New Delhi [India], July 11 (ANI): The Joint Parliamentary Committee (JPC) on the One Nation One Election Bill met here today and interacted with legal experts, including former Chief Justices of India (CJI) JS Khehar and DY Chandrachud. Chairman of the committee, PP Chaudhary, later stated that it is a golden opportunity for the committee to contribute to nation-building, and all members of the panel are focused on preparing good legislation. 'Today a meeting was held for the 'One Nation, One Election'... Former CJIs Justice Khehar and Justice present before us, and we had an interaction. This is a golden opportunity for this committee for nation-building... All the members of the committee are above the party politics and are focused on preparing a good 'One Nation, One Election' Bill,' Chaudhary told ANI. He said members of the committee realised and the experts also agreed that it is a golden opportunity for the panel for nation-building. He said such an opportunity will not come again. After hearing the views of former CJIs JS Khehar and DY Chandrachud, the panel also heard the views of former MP and former chairman of the parliamentary panel on Law and Justice, EMS Natchiappan. The members who attended the meeting today included Priyanka Gandhi Vadra, Manish Tewari, Randeep Singh Surjewala, Bhubaneswar Kalita, Saket Gokhale, Shambhavi Choudhary and Bhartruhari Mahtab. Answering a query, PP Chaudhary said that the panel is hearing views of judges as they are experts in the Constitution. He said they are not inclined towards any political party and are only concerned with the law and are unbiased. PP Chaudhary, a BJP MP, said that the committee is keen to suggest amendments so that the bill can stand judicial scrutiny and the vision of One Nation One Election of Prime Minister Narendra Modi can be implemented. The JPC chief also talked about the panel's visit to five states and a union territory and said they got valuable inputs. He said that many political leaders, civil society members, and officials backed the proposal. The JPC is examining the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024, which proposes simultaneous elections, aligning the election cycles of the Lok Sabha and State Assemblies. The Union Cabinet had in September 2024 accepted the recommendations of the High-Level Committee on Simultaneous Elections under the chairmanship of former President Ram Nath Kovind. The Committee had recommended a two-step approach to lead to simultaneous elections. It said that as the first step, simultaneous elections will be held for Lok Sabha and state legislative assemblies. It said that in the second step, elections to the Municipalities and the Panchayats will be synchronised with Lok Sabha and assemblies in such a way that these are held within a hundred days of holding elections to the House of the People and the state legislative assemblies. The Committee had also recommended that there should be a single electoral roll and Electoral Photo Identity Cards (EPIC) for use in elections to all three tiers of government. The Committee had said that its recommendations will significantly enhance transparency, inclusivity, ease and confidence of the voters. (ANI)

In the meeting, the two former Chief Justices will give a presentation before the committee on the issue of simultaneous elections in the Joint Committee on the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024. Earlier in the day, the Chairperson of the JPC on One Nation One Election and Bharatiya Janata Party MP, PP Chaudhary said that most people and leaders across different states support the idea of simultaneous elections in the country. After visiting five states and one Union Territory, Chaudhary said that many political leaders, civil society members, and officials backed the proposal, though some had concerns. He added that the committee is discussing the issue seriously, and former Chief Justices of India will also give their views to help understand if the idea fits within the Constitution. Speaking to ANI, Chaudhary said, 'We went on a study tour to five states and one Union Territory to gather opinions on the idea of One Nation, One Election. In Maharashtra, we met with the Chief Minister, Deputy Chief Minister, Speaker, leaders of political parties, government officials, and civil society members. Most of them supported the idea, though some political parties had concerns, mainly about national and state issues.' 