Pro-merger activists meet Kolhapur MP over KMC expansion
2
Kolhapur: The pro-merger action committee approached Kolhapur MP Shahu Chhatrapati on Monday to discuss the integration of the fringe villages into
Kolhapur Municipal Corporation
boundaries. The committee members emphasised that the merger request is based on scientific considerations rather than political motives, given Kolhapur city's current growth limitations.
During the meeting, the committee members urged the MP to arrange for a comprehensive discussion with Maharashtra's chief minister, deputy chief minister, urban development minister, secretary, and principal secretary. The MP assured them that he would consult with rural MLAs and coordinate a detailed meeting soon.
The committee members expressed frustration over guardian minister Prakash Abitkar's unavailability to discuss the merger issue.
They announced plans to organise a 'gherao' to press for their demands for incorporating the fringe villages into city limits.
KMC recently submitted a proposal to state govt requesting the incorporation of 18 villages and two MIDCs into Kolhapur's municipal boundaries.
Pro-merger committee activist Advocate Baba Indulkar said, "Kolhapur city has no available space as per World Health Organisation (WHO) standards.
Therefore, KMC cannot provide basic amenities to the citizens. This is a violation of Article 21 of the State Constitution. As Kolhapur Lok Sabha constituency includes Kolhapur city, the citizens are lacking their fundamental rights."
Former mayor R K Powar said, "The expansion of Kolhapur city has been stalled since 1946. The population of Kolhapur city was approximately 36,000 in the year 1946, with an area of 66.82 sqkm.
The area remains the same in the year 2025, but the population has increased to a total of approximately 10.5 lakhs."
The committee highlighted various challenges, including pollution, traffic congestion, flooding issues, a growing flood-affected population, limited development space, overburdened roads, and increased waste management problems due to daily visitors. These factors have created additional financial pressure on the Municipal Corporation, hindering Kolhapur's development.

John Abraham Urges CJI To Review SC's Order, Says They're Not Strays, They're Community Dogs
New Delhi : Actor John Abraham has written to Chief Justice of India BR Gavai, urging him to review the recent stray dog order passed by the Supreme Court. In his letter, John wrote, "I hope you will agree that these are not 'strays' but community dogs--respected and loved by many, and very much Delhiites in their own right, having lived in the region as neighbours to humans for generations." He pointed out that the Animal Birth Control (ABC) Dog Rules 2023 require the sterilisation, vaccination, and return of community dogs to their home areas--an approach endorsed by the World Health Organisation and proven effective in cities like Jaipur (70 per cent of dogs sterilised) and Lucknow (84 per cent). "With an estimated 10 lakh community dogs, Delhi's canine population are its true residents. It is neither practical nor humane to shelter or relocate them all," John added. John, who earlier this year became the first honorary director of PETA India, requested the CJI to look at the case through "compassion, science-based solutions and compliance with Indian law" to safeguard animals. "By contrast, displacement simply fails. Delhi has an estimated 10 lakh dogs. It is neither practical nor humane to shelter or relocate them all, and removal only opens the door for unfamiliar, unsterilised, and unvaccinated dogs to move in, leading to greater competition, territorial disputes, and public health risks. I respectfully request a review and modification of this judgment in favour of the lawful, humane, and effective ABC approach, which safeguards public health while honouring the constitutional values of compassion and coexistence, a stand the Supreme Court has consistently upheld since 2015," he appealed. On Monday, a bench of Justices JB Pardiwala and R Mahadevan said that all localities should be made free of stray dogs and there should not be any compromise. It also made it clear that no captured animal will be released back on the also ordered contempt proceedings against any individual or organisation that attempts to obstruct the authorities from carrying out the capture drive. "If any individual or organisation comes in the way of picking stray dogs or rounding them up, we will proceed to take action against any such resistance," said Justice Pardiwala. The apex court also directed the states and municipal authorities to create dog shelters with sufficient staff to sterilise and immunise them. "NCT Delhi, Gurgaon, Noida, Ghaziabad, MCD, and NMDC shall start picking up stray dogs from all localities, particularly from more vulnerable localities. It is for the authorities to look into, and if they have to create a force, do it at the earliest. However, this should be the first and foremost exercise to make all localities free of stray dogs. There should not be any compromise in undertaking the exercise," said the bench. It further directed that authorities in Delhi-NCR must set up a helpline so all dog bite complaints can be registered, with the offending animal picked up within four hours of a complaint. It also ordered all authorities to maintain a record of daily stray dogs captured and detained. The bench stated that CCTV monitoring will ensure compliance, and no dog should be released back into the street or public spaces.

