The construction of the MRT-7 Batasan Station on Commonwealth Avenue in Quezon City may have partially obstructed the flow of water, contributing to the floods in the area, the Metropolitan Manila Development Authority (MMDA) said Wednesday.
In a statement, the MMDA said the MRT-7 'constructed a manhole directly above the existing drainage pipe culverts.'
'A constructed footing wall of the ongoing MRT-7 construction was also observed, which may have partially obstructed the flow of water,' it added.
Based on the assessment by the MMDA Flood Control and Sewerage Management Office, the MRT-7 contributed to the recent traffic congestion along Commonwealth Avenue due to heavy rains and flooding.
'It was also observed that access for regular maintenance of the drainage system is limited due to the presence of the MRT-7 project columns. Additionally, potholes and damaged drainage inlets were noted in the area,' the MMDA said.
Representatives from the MMDA, the Department of Transportation, the Department of Public Works and Highways, the Quezon City government, and the SMC MRT-7 Corporation conducted an inspection in the area in light of the reported flooding. — BM, GMA Integrated News

GMA Integrated News The Southwest Monsoon, locally known as Habagat, will continue to bring occasional rains over parts of the country on Monday—including in Metro Manila, where President Ferdinand "Bongbong" Marcos Jr. is set to deliver his fourth State of the Nation Address (SONA). According to state weather bureau PAGASA's Sunday forecasts, the Habagat is expected to bring occasional rains to the Ilocos Region, Zambales, Bataan, and Occidental Mindoro. PAGASA said the Habagat is also seen to bring cloudy skies with of isolated rains or thunderstorms to Metro Manila, the Cordillera Administrative Region, the Cagayan Valley, Cavite, Laguna, Batangas, Rizal, the rest of Central Luzon, and the rest of MIMAROPA. The rest of the country is projected to experience partly cloudy to cloudy skies with isolated rains or thunderstorms. Tropical Depression Emong (international name: Co-may) exited the Philippine area of responsibility (PAR) on Saturday morning, but PAGASA is now monitoring Severe Tropical Storm Krosa. Krosa was last seen 2,395 kilometers east of extreme northern Luzon, with maximum sustained winds of 110 kph near the center, and gustiness of up to 135 kph, moving northward at 15 kph. A number of local government units (LGUs) have already suspended classes due to inclement weather conditions. In Metro Manila, the National Capital Region Police Office said that nearly 23,000 police personnel have been deployed for security measures during the event. These include more than 10,000 in Quezon City, according to Mav Gonzales' report on 24 Oras Weekend. The Batasang Pambansa Complex, where Marcos will deliver his SONA, is already on lockdown, with security personnel inspecting incoming vehicles, while a city-wide liquor ban will be enforced. The MMDA, meanwhile, said that it will set up counterflow measures on Commonwealth Avenue to deal with traffic. If it rains, "Naiayos na natin ang drainage inlet sa Commonwealth," MMDA Chairman Romando Artes said. "Temporarily lalagyan namin may mga mobile pumps tayo sa MMDA, tututukan muna namin para maibato, papunta sa creek ang tubig sa Commonwealth." (We have fixed the drainage inlet on Commonwealth. We have temporarily put mobile pumps that we will point so that the water from Commonwealth will go into the creek.) Marcos's SONA will be held after days of rains from the Habagat as well as Tropical Storms Crising, Dante and Emong affecting parts of the country, particularly in Luzon. The Department of Public Works and Highways (DPWH) on Saturday said several national roads were rendered impassable due to the combined effects of Southwest Monsoon or Habagat and Tropical Cyclones Crising, Dante, and Emong. In its situation report as of 12 noon, the DPWH said 17 national road sections were closed to traffic. Two of these are in the Cordillera Administrative Region (CAR); 10 in Region I; three in Region III; and two in Region IV-A "due to soil collapse, debris on bridge deck, flooding, collapsed roadway, and collapsed slope protection." DBM releases P1.625B for DSWD, DPWH quick response fund

The Department of Budget and Management has released a total of P1.625 billion to replenish the quick response funds (QRF) of the Department of Social Welfare and Development (DSWD) and the Department of Public Works and Highways (DPWH) amid the impact of the Southwest Monsoon, or Habagat, and the series of storms that hit the country. Of the said amount, the DBM said that P625 billion has been released to DSWD for the procurement of family food packs and non-food items. The Budget Department said that 510,745 could benefit from DSWD's response. Meanwhile, P1 billion has been released to the DPWH to replenish its built-in QRF. 'Sinusunod po natin 'yung utos ng Pangulo na gawing prayoridad ang kaligtasan at kapakanan ng mga kababayan nating nasalanta ng sunud-sunod na bagyo at mga pagbaha,' said DBM Secretary Mina Pangandaman in a statement. 'Ang DSWD at DPWH po, kasama po 'yan sa mga ahensya ng gobyerno na may built-in QRFs para masiguro na agad silang makatutugon sa oras ng kalamidad. Now, they've requested to have their QRFs replenished, so we released a total of P1.625 billion to both agencies,' she added. The QRF is a standby fund for relief and recovery programs to help normalize the situation in areas hit by disasters, calamities, or epidemics. Concerned agencies may request replenishment when their QRF balance has reached 50%, the DBM said. According to the latest figures by the National Disaster Risk Reduction and Management Council, a total of 4,679,046 people or 1,295,808 families have been affected by the bad weather in all regions except Eastern Visayas.