'Everywhere we went, we saw that committee members from all parties are showing genuine interest in this issue. We are all thinking about what is best for the country, beyond party lines. Former Chief Justices of India, Justice Khehar and Justice DY Chandrachud, will also be speaking to us. Their guidance will help us understand if this idea fits within the Constitution,' Chaudhary said. After visiting five states and one Union Territory, Chaudhary said that many political leaders, civil society members, and officials backed the proposal, though some had concerns. He added that the committee is discussing the issue seriously, and former Chief Justices of India will also give their views to help understand if the idea fits within the Constitution. Speaking to ANI, PP Chaudhary said, 'We went on a study tour to five states and one Union Territory to gather opinions on the idea of One Nation, One Election. In Maharashtra, we met with the Chief Minister, Deputy Chief Minister, Speaker, leaders of political parties, government officials, and civil society members. Chaudhary said elections were held together, like in 1967 and 1957. He added that the Election Commission has the power to hold elections together under the law, and the committee will now discuss key issues like federalism and democracy with former Chief Justices in Delhi. 'From what we've seen so far, many people across the country support One Nation, One Election. In the past, general and assembly elections were held together, like four elections were held together in 1967. In 1957, you will see that about seven legislative assemblies were dissolved to conduct seven elections. Now, under the Constitution, the Election Commission has the power to notify elections for Parliament and state assemblies six months in advance, under Sections 14 and 15 of the Representation of the People Act. It also has some flexibility to hold elections together within a few months. So today, as we meet in Delhi, we will be discussing important issues like federalism and democracy with the former Chief Justices, and committee members will raise their questions,' Chaudhary said. Patna (Bihar) [India], July 2 (ANI): Rashtriya Janata Dal (RJD) leader Tejashwi Yadav on Tuesday slammed the Election Commission of India (ECI) for not addressing concerns regarding the Special Intensive Revision (SIR) of electoral rolls being carried out in the state, which the RJD leader has claimed is being used to the National Democratic Alliance (NDA) win the upcoming Bihar polls by denying poor people their right to vote. The RJD leader also claimed that the Narendra Modi-led Centre will impose President's rule in the state to consolidate power. Attacking the poll panel for not clarifying the doubts of political parties, Yadav told ANI, 'Two days after the (SIR) notification itself, we have asked the Election Commission that our mahagathbandan, the alliance, wants to meet with you, a delegation wants to meet with you. Though the sad thing that in the state in which elections will happen, if Opposition wants to meet with Election Commission to raise doubts for clarity but Election Commission not giving a time for meeting itself.' The remarks of Yadav were made on the day ECI was supposed to meet a multi party delegation to talk about the SIR exercise, however that meeting had been postponed. One President's rule, the former deputy Chief Minister claimed, 'I feel that they will impose President's rule, in the coming months there is a big conspiracy, Modi will impose president's rule and take it all in his hands. It is such a big issue that voting rights are being taken away and EC is not meeting, what else do we do? Where is justice? This is injustice,' he added. The RJD leader also claimed that voting rights being allegedly taken away is just the first step, with the BJP coming for people's pensions and rations later on. 'It looks like the Election Commission has become Modi's, BJP's Commission, and BJP, Nitish Kumar is silent on this. They are losing the elections by votes so EC is helping them from the back. When they lose, first they cut votes of poor, then pension, after that ration. Modi ji will eat all that up. Voting is a right in a Constitutional democracy, and that too you are taking that way,' he added. Dismissing the plan for implementing One Nation One Election, Yadav said that the poll panel has already shown how it is not able to conduct an election in one state properly. 'They talk about One Nation One Election, but you can't even organise an election in one state properly, cheating happens. It has been made perfectly clear that there is a conspiracy...' Earlier on July 1, the ECI postponed a scheduled meeting with a multi-party delegation which was supposed to take place today, regarding theSpecial Intensive Revision (SIR) of the electoral rolls in Bihar. The Commission claimed that the meeting was postponed due to 'lack of confirmation' from the participating political parties,' sources said. Claiming to represent multiple political parties in the matter, the meeting was initially requested by the All India Congress Committee (AICC), via an email on June 30, EC sources said. Chief Election Commissioner Gyanesh Kumar has affirmed that the main objective of the SIR is to avoid any 'illegible' voter and ensure that no one is left out of the voter list. 'The objective of SIR is to ensure that no eligible voter is left out, and at the same time, no ineligible voter is included in the Electoral Roll,' the CEC said in a statement. The Bihar assembly elections are scheduled to take place at the end of this year. (ANI)
