During the Emergency, when fundamental rights were suspended, Parliament did not work, the judiciary became lame, then these words were added.' Talking to reporters, Singh said, 'I think any right-thinking citizen will endorse it because everybody knows that it was not part of the original Constitution written by Dr Ambedkar and the team.' Jammu, Jun 27 (PTI) In an indirect support to the RSS' call to review the words 'socialist' and 'secular' in the Preamble of the Constitution, Union minister Jitendra Singh on Friday said any right-thinking citizen will endorse it because everybody knows that these words were not part of the original Constitution written by Dr Bhim Rao Ambedkar.
'It is not a question of the BJP versus the non-BJP. It is a question of preserving democratic and constitutional values,' Singh said, adding that those who are raising the Constitution book are the biggest violators of it.
Replying to another question on whether the BJP is going to bring a bill in Parliament regarding this, he said, 'I did not say that. I am not accredited to say that.' He further said just yesterday, Dattatreya ji raised a demand for the removal of these words. 'These were not part of Dr Ambedkar's original Constitution. These words are not the legacy of Dr Ambedkar.
'Ambedkar gave us the best Constitution in the world. If these terms were not his idea, then whose ideology was it that inserted them?' Taking a dig at the Congress, he said the term of the Lok Sabha and state assemblies was extended under these clauses from five to six years during the Emergency.
'This provision was misused in Jammu and Kashmir as well. Sheikh Abdullah extended the term of the Jammu and Kashmir Assembly to six years.
'When Morarji Desai became prime minister after three years, he reversed this provision at the national level. However, using Article 370, this change was never implemented in Jammu and Kashmir,' he said.
The Union minister further said while all other assemblies in the country reverted to a five-year term, the J-K Assembly continued with a six-year term until August 5, 2019, when abrogation took place.
'The Jammu and Kashmir government not only misused the Emergency provisions, they misused them twice by invoking Article 370,' he said.
Hosabale said discussions were held on this issue later, but no effort was made to remove them from the Preamble. So whether they should remain in the Preamble should be considered, he added.
The suggestion from the RSS' second senior-most functionary to consider removing the two terms came as he hit out at the Congress for its Emergency-era excesses and demanded an apology from the party.
Lambasting the Congress for showcasing itself as the champion of Independence, he said, 'I can say this with full confidence that no matter how many times the Congress beats the drum about the Constitution or how loudly it calls itself the party of freedom fighters, the truth is that the Congress never demanded independence. I am saying this with all the confidence at my command.' He further said until 1930, there was no document or record in which the Congress had demanded that India be given independence or had raised the slogan of complete independence.
'Even post-1930, the Congress was only demanding home state, home rule or dominion status. When Bhagat Singh was demanding complete independence, the Congress was still only talking about home rule. It was only in 1931, at the Lahore session of the Congress, after the hanging of Bhagat Singh, that the first resolution was passed demanding complete independence,' he said.
It was also done in the wake of high emotions running among youth after the hanging of Bhagat Singh, he said.
Singh said the resolution included the demand for independence, which means Congress only truly demanded freedom 17 years before it was achieved. 'So, if we go by that, Congress fought for India's independence only for 17 years,' he said.
