
Mall staple Claire's has filed for bankruptcy twice. Here's what could happen to the brand now
The tween accessories retailer was once a thriving retailer. From fiscal 2000 to fiscal 2007, the company grew its annual sales from $846 million to $1.48 billion. But by 2018 it had filed for bankruptcy protection for the first time. It was taken over by creditors Elliott Management Corporation and Monarch Alternative Capital, who eliminated $1.9 billion of debt.
Despite some sales momentum in 2021, attempts by Claire's to modernize in an e-commerce world failed to re-energize the brand.
Turnaround efforts over the past couple of years included expanding retail partnerships with companies such as Walgreens and Walmart, a loyalty program rollout, and investments in influencer-led content.
But now the company is in need of saving once again.
"Claire's was not immune from the continued trend away from brick and mortar and more recent macroeconomic challenges, including higher interest rates, labor costs and, most recently, tariffs," the company said in a bankruptcy declaration filed Wednesday. "While Claire's took many steps over the last few years to address these and other challenges, it was not enough to overcome the obstacles."
At least nine other major retailers — including Party City, Z Gallerie, Forever 21 and Rite Aid — have filed for bankruptcy at least twice within the past 10 years.
"What we're typically seeing in the last year are these repeat filers is that they are just liquidating and closing down their stores, maybe with some online presence continuing," said Sarah Foss, global head of legal at Debtwire.
In its bankruptcy declaration, Claire's said it had contacted over 150 potential buyers in the months leading up to its bankruptcy and received multiple letters of intent, which it is continuing to negotiate. The deadline for a buyer to acquire the company is tentatively set for August 31.
Josh Holmes, head of research at Retail Economics said its longstanding legacy in the American mall could help save it.
"Its ear piercing service became a sort of rite of passage for many," Holmes said. "That nostalgia, the retro element is something I think actually does hold value and something that potential investors will look at and consider in terms of if they are to come in and rescue the brand."

Trump's BLS commissioner pick suggests suspending monthly jobs reports
WASHINGTON ― President Donald Trump's nominee to be the new U.S. commissioner of Labor Statistics recently suggested the agency stop issuing monthly jobs reports until the methodology used to compute the figures is changed. E.J. Antoni, a Heritage Foundation economist who Trump tapped on Aug. 11 to replace the Bureau of Labor Statistics commissioner he fired, proposed the idea during an Aug. 4 interview to Fox News Digital. He questioned the agency's methodology and economic assumptions because of recent jobs revisions, calling it a "serious problem that needs to be fixed immediately." "Until it is corrected, the BLS should suspend issuing the monthly job reports but keep publishing the more accurate, though less timely, quarterly data," Antoni said. "Major decision-makers from Wall Street to DC rely on these numbers, and a lack of confidence in the data has far-reaching consequences." More: Trump names conservative economist E.J. Trump accused McEntarfer without evidence of manipulating data for "political purposes" after the Bureau of Labor Statistics reported the U.S. added a disappointing 73,000 jobs in July. Trump also complained about revisions that reduced job gains in May and June by about 258,000 and portrayed a much weaker labor market than Trump has touted. She said it is "the plan and the hope" for the BLS to continue releasing monthly jobs reports. "We need to look at the means and the methods, and how the United States is acquiring this very important data, and all of that is going to be done," Leavitt said during an Aug. 12 briefing with reporters. "And the goal, of course, is to provide honest and good data for the American people." The Aug. 1 revisions for May and June marked the largest two-month revision ever outside of recessions, according to an anlaysis from Goldman Sachs. Each month, the BLS provides an initial reading of job gains for the previous month and revises figures from the prior two months twice based on follow-up surveys. To come up with its monthly job growth estimates, the agency surveys 631,000 job sites operated by 121,000 businesses and government agencies across the country. The bureau revises the data twice because many employers don't respond to the first survey or because officials modify the factors it uses to seasonally adjust the figures. Most economic forecasters say this year's large revisions have cleared up a disparity between surprisingly resilient job gains and other economic indicators, such as gross domestic product, that have been feeble this year. US July budget deficit up 20% year-over-year despite record Trump tariff income
