The Real Estate Regulatory Authority (RERA) on Wednesday pulled up the Delhi Development Authority (DDA) over the quality of construction at a luxury housing complex in Dwarka and ordered an inspection of the flats by a team of its engineers.
RERA was hearing complaints raised by 11 residents of DDA's Golf View Apartments in Dwarka, who had approached it regarding the construction quality of the flats and common facilities that they termed 'poor'.
While RERA stated that it was 'really concerned about the quality of work', the counsel for the DDA, claimed that issues raised by the residents have been resolved and photos and videos submitted.
Golf View Apartments boasts 11 towers housing 1,130 luxury flats — 14 penthouses, 170 Super High-Income Group (HIG) flats and 946 HIG flats.
Anand Kumar, Chairman of RERA for the National Capital Territory (NCT) of Delhi, ordering an inspection of the housing complex in Dwarka Sector 19B by RERA engineers, said: 'We also direct a team consisting of RERA's Executive Engineer and Assistant Engineer to inspect the flats allotted to all the complainants and submit a report on the condition and also on the completion of common facilities and parking areas,' Kumar said.
'We are really concerned about quality of work which has been carried out by the contractor in subject project. We have also gone through the report submitted by Superintendent Engineer (P&HQ) Dwarka dated 14/5/2025. We are of the opinion that there are many issues remain to be addressed as far as construction quality is concerned. We direct VC DDA to look into the matter of construction of subject project vis-a-viv the specifications given in tender immediately and satisfy himself that the construction indeed had been carried out, and submit a report to this authority in six weeks,' he also said.
Meanwhile, a DDA spokesperson on Wednesday told The Indian Express: 'It has been observed that sewer blockages are not led by the system design or material defects, but improper disposal of construction waste due to alterations (made in the flats by residents). Notices and fines are being issued for violations, including recovery of blockage clearance costs, from specific apartments/contractors found responsible.'\
'Any other issue, if at all, that may be there is being addressed by the DDA promptly. While the DDA is committed towards the satisfaction of the allottees, it requests (allottees) to ensure structural alterations are done without causing inconvenience to other allottees and as per the norms,' the spokesperson added. RERA had in April asked the DDA to set up a panel to look into people's grievances and submit a report on the actions taken within a month.

The scheme will cater to all income groups, with 10% of the plots reserved for the economically weaker section (EWS) and another 10% for the middle-income group (MIG). Plot sizes will include 30 square metre for EWS, 65 square metre for MIG, and 128-300 square metre for high-income group (HIG) buyers. Residential plots will range between 80 and 200 square metre, while commercial plots will be priced at around ₹23,000 per square metre, officials said. The Board has promised a modern neighbourhood equipped with roads, streetlights, parks, and essential civic infrastructure. 'Registrations will open once the scheme is launched, and allotment will be through a lottery system,' Shukla said. Applicants will get one month to apply, and successful candidates will have to complete payments within the stipulated period. The scheme, initially planned for launch in January and later during the Mahakumbh, was delayed over land mutation and no-objection certificates. Officials now say the required approvals, including RERA clearance, are in the final stages. 'We expect to launch the scheme within three months of completing all documentation work and after obtaining the RERA approval. Farmers, compensated through land pooling, will receive their plots first. Preparations are underway for the lottery in the last week of this month,' Patel said. Given its strategic location and the scale of planned infrastructure, the Board anticipates strong demand once the scheme opens. Authorities believe the project could emerge as one of the most sought-after housing clusters in Lucknow, an official said.

