Govt to ensure power supply during Ramadan, including theft-prone areas
The federal government has affirmed its readiness to provide uninterrupted power supply to consumers during sehri and iftar hours across all areas in Ramadan, including those with high electricity theft, according to Express News.
Energy Minister Owais Leghari said that instructions would be issued immediately to ensure uninterrupted power for fasting households. Leghari also dismissed speculation about imposing a solar tax, stating that there were no past or future plans for such a levy.
He suggested that power tariffs could be reduced further in the coming months.
During a Senate Standing Committee on Power meeting, government officials provided updates on negotiations with independent power producers (IPPs).
Special Assistant to the Prime Minister on Power Muhammad Ali said agreements with six IPPs had already been terminated, and discussions were ongoing to transition others from dollar payments to local currency.
He noted that circular debt reduction remained a priority, with plans to waive interest on outstanding dues and seek fixed-cost loans from banks to clear liabilities.
The meeting saw a dispute over journalists recording the proceedings.
A reporter attempted to film, prompting Leghari to question whether parliamentary rules allowed such recordings.
Senator Shibli Faraz remarked that journalists could face action under Pakistan's cyber laws if they misreported the session.
However, the committee chairman, Senator Mohsin Aziz, ruled in favour of allowing media coverage, acknowledging that state broadcasters were slow to release footage.
The decisions on electricity supply and power sector reforms come as Pakistan grapples with an economic crisis and rising energy costs, making affordability and accessibility key public concerns.

Senator denounces rich nations for climate change
Experts and lawmakers have underlined the need for a rapid shift to clean, affordable energy alongside expanded forests as extreme heat and floods recently hit different parts of Pakistan, particularly Khyber-Pakhtunkhwa (K-P). They have also called for urgent action to promote renewable energy, restore ecosystems such as the Indus Delta and strengthen green financing. Speaking at the National Climate Justice Youth Film Festival 2025, they criticised developed nations for fueling climate change. The Indus Consortium, an organisation focused on climate change, humanitarian and development issues, organised the festival. Parliamentarians, civil society representatives, academics, diplomats and climate activists attended the seminar. Indus Consortium Chairman Liaqat Ali said the festival had become a flagship platform for the youth to share their creativity and contribute to the climate justice movement. He noted that Pakistan was increasingly vulnerable to heat waves, droughts and flash floods, which threaten communities, ecosystems and the economy. He called for urgent action to promote renewable energy, restore ecosystems such as the Indus Delta and strengthen green financing. Senator Sherry Rehman, the Chair of the Senate Standing Committee on Climate, criticised the developed nations for fuelling climate change, saying Pakistan, which emits less than 1% of global carbon, was paying the price for their industrial greed. She called climate change a global crisis created by the industrialised world but disproportionately devastated vulnerable countries like Pakistan. "Crop burning, brick kilns and unchecked urban development are killing our people," she said. Citing the 2022 floods that submerged one-third of Pakistan and recent disasters that killed hundreds across 63 districts, Sherry Rehman termed the situation "climate injustice" as $7 trillion continues to be funnelled into fossil fuel subsidies worldwide. She warned that record-breaking heat waves, rising seas and deforestation threaten Pakistan's agriculture, livestock and human survival. She urged immediate domestic action, including expanding the forest cover, regulating urban growth, encouraging low-plastic startups and embracing renewable energy. "Pakistan is already the world's sixth-largest solar user. Sindh is investing heavily in clean energy. We must build resilience with what we have and protect our people," the senator stressed, adding that saving nature is now a matter of national survival. Senator Poonjo Mal Bheel, Member of the Senate Standing Committee on Power, highlighted the situation prevailing in Thar. He pointed out that electricity shortages of up to 18 hours a day leave students and young entrepreneurs without essential facilities. "In today's world, electricity is a basic human right. Without it, our youth cannot study, work or participate in e-business. If clean, affordable energy is not provided, they will be left with no choice but to rely on scarce government jobs," he warned.