Lashing out at the Congress for the imposition of the Emergency, he said Indira Gandhi, in the darkness of night, woke up then president Fakhruddin Ali Ahmed from sleep to impose the Emergency. 'A specific 38th constitutional provision was used at that time so that no one could approach the court.' He said subsequently, a series of amendments were passed, among which the most notorious were the 42nd and 43rd Amendments. 'It was under these amendments that the words 'secular' and 'socialist' were inserted into the Constitution,' he said, adding that just on Thursday, Hosabale raised a demand for the removal of these words. 'We are in the process of finalising the pilot projects,' said CR Patil, Union Minister for Jal Shakti. 'These projects will provide adequate water at a central location with enough pressure so that different farmers can utilise it according to their needs." However, in response to a question about whether the Centre has any plans to tax water supplied to farmers, Patel categorically said that the matter falls under the jurisdiction of state governments and is a state subject. The scheme aims for modernisation of the irrigation water supply network to supply irrigation water from existing canals or other sources in a designated cluster. It will make robust backend infrastructure for micro-irrigation by farmers from established source to the Farm gate up to 1 Ha with underground pressurised piped irrigation. The technology will be used for water accounting and water management. This will increase the Water Use Efficiency (WUE) at the farm level, increase agriculture production & productivity; and thereby increase the income of farmers. 'We are in the process of finalising the pilot projects,' said Patil. 'These projects will provide adequate water at a central location with enough pressure so that different farmers can utilise it according to their needs.' According to the Annual Groundwater Extraction report, the agricultural sector accounts for 87% of the total 239.16 billion cubic meters (BCM) of water extracted. Indiscriminate extraction led to severe depletion of ground water in different states. For this scheme, the Central government has allocated ₹1,100 crore, with an additional ₹500 crore provided from other projects. 'This decision will revolutionise the agriculture sector,' stated Patil. When asked about India's stance on the Ganga Water Treaty, which is set to expire next year, Patil stated that a decision would be made in the country's best interest, as it is an international treaty. 'The current political situation in Bangladesh is not conducive to discussing another river treaty like the Teesta,' Patil noted while interacting with the media on the 11th anniversary of the Narendra Modi government.

'Seeing the [impending] defeat of Nitish Kumar-led BJP and NDA, it seems there is a conspiracy to remove the names of the poor, exploited, deprived, backward, extremely backward, Dalits, tribals and minorities from the voters' list,' Mr. Yadav claimed. Floods and documents 'Lalu ji always says that the rule of votes means the rule of poor people. I must say that 73% of the people in Bihar live in flood-affected areas and at such a time, how will people show their documents? They will first protect their lives and property, not the documents,' he further said. Congress national spokesperson Pawan Khera, who was also present in the press conference, added that whenever the NDA government faces a crisis, it goes to the Election Commission. 'A letter was written on the activities of the Election Commission and Kharge ji has also raised questions on the EC in this matter, but no answer has been given so far. Whenever questions are raised on the Election Commission, BJP comes forward to answer,' Mr. Khera said. Communist Party of India (Marxist-Leninist) general secretary Dipankar Bhattacharya asked if the EC had such an exercise in mind then why did the poll body not discuss it during the meeting with all the parties in New Delhi. 'It is the work of the Election Commission to register the name of the voter. Before going to the election, the voter will have to face the questions of the Election Commission and will have to prove how they became a voter. For this, documents will also have to be submitted whereas it is the government's job to give birth certificates to everyone. Why did the government not do this work?' Mr. Bhattacharya asked. Bengaluru, June 27 (UNI) The Karnataka High Court today quashed two criminal cases filed against former Chief Minister and BJP leader Basavaraj Bommai, who was facing charges of promoting enmity between religious groups over remarks made during a political rally against the Waqf Board. The allegations stemmed from a protest rally held by the BJP in November 2024, where Bommai had sharply criticised the Congress-led State government and the Waqf Board. He was reported to have said, "If a stone is thrown in Savanur, wherever it falls, it is Waqf land." The comment was perceived as inflammatory and led to charges under Section 196(1)(a) of the Bharatiya Nyaya Sanhita, 2023. Challenging the FIRs, Bommai moved the High Court seeking quashing of the cases, terming them "politically motivated and legally untenable." Justice S.R. Krishna Kumar, who presided over the matter, ruled in Bommai's favour. 'In light of the vague, bald, omnibus, laconic allegations made in the impugned complaint, coupled with the principles stated by the apex court and this court, the continuation of the proceedings would amount to an abuse of process of law,' the judge said in a strongly-worded order. The Court made it clear that the relief granted would apply solely to Bommai and not to other co-accused in the case, if any. Bommai was represented by Senior Advocate Prabhuling K. Navadgi, with Advocate Shivaparasad Shantanagoudar filing the petitions on his behalf. The verdict is expected to bring significant political relief to the former CM, who has been a vocal critic of what the BJP has called 'discriminatory land policies' allegedly favouring minority institutions under the current government.
