Bengaluru's drinking water crisis is due to delay in Mekedatu project clearance, Karnataka writes to Jal Shakti Minister C R Paatil

Indian Express08-07-2025
Seeking early clearance for the implementation of the Mekedatu dam project, the Karnataka government has told Union Jal Shakti Minister C R Paatil that the delay in the clearance has caused a drinking water crisis in Bengaluru.
In a petition submitted by Deputy Chief Minister D K Shivakumar to C R Paatil on Tuesday, the state government said that construction of the reservoir – which is opposed by Tamil Nadu – was permitted as per Clause XIII of the Cauvery Water Disputes Tribunal.
Noting that the project was located 'well within the territorial limits of Karnataka', the petition said 'neither Karnataka nor Central government need to take the consent of the State of Tamil Nadu' for the project. It also cited a Supreme Court judgment to support this view.
'The Project, as planned, does not cause any prejudice or injury to the State of Tamil Nadu. In fact, it helps Tamil Nadu such that the water can be regulated to Tamil Nadu during distress year as per the monthly schedule of release of water,' the letter read.
Karnataka argued that the climate extremes in the basin 'strengthen the demands of Karnataka' for early construction of the project. 'The delay in accordance of clearances by the Central Government has caused immense socio-economical losses/impact to the State of Karnataka including Drinking Water crisis in the Bengaluru Metropolitan city region,' it said.
Shivakumar also submitted a petition to Union Minister for Environment, Forest and Climate Change Bhupendra Yadav, seeking in-principle approval for the diversion of 111 hectares (around 274 acres) of forest land–partly situated in Hassan and Tumakuru districts–for the implementation of Yettinahole Integrated Drinking Water Supply Project.
The land is for the construction of a gravity main canal that would provide drinking water in the villages of the two districts.
The project aims to divert 24.01 thousand million cubic feet of water from streams in the Western Ghats to drought-prone areas such as Chikkaballapur, Kolar, Tumakuru, Hassan, and other districts.

Delhi Moves Supreme Court To Review Ban On Older Diesel, Petrol Vehicles, Calls for Scientific Study

The Delhi government has approached the Supreme Court, seeking a review of the ban on end-of-life vehicles (ELVs), diesel vehicles older than 10 years and petrol vehicles over 15 years, operating in the Delhi-NCR region. The move marks a significant pushback against an existing directive that has drawn criticism for its perceived lack of nuance and disproportionate impact on middle-class vehicle owners. In its application, the Delhi government has requested the apex court to direct the Central government or the Commission for Air Quality Management (CAQM) to undertake a comprehensive scientific study. The study argues that it should assess the actual environmental impact of the age-based vehicle ban and evaluate whether such a measure makes a meaningful contribution to air quality improvements in the National Capital Region (NCR). The plea emphasises the need to re-examine the effectiveness, feasibility, and fairness of a blanket age-based restriction. Instead, the government advocates for a more refined, emission-based regulatory framework that takes into account individual vehicle emissions and roadworthiness rather than relying solely on age as a disqualifying factor. "The current approach mandates collective compliance, without distinguishing between heavily polluting and well-maintained, low-use vehicles," the application states. "This does not align with the broader objective of effectively reducing pollution levels in the region." The Delhi government further highlighted that BS-6 (Bharat Stage 6) vehicles, introduced as a cleaner emission standard, emit significantly fewer pollutants than their BS-4 counterparts. It argued that many vehicles currently impacted by the ban are well-maintained, compliant with emission norms, and used infrequently, factors that result in minimal actual emissions. According to the application, studies suggest that such low-usage, older vehicles contribute negligibly to overall pollution, raising concerns about the proportionality of the ban. The government warned that the directive has placed undue hardship on middle-class citizens who may rely on these vehicles for limited but essential transport needs. The Delhi government is urging the court to revisit the 2018 order that enforces the vehicle age cap and instead focus on more targeted, scientific, and equitable measures to combat pollution.

"Bogus votes were created": DK Shivakumar backs Rahul Gandhi's claim on 'voter list irregularities' in Karnataka

Extending his support to Congress MP Rahul Gandhi 's allegations against the Election Commission in Karnataka, Deputy CM DK Shivakumar on Saturday said that bogus votes were found in several urban booths across the state and the matter would be brought to the notice of the public and the poll body. Speaking to ANI, Karnataka Deputy Chief Minister stated that Congress party has conducted research in many booths and found that votes were shifted "without" any proper documents. All bogus votes were created... We will present this evidence to the election commission. Whether they agree or not, that's a different issue. We will present it in front of the people too... A very big injustice has been given to those assembly segments. Our constituencies have been affected with this.... I stand by his statement," DK Shivakumar said. His statement came after Congress MP and Lok Sabha Leader of Opposition (LoP) Rahul Gandhi accused the Election Commission of India (ECI) of indulging in "cheating" during the voter list revision process in a Karnataka constituency. On July 24, Gandhi claimed to have "100 per cent" proof of the alleged manipulation, which involves adding and deleting voters, but hasn't presented any evidence yet. Live Events He alleged that thousands of new voters aged 50, 60, and 65 have been added to the list in a single constituency and eligible voters above 18 have been removed from the list. "Today we have 100 per cent proof of Election Commission allowing cheating in a seat in Karnataka. When we decide to show it to you, it is 100 per cent proof. We just looked at one constituency and we found this. I am absolutely convinced that constituency after constituency this is the drama. Thousands of new votes, aged 50 or 60, 65 (are there) in one constituency. Then voter deletion, people who are way above 18," he said. The opposition parties, including Congress and Samajwadi Party, have been protesting against the SIR exercise, alleging that it's an attempt to disenfranchise voters, particularly from marginalised communities. They claim that the process is being used to remove names from the voters' list, which could impact the outcome of upcoming assembly elections.
