Uttam reviews State-wide water availability, wants optimal use for Kharif

Minister for Irrigation and Civil Supplies N. Uttam Kumar Reddy on Saturday reviewed the availability of water across all major reservoirs in the State and instructed the irrigation authorities to prepare a scientific and practical plan for optimal utilisation of water during the ongoing Kharif season (vana kalam).
The plan must take into account current reservoir levels, expected monsoon inflows and the total ayacut that could be served effectively, he said and noted that the Irrigation and Agriculture Departments had worked in tandem during the previous Kharif and Yasangi seasons, leading to a record production of 281 lakh tonnes of paddy, and made the State the largest paddy-producer in the country.
Reviewing the water resources in both the Krishna and Godavari Basins, he assessed the readiness of the department to meet the irrigation needs of farmers. He told the officials to maintain the same level of coordination with District Collectors and field staff as in last year to ensure optimal water use for the present crop season.
The Minister stressed for a clear and coordinated water release strategy to be in place based on real-time data, crop patterns and the geography of ayacut. 'Our primary objective is to ensure that no farmer suffers due to lack of water. The entire department must work proactively with foresight and accountability', Mr. Uttam Reddy said.
Reviewing the monsoon preparedness, the Minister told the officials to take precautions to be taken before and during the periods of heavy rainfall. He directed the officials to closely monitor dams, reservoirs, canals and allied structures and take preventive measures to avoid breaches, flooding or infrastructure damage.
The Minister instructed the department to stay in regular contact with the Disaster Management Department and ensure strong inter-agency coordination for flood control. 'Public safety and the structural integrity of all irrigation assets is non-negotiable. Officials must remain alert and responsive at all times', he added.
Remove encroachments
The meeting addressed long-pending land encroachment issues of properties belonging to the Irrigation Department. The Minister directed the officials to identify and evict illegal occupants from irrigation lands and facilities across Telangana, including the premises of Water and Land Management Training and Research Institute (WALAMTARI), and Engineering Research Laboratory (ERL). He announced that a statewide drive would be launched soon to reclaim and secure all irrigation department properties.

Uttam Kumar Reddy has stated that there is no better welfare scheme than providing fine-quality rice to ration cardholders under the public distribution system, and Telangana is the only State in the country to do so. Speaking at a programme in Huzurnagar on Tuesday to distribute new ration cards, he said he was fortunate that the supply of fine-quality rice as part of PDS was launched in his constituency. The in-charge Minister for the combined Nalgonda district, A. Laxman Kumar, Commissioner of Civil Supplies, D.S. Chouhan, and others participated in the event. Alleging that the previous Bharat Rashtra Samithi (BRS) government had neglected the issuance of new ration cards, Mr. Uttam Reddy said the Congress government would give new ration cards to every eligible family/household. He explained that their government had issued 7,95,685 new ration cards with a total of 33,97,367 beneficiaries. At the time of the Congress government assuming office, there were about 89 lakh ration cards in the State with a total of 2.81 crore beneficiaries. The number of beneficiaries has now gone up to 3,78,00,367 which has set a new benchmark in welfare governance by delivering food security, nutrition and social justice to over 80% of the State's population. Mr. Uttam Reddy recalled that the Fine Rice Scheme, which ensures 6 kg of fine-quality rice per person per month to every ration card holder, has emerged as the country's most ambitious and inclusive food welfare programme. He stated that over 1.85 crore people benefited from the first phase of fine rice distribution beginning in Huzurnagar and on expansion in ration card coverage, over 3.15 crore individuals were now receiving this entitlement regularly across the State.

Kolkata, Jul 29 (PTI) West Bengal Chief Minister Mamata Banerjee on Tuesday said disbursement of fresh financial assistance under a scheme aimed to benefit over one crore farmers in the state started from Tuesday. Under the 'Krishak Bandhu (Natun)' scheme, farmers and sharecroppers in the state are provided assistance of Rs 10,000 per acre in two installments annually. Those with less land also receive assistance on a proportional basis (minimum Rs 4,000). 'I am delighted to announce that assistance under the Krishak Bandhu (New) scheme for the upcoming Kharif season has started from today," Banerjee said in a post on X. 'This time, 1 crore 9 lakh farmers and sharecroppers in the state are receiving this assistance. A total of Rs 2,930 crore is being directly transferred to their bank accounts," she said. Towards the end of the year, the same amount will be provided for the Rabi season as well, the CM said. The scheme was renamed as 'Krishak Bandhu (Natun)' in June 2021. 'Since its launch in 2019, we have disbursed a total of Rs 24,086 crore to our farmers through this scheme. I am proud of this! Not only that, if any farmer between the ages of 18 and 60 passes away, their family is provided with social security assistance of Rs 2 lakh. Under this component, nearly 1 lakh 46 thousand farmer families in Bengal have received a total of Rs 2,920 crore in assistance," Banerjee said. 'I always believe that our farmers are our wealth, our pride. Our government will continue to work in this manner for their overall welfare in the days to come," she added. Bengaluru: Evenas Karnataka is witnessing a favourable monsoon this year, a severe fertiliser shortage is threatening to derail the sowing season across the state. Farmers, grappling with the age-old dilemma of mismatched timing — 'when it rains, there's no fertiliser; when fertiliser is available, there's no rain' — are now queuing up outside cooperative societies as early as 5 a.m. in desperate attempts to secure fertilisers for their crops. In a dramatic expression of anguish, a farmer in Koppal reportedly ate a handful of soil in front of the Huttuvalli Cooperative Society near Basaveshwara Circle to protest the unavailability of fertilisers. Similar scenes are being reported from Kalaburagi, where farmers complain of an artificial scarcity of fertilisers and seeds, and allege that they are being forced to pay exorbitant prices for essential agricultural inputs. Evidence of fertiliser and seed being sold at inflated rates has surfaced, with visuals accessed by TV9 confirming the malpractice. Cotton seed packets priced officially at Rs900 are being sold for Rs1,200. Urea, which should cost Rs258, is being sold at anywhere between Rs400 and Rs500. DAP fertiliser priced at Rs1,200 is now going for as much as Rs 1,800. Farmers are forced to bear the brunt of these black-market rates amid a critical sowing window. In Gadag district's Nargund town, farmers are standing in line for hours in the rain, anxious that without timely application of fertilisers, their crops could fail. Frustration is mounting, with farmers holding officials responsible for the poor supply. In the midst of this crisis, Hebbal Swamiji from Davangere has become a beacon of hope for many. He has successfully used nano urea on maize crops and reported healthy yields, urging fellow farmers to adopt nano urea as an alternative solution during the ongoing crisis. Highlighting the urgency of the matter, Chief Minister Siddaramaiah has written to Union Fertilisers Minister J.P. Nadda, urging speedy supply of the remaining urea stock allocated for the Kharif 2025 season. Of the 11.17 lakh metric tonnes allotted to Karnataka, only 5.16 lakh metric tonnes have been supplied so far. As the crisis escalates, all eyes are now on the Centre's response and whether swift action will be taken to ensure farmers are not left stranded in the middle of a promising monsoon season.