Bhopal/Jabalpur: The MP high court has summoned Bhopal collector Kaushlendra Vikram Singh on August 25 in connection with a contempt petition filed over non-compliance of the court order to execute the revenue recovery certificate (RRC)for recovery of Rs 70 lakh from a builder issued by Real Estate Regulatory Authority (RERA). Bhanu Pratap Singh from Gwalior in his contempt petition said that he had filed a petition in RERA for recovery from a Bhopal-based builder. RERA decided the case in his favour and issued a RRC of Rs 70 lakh. The RRC was to be executed through collector Bhopal but he didn't execute the RRC. Then, he moved the MP high court seeking direction to collector Bhopal to execute the RRC. The high court disposed of his petition with a direction to collector Bhopal to execute the RRC for recovery of the amount from the builder. However, the RRC has not been executed yet, thus bringing him back to court with a contempt petition. Following initial hearing, the bench of Justice Vishal Mishra directed the Bhopal collector to appear in the court in person to explain the reason for his non-compliance of the court order. Ghaziabad: The district consumer forum in Ghaziabad directed Bank of India to pay Rs 1 lakh as an insurance claim to a customer instead of the insurance company for the bank's failure to deduct the annual premium despite an auto-debit mandate submitted by the policyholder. Jagdish Kumar of Sarvoday Nagar filed a petition before the commission in March 2019, after Bank of India and its insurance partners, Star Union Dai-ichi Life Insurance (SUD Life) and New India Insurance Company, rejected his claim, citing that annual premium for the Pradhan Mantri Jeevan Jyoti Bima Yojna had not been paid by the policyholder for two consecutive financial years and hence was discontinued. Kumar told the consumer forum that his wife had purchased two insurance policies—Jeevan Jyoti and Pradhan Mantri Suraksha Bima Yojna—through BOI and its insurance partners in June 2015. Kumar was the nominee in both policies. The petition claimed that his wife had a savings bank account with BOI's Ghaziabad branch since Sept 2007, and when the two insurance schemes were launched by the govt, she took both. She allowed the bank to auto debit the amount for the annual premiums— Rs 12 for Suraksha and Rs 330 for Jeevan Jyoti—from her savings bank account, as prescribed in the insurance schemes. Auto-debit mandate, commonly used for payments such as loan EMIs, utility bills and other recurring expenses, authorises businesses to collect recurring payments from a customer's bank account automatically. The policyholder died on June 16, 2018, during treatment. Subsequently, Kumar approached BOI to claim the Rs 2 lakh sum assured under each scheme, but his application was rejected. "The bank informed me that premiums for the Jeevan Jyoti scheme had not been paid in 2017 and 2018, so the policy was discontinued, and the claim could not be processed," Kumar told the commission. Under the Jeevan Jyoti scheme, Rs 2 lakh is paid to the nominee upon the death of the insured member, regardless of the cause of death. Kumar named BOI's Ghaziabad branch manager, its Mumbai-based head office, SUD Life, and New India insurance companies in the petition and accused them of being deficient in service under the Consumer Protection Act. During the hearing, the commission served notices to the parties in Oct 2018. But both the insurance companies refused their responsibility and pointed out that the terms of the agreement failed with the insurer if the premium is not paid. SUD Life also submitted that the nominee did not inform them about the death of the policyholder within the stipulated time. The commission, however, concluded that when the policyholder had mandated auto debit of the premiums for both the policies from her savings account, the onus was on the bank to ensure the sums were paid annually. "From records, we can see that premiums for Pradhan Mantri Suraksha Bima Yojna have been regularly deducted from the (policyholder's) account on May 30, 2016, May 29, 2017, and May 25, 2018, but the same was not done for Pradhan Mantri Jeevan Jyoti Bima Yojna," the commission observed. The forum also rejected the argument of BOI that the policyholder should have made an application to renew the policy when the amount was not deducted. Releasing the insurance companies from their responsibility, the commission held BOI accountable for the deficiency in service by not depositing the premiums despite an auto-debit mandate. The commission ruled that since the Suraksha scheme applied to accidental death, the claim under the policy could not be entertained. "However, as far as the claim under Pradhan Mantri Jeevan Jyoti Bima Yojna is concerned, the defaulter bank is liable to pay Rs 1,00,000 with a compensation of Rs 5,000 for mental agony and litigation cost to the customer within 45 days of the order," the commission ruled.
