The Punjab Land Records Authority (PLRA) has launched a franchising programme to expand public access to services across the province.
The initiative follows the success of a pilot project in Sahiwal and will now be implemented in all districts through the establishment of privately operated Arazi Moawin Centres under a public-private partnership model.
The franchising framework, formalised through the Punjab Land Records Authority (Franchising of Services) Regulations, 2025, is purportedly designed to reduce reliance on traditional 'patwar' systems and bring transparency, efficiency, and dignity to land management.
According to PLRA Director General Ikramul Haq, the new model will not only simplify access to land records for citizens but also promote employment and entrepreneurial opportunities.
The newly introduced Arazi Moawin Centres will serve as authorised franchise outlets providing a range of essential services. These include issuance of land ownership documents (fard), property transfer entries (intiqal), and the facilitation of digital services such as e-registration, e-stamping, and remote attestation through video links with official Arazi Record Centres (ARCs).
Applicants seeking to operate a franchise must meet specific eligibility criteria. These include a minimum qualification of matriculation, basic computer proficiency, and successful completion of a pre-qualification process administered by the authority.
Existing employees of the PLRA may also apply, provided they resign before final approval and execution of the franchise agreement.
To ensure consistency and quality of service, franchise operators are required to establish properly equipped offices, follow cybersecurity protocols, and operate only at approved locations.
The PLRA has explicitly barred franchise activity within unapproved housing societies and has warned against any form of illegal association or fraudulent activity involving government or private entities.
Once approved, the franchise agreements are executed electronically, and operators are granted system credentials to access land data and manage transactions in their designated service areas.

ISLAMABAD: The Securities and Exchange Commission of Pakistan (SECP) has announced revised public offering regime, effective from August 6, 2025, and future initial public offering (IPO) transactions shall be executed in accordance with the amended regulations. The SECP has issued S.R.O.1477(I)/2025 and S.R.O 1476(I)/2025 to amend Public Offering Regulations, 2017 and Public Offering (Regulated Securities Activities Licensing) Regulations, 2017 respectively. In this regard, the SECP has notified the final amendments to the public offering regime. The regime — comprising the Public Offering Regulations, 2017 and the Public Offering (Regulated Securities Activities Licensing) Regulations, 2017—governs the offer of equity securities, debt instruments, and units of REIT schemes to the general public. The revamped regime has become effective from the date of notification, i.e., August 6, 2025. Future IPO transactions shall be executed in accordance with the amended regulations. The SECP had earlier approved amendments to the public offering regime following wide-ranging stakeholder consultations. The updated regulations aim to optimize the IPO experience for issuers and investors by promoting competition, leveraging technology, improving transparency, and introducing a more robust and inclusive price discovery mechanism in the capital market. Key changes include permitting banks and DFIs to act as Consultants to the Issue for equity offerings, as well as introducing a more transparent price discovery process by replacing the single book runner model with the concept of 'Eligible Participant,' enabling wider investor participation. ISLAMABAD: Finance Minister Muhammad Aurangzeb is scheduled to lay before the Upper House of the Parliament the Virtual Assets Ordinance, 2025 - a law that provides for the formation of a regulatory authority to deal with cryptocurrency and other virtual assets - in the Senate session scheduled Friday (Aug 15). Promulgated this 8 July, the Ordinance aims to establish the Pakistan Virtual Asset Regulatory Authority (PVARA) for the licensing, regulation, and supervision of virtual assets and virtual asset service providers. 