WASHINGTON -- The U.S. budget deficit in July climbed 20% this fiscal year compared to the last despite the U.S. taking in record income from President Donald Trump's tariffs, according to Treasury Department data released Tuesday. The U.S. saw a 273% increase — or $21 billion — in customs revenue in July over the same period last year, the data showed. A Treasury official who spoke on the condition of anonymity to preview the data said overall increased spending is in part due to a mix of expenditures, including growing interest payments on the public debt and cost-of-living increases to Social Security payouts, among other costs. This comes as the federal government's gross national debt creeps up to the $37 trillion mark. Even as Trump talks about America becoming rich because of his import tax hikes, federal spending keeps outpacing the revenues collected by the government. That financial picture might change as companies exhaust their pre-tariff inventories, forcing them to import more goods and generate even more in tax revenues that could whittle away at the deficit without meaningfully reducing it as promised. If tariffs fail to deliver on Trump's pledge to improve the government's balance sheet, the American public could be faced with fewer job options, more inflationary pressures and higher interest rates on mortgages, auto loans and credit cards. The budget deficit is the annual gap between what the U.S. government raises in taxes and what it spends, over time feeding into the overall national debt. While organizations like the Committee for a Responsible Federal Budget say that tariff income can be a stream of meaningful revenue — estimated to generate about $1.3 trillion over the course of President Trump's four-year term in office; some economists like Kent Smetters of the University of Pennsylvania's Penn Wharton Budget Model say tariffs are likely to result ' in only modest reductions in federal debt.' In June, the Congressional Budget Office estimated that President Donald Trump's sweeping tariff plan would cut deficits by $2.8 trillion over a 10-year period while shrinking the economy, raising the inflation rate and reducing the purchasing power of households overall. But revenue estimates are also difficult to predict as the president has changed his tariff rates repeatedly and the taxes declared as part of an economic emergency are currently under appeal in a U.S. court. A Treasury official did not respond to an Associated Press request for comment on when the U.S. could begin to see tariff revenue start to put a dent in the deficit. Treasury Secretary Scott Bessent said last month on Fox Business Network's 'Mornings with Maria' that the administration is 'laser-focused on bringing this deficit down.' The Trump administration expects to make more trade deals with other nations, including China and other major economies. For instance, on Monday, Trump extended a trade truce with China for another 90 days, which preserves the 30% tariffs he had imposed as a condition for negotiations. The previous deadline was set to expire at 12:01 a.m. Tuesday. Trump posted on his Truth Social platform that he signed the executive order for the extension, and that 'all other elements of the Agreement will remain the same.' Beijing, at the same time, also announced the extension of the tariff pause, according to the Ministry of Commerce.

Trump tells Goldman Sachs CEO David Solomon to replace economist over tariff predictions
President Donald Trump on Tuesday said that Goldman Sachs CEO David Solomon should either replace his economist or "just focus on being a DJ," days after the bank's economist warned that American consumers will pay for an increasing share of new tariffs. Trump's broadside against Solomon — who moonlights as a DJ — came as the president touted the revenue being collected by the federal government due to his tariff policies. "Tariffs have not caused Inflation, or any other problems for America, other than massive amounts of CASH pouring into our Treasury's coffers," Trump wrote in a Truth Social post. Trump then said, "It has been shown that, for the most part," companies and foreign governments are paying for the tariffs, instead of consumers. "But David Solomon and Goldman Sachs refuse to give credit where credit is due," Trump wrote. "They made a bad prediction a long time ago on both the Market repercussion and the Tariffs themselves, and they were wrong, just like they are wrong about so much else," the president wrote. "I think that David should go out and get himself a new Economist or, maybe, he ought to just focus on being a DJ, and not bother running a major Financial Institution." Trump did not name the economist he wants Solomon to replace. But Jan Hatzius, Goldman's chief economist since 2011, warned in a research note on Sunday that American consumers will end up absorbing an increasing share of the cost of Trump's tariffs. "Our estimates imply that US consumers had absorbed 22% of tariff costs through June but that their share will likely rise to 67% by October if the later tariffs have the same impact over time as the earliest tariffs," Hatzius and other Goldman researchers wrote. A Goldman spokesperson declined to comment on Trump's social media post. Tariff revenue has surged in recent months, rising to nearly $28 billion in July alone, according to the Treasury Department. Inflation, meanwhile, has continued to increase, though the latest data showed consumer prices have grown slightly less than expected. But many economists continue to warn that the full effects of Trump's tariffs have yet to be felt, and numerous businesses have already said that they will have to raise prices in response to U.S. import duties.
