalty in lump sum. An estimated 2,795 vehicles are expected to benefit. The cabinet also accepted recommendations from a sub-committee led by Technical Education Minister Rajesh Dharmani to ensure optimal use of vacant government buildings. A nodal agency will be designated to allocate such spaces to departments and public sector bodies. Uniform water tariff rates were approved for Solan Municipal Corporation, aligning all providers with Jal Shakti Vibhag's rates. Lastly, the cabinet decided to exclude the Stadium Amatar and Panchayat Ghar Bela areas of ward number 8 from the Municipal Council Nadaun in Hamirpur district.

Raising FDI limit in insurance aimed at unlocking full potential of sector: FM Sitharaman
Raising the FDI limit in insurance to 100 per cent will help the sector achieve its full potential by growing at 7.1 per cent per annum over the next 5 years, outpacing the global growth, Finance Minister Nirmala Sitharaman informed Parliament on Monday. The finance minister in Union Budget 2025-26 had proposed to raise the limit of foreign investment in insurance sector from the existing 74 per cent to 100 per cent. Raising the limit will eliminate the need for foreign investors to find Indian partners for the remaining 26 per cent, easing the process of setting up their operations in India, effectively increasing the number of insurers in the country, she said in a written reply to Lok Sabha. This will attract stable and sustained foreign investment, increase competition, facilitate technology transfer, and improve insurance penetration in the country, she said. The decision to increase FDI component in a particular insurance company is made by its promoters, depending upon various factors such as capital requirement of the company, solvency requirement, future business plans etc, the minister said. Replying to another question, Sitharaman said in order to increase coverage under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY), regular campaigns were held at grass root level with active participation of banks and local administration. Further, she said, a 3-month 'Financial Inclusion Saturation Campaign' has been launched across the country in 2.70 lakh gram panchayats and Urban Local Bodies (ULBs) from July 1, 2025, with the aim of increasing enrolments in PMJJBY, PMSBY and APY. To achieve saturation in these Jansuraksha schemes, camps are being organized at gram panchayat level and ULBs by banks, providing residents with direct access to information and assistance for enrolling in the scheme, she said. The initiative is aimed to raise awareness and improve participation, helping to bridge gaps in enrolment under the scheme. The Centre for Financial Literacy (CFL) project was initiated by the Reserve Bank of India in 2017 with an objective to adopt community-led innovative and participatory approaches to financial literacy, the minister said. As on March 31, 2025, a total of 2,421 CFLs have been set up across the country with one CFL covering three blocks on an average, she added. PTI