'The President may, except when the Senate or National Assembly is in session, if satisfied that circumstances exist which render it necessary to take immediate action, make and promulgate an ordinance as the circumstances may require,' reads Article 89 (1) of the Constitution of Pakistan. An ordinance, in the light of the Article 89, remains in effect for 120 days, and it can be extended only once for a further period of 120 days, if a resolution for its extension is passed by either Senate or NA, and stands permanently lapsed after the passage of the extended period. Apart from that, the Senate is scheduled to take up four government bills, already passed by the NA, in its session scheduled tomorrow. Of these bills, three bills —the Anti-terrorism (Amendment) Bill, 2025, the Petroleum (Amendment) Bill, 2025 and National School of Public Policy (Amendment) Bill, 2025 were passed by the NA on Wednesday. The fourth bill, Pakistan Land Port Authority Bill, 2025 was passed by the NA on 7 August. The government side, it is learnt, would try to have these bills passed directly by the Senate without having them referred to the relevant standing committees. The Anti-terrorism (Amendment) Bill, 2025 apparently grants sweeping powers to the law enforcement agencies in nabbing the terror suspects. The Petroleum (Amendment) Bill, 2025 aims at introducing 'IT-based tracking of petroleum products, to curb the smuggling of petroleum products.' National School of Public Policy (Amendment) Bill, 2025 seeks to 'make amendments in the respective acts/rules and replace the words federal government with appropriate authority (ies)' in running the affairs of the National School of Public Policy. The Pakistan Land Port Authority Bill, 2025 aims to 'establish a land port authority to provide and administer an integrated system of facilities for cross-border movement of goods and passengers at land ports in Pakistan and to make provision for its operation, management, development of land port and matters connected therewith and ancillary matter.' ISLAMABAD: Finance Minister Muhammad Aurangzeb has termed as alarming the government figures suggesting that State-Owned Enterprises (SOEs) have incurred losses of nearly six trillion rupees, saying, eight SOEs would be privatised this year. 'This is alarming indeed,' he said, speaking on a calling attention notice in Senate on Tuesday regarding the 'alarming figures revealed in Biannual Performance Report issued by the Finance Division that state-owned enterprises have incurred losses of Rs 5.89 trillion during first half of financial year 2024-2025.' Samina Mumtaz Zehri from Balochistan Awami Party (BAP) was the original mover of the calling attention notice, but was absent from the House when the calling attention notice was taken up on the maiden day of the Senate's 353rd session. Pakistan Peoples Party (PPP) Parliamentary Leader in Senate Sherry Rehman then took up the issue regarding the reported losses incurred by the SOEs. 24 SOEs to be privatised in 3 phases: minister Last year, the revenue was recorded at Rs 12 trillion. 'But 50 percent has been lost as result of losses incurred by the SOEs,' Aurangzeb said. 'This flow is very high—the government is taking different steps to reduce expenditure—like we introduced pension reforms—to cut down on the expenses,' the minister said. He said 24 SOEs have been finalised for privatisation. 'They were referred to the Cabinet Committee on Privatisation, and then finally referred to the Privatisation Commission. Eight SOEs would be privatised this year—the rest would be privatised thereafter,' he said. The Sindh government, Aurangzeb said, is following 'very good' formula of public-private partnership. The chairpersons of the board of directors of the SOEs are being appointed from private sector to involve private sector to improve the affairs at the SOEs, said the minister. 'Three DISCOs (distribution companies) have been put to the process of privatisation—it's yielding good results,' he said. The finance minister said that the cabinet committees on SOEs and rightsizing, under his leadership, are working on the privatisation in 43 ministries and 400 government departments. Aurangzeb said he regularly appears before the finance committees of the Senate and the National Assembly for 'accountability.' Earlier, the Senate unanimously passed the Anti-Dumping Duties (Amendment) Bill, 2025. The bill gives retrospective effect to cover the period from financial year 2020-2021 and onwards to exempt products imported for foreign grant in-aid projects from payment of anti-dumping duty through Anti-Dumping Duties (Amendment), Act 2022. Meanwhile, the opposition senators strongly protested against the convictions of Pakistan Tehreek-e-Insaf (PTI) lawmakers by anti-terrorism courts (ATCs), and walked out of the House. Presently, the Senate is without an opposition leader following the conviction of Shibli Faraz by an ATC in the context of 9 May riots, and his subsequent disqualification from the Senate by the Election Commission of Pakistan (ECP).
