
Auckland Anniversary floods inquest: What officials discussed hours before state of emergency
An urgent online (Teams) meeting with key personnel, including emergency services, was set up just after 5pm as he continued to drive home to the North Shore from the city centre.

Clark said that before the Auckland Anniversary flooding event, a local state of emergency hadn't been declared in the city.
The decision to declare a state of emergency in Auckland that day – particularly the timing of that declaration – has been a key topic in the inquest this week.
Clark said in deciding whether to recommend a declaration to then-Auckland Mayor Wayne Brown, he considered the criteria in the Civil Defence Emergency Management Act of 2002.
Evacuations were part of the Auckland-wide Anniversary Weekend flood response action amidst record rainfall, but Whangārei Mayor Vince Cocurullo says the district would cope well if a similar storm hit.
That included getting information from emergency services, namely Fire and Emergency NZ, Police and Hato Hone St John, as to whether they were able to deal with the situation or response.
He also considered the practical effect of a declaration, in that it would enable the use of particular emergency powers such as compulsory evacuations, entrance to properties and the closure of roads and public places.
'I had no hesitation about the prospect of recommending a declaration of a state of emergency,' he said.
'If it was clear the additional powers the declaration enabled were needed, I was willing to recommend a declaration.'

At that first meeting, Clark said, he did not see that a declaration was required to improve co-ordination of the response. Emergency service personnel attending that meeting also expressed they were coping at that time, he said.
Clark said the concern was about first responders needing additional powers to enable their work.
Fire and Emergency NZ's main concern was ensuring there were evacuation centres available for people who had been affected.
It was made clear in that first meeting, however, that a declaration of a state of emergency could happen at short notice.
Police would eventually make the first move, calling for a declaration minutes before the next scheduled meeting with officials and emergency service personnel at 8.30pm that night.
Members of the Police, St John, Fire and Emergency and the Rescue Co-ordination Centre expressed they were all under 'extreme pressure' at that point.
'Having heard from emergency services, I was satisfied that a declaration was required,' Clark said.
It was at that second meeting that police notified those attending that there had likely been a fatality. A body had been found on the North Shore.
'This was the first notification of a fatality that evening. Although we were aware that the situation was dangerous at the first ... meeting, the report of a possible fatality was very upsetting news.'
Mayor Brown declared a state of emergency in Auckland just before 9.30pm, but it would not be made public until 10.22pm.
The inquest continues. Family members are due to give evidence in the coming weeks.

The plan provides an alternative means for the council to meet the government's goal of Auckland accommodating two million new homes over coming decades. Auckland Council's Policy and Planning Committee met in the town hall on Thursday to discuss changes to the Auckland Unitary Plan that would replace Plan Change 78, while keeping its focus on housing. The draft changes would allow for more apartments and terrace homes in walking distance of train and bus stations, more restrictive consenting requirements to increase resilience, and an increase in mixed housing suburban zones. The changes were a response to the widespread flooding in the region in 2023. Auckland Council has voted to take the draft changes out for consultation, with two councillors opposing. The plan will now go out for consultation with local boards and mana whenua, with a final decision on whether or not to replace Plan Change 78 in late September. The Urban Design Forum's Graeme Scott told Morning Report they had strong support for the draft changes. "The idea of just spreading three-storey terrace houses over the whole of the isthmus and beyond is not working very well," he said. "There have been some spectacularly poor ones built and we think a rethink is needed, and this is along the right lines." Scott said there were ways of carrying out the plan that had great urban outcomes, attracting people who want to visit the areas, and not just those who lived there. "We that, given the right process that council's embarking on, let's give it a go," he said. "We have to try." More people were needed in the living closer to town to drive the Auckland economy, Scott said. "The population in the inner suburbs of Auckland is actually falling, because wealthy people can afford more space," he said. "That's exactly the opposite to what we need, we need a lot more people close to the centre to get the economic activity and the productivity of the city up." Auckland Council to consult iwi, government ministries and local boards on intensification plan

Council's Policy and Planning Committee have been meeting in the town hall today to discuss changes to the Auckland Unitary Plan that would replace Plan Change 78, while keeping its focus on housing. The draft changes would allow for more apartments and terrace homes in walking distance of train and bus stations, more restrictive consenting requirements to increase resilience, and an increase in mixed housing suburban zones. Council has voted to take the draft changes out for consultation, with two councillors opposing. It will have to decide in September if it will withdraw from Plan Change 78, and proceed with the replacement plan. Mayor Wayne Brown supported the plan, saying he wanted the city to stop sprawling out wide. "Basically, this is we do this ourselves, or we get it done to us, so think about that," he said. Photo: RNZ / Marika Khabazi The changes were a response to the widespread flooding in the region in 2023. Committee Chair Richard Hills said they had some big wins through negotiation. "We came here eight days, I think, after the Auckland Anniversary floods, eight days, and asked for urgent work to be done on the current qualifying matters, and to write to government to help us do that," he said. "And it was made clear to us we cannot legally downzone, we cannot legally act on hazards, so we had to continually negotiate with government to get there, we tried with the last government and we got there, finally, with this government to allow us to do that." Hills said it had been a tough process. "If we make no decision to move forward, we keep Plan Change 78, and you'll have to deal with all the issues that are locked in there. "There is not going to be a plan that ever makes all of us happy, all the local boards happy, all the public happy, it's impossible, but as we heard from our staff the new plan change was more in line with our transport infrastructure, it's more in line with enabling people to live close to these type of infrastructure, the City Rail Link, amenities, jobs... "That's what we've been trying to do this whole term." The plan was endorsed to go to consultation, with councillors John Watson and Mike Lee voting against.
