The Joint Parliamentary Committee examining the One Nation, One Election (ONOE) Bill met again on Tuesday, with several MPs in attendance. This time, former Chief Justice of India Sanjiv Khanna appeared before the panel to share his views on the constitutional aspects of the proposal.
Justice Khanna stated that the bill does not directly undermine or alter the basic structure of the Constitution. On the contentious clause 82A(5), which empowers the Election Commission of India (ECI) to defer assembly elections, he argued that since the ECI is already mandated to conduct free and fair polls and has the most accurate understanding of ground realities, it is appropriate to vest such authority with the commission. At the same time, he stressed the need for strong safeguards to prevent potential misuse of these powers.
He also pointed out that while the bill seeks to reduce the frequency of elections, its objective may not always be achieved—particularly in cases of premature dissolution of legislatures. Still, he expressed confidence in India's democratic maturity, noting that the country has not seen midterm polls in decades, a sign of growing political stability and institutional resilience.
On the issue of notifying election dates, Justice Khanna suggested replacing the current system of presidential notifications proposed in the bill with a fixed date mechanism written into the legislation itself. Justice DY Chandrachud, in an earlier deposition, had raised the same concern. In his written submission, Chandrachud also warned against vesting excessive powers in the ECI—a view echoed by Justice JS Khehar. Both stressed that unchecked powers could upset the institutional balance unless backed by stronger safeguards.
Similar cautionary notes had been sounded earlier by other former CJIs, including Justice UU Lalit and Justice Ranjan Gogoi.
The panel includes MPs from across parties: Supriya Sule (NCP), Mukul Wasnik, Randeep Surjewala, and Priyanka Gandhi Vadra (Congress), Anil Desai (Shiv Sena-UBT), and Kalyan Banerjee (TMC). On the NDA's side are Anurag Thakur, Sambit Patra, Bhartruhari Mahtab, Baijayant Panda, Anil Baluni (BJP), Shrikant Shinde (Shiv Sena), and Ganti Harish Madhur Balayogi (TDP), among others.
Constituted in the last winter session after the Centre agreed to subject the ONOE Bill to greater scrutiny, the JPC has 39 members following its expansion. Legal experts such as Manish Tewari, P Wilson, and Kalyan Banerjee are also part of the panel, and their inputs are expected to shape the final report.

Agencies Online Gaming Bill 2025 The Lok Sabha on Wednesday passed the Promotion and Regulation of Online Gaming Bill, 2025, aimed at establishing a legal framework for the fast-growing industry and introducing safeguards for legislation, introduced earlier in the day by Union Electronics and IT Minister Ashwini Vaishnaw amid Opposition protests, was cleared a day after the Cabinet approved it. The Bill imposes a blanket ban on online games involving monetary stakes, citing addiction, financial losses and related suicides among youth as key prohibits all forms of online betting and gambling, including fantasy sports, card games such as poker and rummy, and online lotteries. It also bans advertisements promoting such games and bars banks and financial institutions from processing or facilitating related transactions. Under the law, an 'online money game' is defined as one played by a user after depositing money with the expectation of monetary gain. Home Minister Amit Shah is also introducing the Jammu & Kashmir Reorganisation (Amendment) Bill, 2025, in the Lok Sabha. It reportedly seeks to reorganise the Jammu and Kashmir administration. The debate over statehood has remained since August 5, 2019, when the Union government revoked Article 370, ending the region's special status. Article 370 granted the territory its constitution, flag, and autonomy over most internal matters, besides defence, foreign affairs, and communications. With the state under President's Rule at the time, Parliament issued Constitutional Orders 272 and 273, stripping the provision of its force. This was followed by the Jammu and Kashmir Reorganisation Act, 2019, which bifurcated the state into two Union Territories: Jammu and Kashmir, with an assembly, and Ladakh, without one. While the Centre has repeatedly said that statehood will be restored "at an appropriate time," no timeline has been given. In December 2023, the Supreme Court upheld the abrogation of Article 370 but directed the Election Commission to conduct assembly elections in J&K by September 2024. It also urged the Union government to restore statehood at the earliest. Several parties and activists in the Valley have been pressing for statehood and, in some cases, even the rollback of the 2019 decision. Last year's assembly elections, the first in a decade, saw the National Conference-Congress alliance come to power, renewing calls for early statehood. Omar Abdullah has been vocal on the issue. In his Independence Day address earlier, he said he had taken a political risk by placing trust in India's democracy and the Centre for restoring J&K's rights, including statehood. "I had no expectations, but I was being constantly told that the documents are ready, and now just the announcement is to be made. But the announcement never came. The ray of hope is fading, but we will not give up," he said, as per PTI.
