DPWH: Roads rendered impassable due to Habagat, Crising, Dante, Emong

The Department of Public Works and Highways (DPWH) on Saturday said several national roads were rendered impassable due to the combined effects of Southwest Monsoon or Habagat and Tropical Cyclones Crising, Dante, and Emong.
In its situation report as of 12 noon, the DPWH said 17 national road sections were closed to traffic. Two of these are in the Cordillera Administrative Region (CAR); 10 in Region I; three in Region III; and two in Region IV-A "due to soil collapse, debris on bridge deck, flooding, collapsed roadway, and collapsed slope protection."

The DPWH added that 14 national road sections have limited access—two in CAR; three in Region I; six in Region III; one in Region IV-A; one in Negros Island Region (NIR); and one in Region IX—"due to washed-out detour road, road cut, soil collapse, flooding, precautionary measures, road slip, and washed-out bridge detour."

'As of 10 p.m., the center of the eye of Typhoon GORIO was estimated based on all available data at 300 km East Northeast of Itbayat, Batanes.' the state weather bureau said in its 11 p.m. advisory. The typhoon was moving westward at 25 km/h. 'GORIO may make landfall over the eastern coast of southern Taiwan tomorrow (13 August) morning or afternoon and exit the Philippine Area of Responsibility (PAR) by tomorrow afternoon or evening. GORIO is forecast to intensify prior to its landfall to Taiwan before weakening throughout the remainder of the forecast period,' PAGASA added. In terms of intensity, Gorio's maximum sustained winds of 130 km/h near the center, gustiness of up to 160 km/h, and central pressure of 970 hPa. Tropical Cyclone Wind Signal No.2 is in effect over Itbayat, Batanes while TCWS No. 1 was issued for the rest of the province. Meanwhile, the enhanced Southwest Monsoon or Habagat will bring strong to gale-force gusts over the Babuyan Islands and the northern portion of mainland Cagayan, the eastern portion of Isabela, and the northern portion of Ilocos Norte. A Gale Warning is in effect over the seaboard of Extreme Northern Luzon. Up to very rough seas of up to nine meters will be experienced on the seaboards of Batanes. Typhoon Gorio maintains its strength as it moves in the west northwest direction over the past six hours as Signal No. 1 is raised over Batanes, according to the latest Tropical Cyclone Bulletin posted by PAGASA. The center of Typhoon Gorio was estimated at 440 kilometers east of Itbayat, Batanes packing maximum sustained winds of 120 kilometers per hour near the center, gustiness of up to 150 km/h, central pressure of 975 hPa, and moving west northwestward at the sped of 25 km/h. There will be strong to typhoon-force winds extend outwards up to 400 km from the center, the weather bureau reported. Tropical Cyclone Wind Signal (TCWS) No.1 is raised over the following areas: Batanes "Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas may be worsened by significant antecedent rainfall," PAGASA said. Severe Winds "The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction," the agency added. The enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Babuyan Islands and the northern portion of mainland Cagayan. Coastal Inundation PAGASA also said that no storm surge warning is hoisted but there may be an increased potential for coastal flooding due to high waves near the coast, especially if the track forecast shifts further south. A Gale Warning is in effect over the Hazards affecting coastal watersseaboard of Extreme Northern Luzon. Sea travel is risky and all mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Track and Intensity Outlook "Gorio is forecast to move generally westward for the next 12 hours then turn west northwestward for the entirety of the forecast period," said PAGASA. The agency added that Gorio may make landfall over the eastern coast of southern Taiwan on Wednesday morning or afternoon and exit the Philippine Area of Responsibility (PAR) by afternoon or evening. Tropical Cyclone Wind Signal (TCWS) No. 1 was raised over Batanes on Tuesday morning as Typhoon Gorio (Podul) maintained its strength as it moved westward over the Philippine Sea, PAGASA said. Under TCWS No. 1, Batanes will experience strong winds with speeds of 39 to 61 km/h in 36 hours, posing minimal to minor threat to life and property, the weather bureau said in its 11 a.m. bulletin. Gorio is forecast to slightly intensify before making landfall over Taiwan, PAGASA said. The typhoon was last spotted at 10 a.m. at 560 kilometers east of Itbayat, Batanes, packing maximum sustained winds of 120 kilometers per hour (kph) near the center and with gustiness of up to 150 kph. It was moving west at 25 kph. While the typhoon is not expected to make landfall in the Philippines, PAGASA said strong to gale-force winds are expected in some parts of Extreme Northern Luzon due to the enhanced Southwest Monsoon. The highest possible wind signal that may be raised is TCWS No. 2 in Batanes, while areas under TCWS No. 1 may experience minimal to minor wind impacts. Wind and monsoon effects Today, the Babuyan Islands and the northern portion of mainland Cagayan will experience strong to gale-force gusts, especially in coastal and upland areas exposed to winds. By Wednesday, these conditions may also affect the northern portion of Ilocos Norte. PAGASA warned that winds could be stronger in coastal and mountainous areas exposed to the prevailing wind direction, and less intense in sheltered areas. Rough seas in northern waters The typhoon will also cause dangerous sea conditions, with waves reaching up to 5.5 meters along the seaboards of Batanes. Sea travel is risky for all vessels in these waters, and mariners are advised to remain in port or seek safe harbor until conditions improve. Rough seas of up to 3.5 meters are expected over the northern and eastern seaboards of the Babuyan Islands, while moderate seas of 2.0 to 2.5 meters will persist in parts of mainland Cagayan, Isabela, and Aurora. PAGASA advised small fishing boats and motorbancas to avoid venturing out to sea, especially if ill-equipped or operated by inexperienced crew. Track and forecast Gorio is forecast to move west-northwestward for the rest of its track, making landfall over the eastern coast of Taiwan by Wednesday afternoon before exiting the Philippine Area of Responsibility (PAR) in the evening.
