Notting Hill Carnival not the cause of knife crime, event boss says

Matthew Phillip told the crowd at the festival's launch party on Thursday that money raised from the local council and the mayor of London would be put towards security measures at the event, which takes place over the August bank holiday weekend.
The carnival has also partnered with actor Idris Elba's Hope Foundation and its campaign Don't Stop Your Future (DSYF) to combat knife and violent crime in London communities.
Mr Phillip urged people not to scapegoat the carnival, which has faced criticism in recent years for not tackling violent crime, including the murders of two people last year – Cher Maximen, who was killed in front of her three-year-old daughter, and chef Mussie Imnetu.
Takayo Nembhard, 21, was stabbed in 2022.
Mr Phillip said: 'Knife crime is not a carnival issue. Youth violence is not a carnival issue.
'These are serious national issues, and while some statistics have improved, the roots remain poverty, isolation, racial inequality, disconnection and the absence of hope, especially for young people.
'Carnival does not cause these problems. It doesn't create violence. In fact, for many, it offers relief from it.'
Concerns over safety at the carnival have also contributed to insecurity about its future, and the festival's organisers wrote to the Government earlier this year to ask for urgent funding.
Carnival chairman Ian Comfort requested more funding from the Government to steward the event and address safety concerns, amid ongoing warnings from police that there could be a tragedy.
Eventually City Hall, the Royal Borough of Kensington and Chelsea council and Westminster city council provided money, allowing this year's event to take place.
Mr Phillip said: 'What began as a small gathering of courage on the streets of Notting Hill has grown into one of the largest cultural events in the world.
'That growth brings joy, but it also brings a huge responsibility. Each year, over a million people walk through these streets.
'We are strengthening every element of our operational infrastructure: more trained stewards, expanded CCTV coverage and parade co-ordination, faster response systems for stewards and safety teams, and expanded crowd management infrastructure and personnel, to give an example of a few of the initiatives we're embarking on.
'These are not tick boxes. They're a real commitment to care, to precision and to the protection of the community.'
The carnival will run from August 23 to 25 and features parades, steelpan costumes, bands, sound systems and stages.
People will be invited to join a 72-second silence at 3pm on Sunday and Monday to honour people who died in the Grenfell Tower fire and Kelso Cochrane, who was murdered in a racially motivated attack in Notting Hill in 1959.

A woman who dated a CIA agent has laid bare the glamorous perks that came with being in a relationship with a government official - as well as the strict rules she had to follow. Nyla Caselli, 23, based in California, said she met the man, named James, after he approached her at the airport and asked to take her to dinner. From that night on, Nyla says she was whisked into a lifestyle of private jets, chauffeurs, designer handbags, and spontaneous bank transfers, including a $40,000 payment simply because 'he missed her.' She was soon introduced to 'the fast life' of elite hotels and whirlwind weekends abroad... but dating a CIA agent also came with its downsides. James had intense regulations when it came to privacy, including no social media, no photos, and no personal questions. Nyla explained exclusively to the Daily Mail, 'From day one, James had very strict boundaries. No photos - ever. No tagging him in anything. 'I wasn't even allowed to post when or where we were if he was nearby. I had to turn off my phone sometimes.' Nyla recalled James using 'encrypted phones,' and doing 'security checks' whenever he'd enter a public building. 'He used a phone with no traceable apps, and sometimes would only communicate on burner numbers,' she continued. 'We'd enter restaurants through back doors. He always sat facing the exits. Even in hotels, he'd sweep the room for cameras. 'He once made me leave my bag in a separate car just to "be safe."' But he also loved to spoil her. He whisked her away on trips to places like Morocco and Switzerland and moved her into a $10,000-a-month penthouse in downtown Los Angeles. At first, James kept his line of work a secret from Nyla and she believed he was just a 'rich businessman.' She explained, 'At the time, I didn't question it. But now I realize I was basically living in a spy movie. 'He said [all the rules] was for "operational security," and at the time, I just thought he was a privacy freak… but it turns out, he was living a double life. 'I thought maybe he was in tech or finance, but deep down, something always felt… off.' After three months of his secretive behavior, security details, and constant travel, Nyla said she jokingly asked him, 'What are you, CIA?' and he went 'stone cold.' That's when he dropped the bombshell that he did indeed work for the US government. While she first thought he was joking, Nyla said that suddenly, 'everything made sense.' And knowing the truth about his profession only added an extra 'thrill' to their relationship. 'It was like living in a fantasy. There were spontaneous first-class trips, dinners where the room got cleared out just for us, and this underlying feeling that no one could touch me. It was definitely a high,' she dished. But with the life of luxury also came a fierce 'loneliness' as she had to tell lies to her own friends and couldn't share anything on social media. 'I was a ghost in my own life sometimes - living the dream, but unable to wake anyone else up to it,' she recalled. 'I wasn't able to post or share anything about my life with the world and I had to hide everything. 'There were nights I didn't know where he was or when he'd come back. It was glamorous, but it was also extremely isolating.' Though things ended a year in after James was reassigned overseas, Nyla said she learned a lot from their relationship. And in the end, she concluded that she'll always remember James with affection. 'Now I'm hyper-aware of my surroundings. He taught me to never assume I'm not being watched, and honestly, in today's world, that advice has aged very well,' she reflected.

You have a test every six months on the cows and then you sort of become blase, it's a hypothetical threat. 'And then the vet looks up, as he did yesterday lunchtime, and said 'I'm really sorry this one's failed'. 'So that means we're now locked down and it's just dreadful, absolutely dreadful.' Cattle which fail a TB test, or animals that have inconclusive results for two consecutive tests, are classed as 'reactors', and must be isolated and slaughtered. Badgers can carry the disease and culling has long been a part of the Government response to the crisis, despite criticism from wildlife and animal welfare campaigners, such as Queen guitarist Sir Brian May. The Government said in June it will not be extending the badger cull and retains its commitment to end the practice before the next election. Oxfordshire is an 'edge area' for bovine TB, meaning it is a buffer zone between high risk and low risk areas – so most herds are subject to six monthly TB tests by default. There have been several cases in the area of Oxfordshire near to Diddly Squat Farm in recent weeks, according to ibTB, a mapping platform for the disease in England and Wales. The every-day running of Clarkson's farm is documented in a Prime Video series, which first aired in 2021, and brings to light common problems faced by British farmers. Clarkson has become a vocal supporter of farmers and attended a protest in London against the Government's move to introduce inheritance tax on farmland in November 2024.