CM Gandapur releases Rs3b for flood relief in K-P
The Khyber-Pakhtunkhwa (K-P) government has released Rs3 billion for flood rescue and relief operations following widespread destruction caused by heavy rains and flash floods. Chief Minister Ali Amin Gandapur left Dera Ismail Khan to visit flood-affected areas, where he is expected to meet families and review relief efforts, Express News reported. At a high-level meeting in Peshawar, attended by the chief secretary, divisional commissioners, deputy commissioners, and PDMA officials, authorities reported that at leas 308 people have lost their lives so far, with 23 injured. The government has allocated Rs1.5 billion to the Provincial Disaster Management Authority (PDMA) and Rs1.5 billion to the communications department for rehabilitation. Additionally, Rs500 million has been provided to deputy commissioners for compensation to victims' families. Medical teams, food supplies, and medicines have been dispatched, while helicopters and rescue teams are engaged in relocating people and restoring access roads. Authorities have declared a flood and health emergency across the province, with operations continuing in coordination with federal government and military support but led by the civil administration. CM Gandapur directed that road links be restored urgently, and helicopter services arranged where necessary. He ordered compensation payments within two days and ensured uninterrupted food supplies.

Industrial, agricultural consumers: Govt working on ‘surplus power package' proposal: minister
ISLAMABAD: Federal Minister for Energy (Power Division) Sardar Awais Ahmad Khan Leghari said the government is working on a proposal for a 'Surplus Power Package' for industrial and agricultural consumers, in line with the 'Bijli Sahulat Package' for the next three years. Speaking during the question hour in the National Assembly on Monday, the minister said the proposed package would be available to all industries, including the export sector, based on incremental power consumption. He said the Energy Ministry is developing a plan to offer discounted electricity rates on additional usage. Greenfield industries—such as data centers and crypto-mining operations—may receive these discounted rates on their entire consumption, subject to certain conditions. Responding to a supplementary question, Leghari said the government is also working on a direct subsidy scheme to end cross-subsidies, which place a burden on domestic consumers. In a written reply, the minister informed the house that as of May 2025, the circular debt in the power sector stood at Rs2.47 trillion. He said the main causes of debt accumulation were inefficiencies in distribution companies (DISCOs), high technical losses, and revenue recovery shortfalls compared to targets set by National Electric Power Regulatory Authority (NEPRA). He said that other sources of debt increase include unbudgeted subsidies and financial cost (delayed payment charges) of payables to the power producers. He said that in order to reduce debt stock, an amount of Rs1.275 trillion is being arranged to finance/refinance the current stock of circular debt. He said that the loan will have a six-year tenure at an interest rate of 3-month KIBOR minus 0.9 per cent and will be repaid through the Debt Service Surcharge already collected from electricity consumers in their monthly bills as the Financial Cost Surcharge (FCS). To prevent fresh accumulation of debt, the minister said multiple measures are underway, including tariff renegotiations with independent power producers (IPPs), privatization of four DISCOs, reducing technical losses through efficiency improvements, market liberalisation, and ensuring future capacity additions are made on a least-cost basis. Responding to a calling-attention notice, Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry said the National Disaster Management Authority, in coordination with provincial authorities, regularly runs public awareness campaigns and issues timely updates, forecasts, and precautionary measures on weather conditions, rainfall, floods, and other natural disasters. Later, the National Assembly unanimously passed a resolution urging the federal and provincial governments to take necessary steps to celebrate the 1,500th Eid Milad-un-Nabi (SAW) in a befitting manner. The resolution, moved by Pir Syed Fazal Ali Shah Jillani, called for organising Milad programmes at the highest level and illuminating both government and private buildings. It emphasised the importance of promoting the teachings of the holy Prophet Hazrat Muhammad Sallallaho Alaihe WaAlayhee Wassallam, Khatim-un-Nabiyeen. In connection with National Minorities Day, the House also passed another resolution moved by Naveed Aamir Jeeva. The resolution is calling for the inclusion of Quaid-e-Azam Muhammad Ali Jinnah's historic address, delivered on 11 August 1947 to the first Constituent Assembly of Pakistan, into the national curriculum. In that address, the founder of Pakistan declared that 'you are free to go to your temples, mosques, or any other places of worship in this country.