KMC to send fresh Bengali signboard notices to traders
Kolkata: Amid the language row, KMC is gearing up to send fresh notices to traders and owners of commercial establishments across the city, asking them to put up Bengali signboards along with other languages of their choice. Any deviation from this order will invite "unwanted trouble" for them, said a KMC official. According to the official, a recent instruction from the civic brass asked the KMC trade licence department to send notices to the traders, reminding them that putting up Bengali signboards is mandatory. The civic body had last year instructed traders and owners of commercial establishments to put up Bengali signboards Mayor Firhad Hakim on Friday came down heavily on a section of traders and owners of commercial establishments for taking time to put up Bengali signboards after the civic body sent notices. "Despite receiving notices from the KMC, many establishments are yet to put up Bengali signboards. There is no objection to having signboards in other languages, but we have made it mandatory to put up Bengali signboards," Hakim said. If they fail to comply, we will take appropriate action," an official said. Hakim said there are many central govt offices where people find no Bengali signboard. "They should have signboards in Bengali so people can read them. We will write to central govt agencies, like rail, port, and income tax, for putting up signboards in Bengali," Hakim said. Hakim said the civic authorities will start pulling down the signboards from Sept if they are found not to have Bengali writing on them. "We will also ask advertisers to put up Bengali content, even if it is in a small way," he added. Stay updated with the latest local news from your city on Times of India (TOI). Government has fulfilled election promise of offering pattas: Bharath
Industries and Commerce Minister T.G. Bharath on Tuesday said the State government had fulfilled the promise made before the elections by offering 'pattas' to the people living in Gudem Kottala locality in Kurnool. Mr. Bharath said that giving pattas to the people of the locality was a promise made by IT Minister Nara Lokesh during his visit to Kurnool as part of his 'Yuvagalam Padayatra' before the 2024 general elections. The pattas were given to the beneficiaries as per the GOMs 30 issued in January by the NDA government. Mr. Lokesh issued pattas to the eligible beneficiaries in his Mangalagiri Assembly constituency and Kurnool, which Mr. Bharath represents. Kurnool is the second place where the pattas were issued as per the GO. A total of 150 beneficiaries were given pattas in an acre land in Ashok Nagar locality of the city. Speaking on the occasion, Mr. Bharath said that the beneficiaries were given pattas by the Revenue Department and soon the same will be registered on their name. Mr. Bharath said Collector P. Ranjith Basha and Joint Collector B. Navya played a key role in helping the beneficiaries get the pattas and added that the Kurnool Municipal Corporation (KMC) will lay roads, dig canals and provide power supply to the locality. The Minister said that the people of the State faced severe hardships during the five year regime of the previous government and the NDA government is fulfilling all the 'Super Six promises' it made before the elections. He asserted that the TIDCO houses will be handed over to the beneficiaries by the end of this year. Mr. Bharath also participated in various development programmes in KMC limits. He performed bhumi puja for the renovation of the Gadiyaram hospital, beautification of Pocket Park, and inaugurated the petrol filling station that would be jointly operated by the Indian Oil Corporation and the KMC at Joharapuram. He said that the corporation should not completely rely on taxes for taking up development works, but should search for alternate sources. For generating revenue through alternate sources, the KMC had started the petrol filling station and urged the people to extend their support by using it. He said that the area in front of Anand Theatre earlier used to be a hub for anti-social activities and has now been remodelled as Pocket Park. Meanwhile, Mr. Bharath participated in various welfare programmes sponsored by several individuals.
