COLUMBUS, Ohio (WCMH) – A man arrested in connection to a cold-case homicide in which an Ohio State student was killed 25 years ago is set to face a judge on Wednesday afternoon.
According to court records, Brian Swanson, who has been living in Cincinnati, is charged with the murder of 22-year-old Charles Ballard, who was found shot dead on Feb. 8, 2000. Swanson was arrested March 28 and will appear in Franklin County Court of Common Pleas for an arraignment hearing at 1 p.m.
Charged with murder and aggravated murder, the investigation led police to Swanson, 48, after years of circumstantial evidence that tied him to Ballard's murder. For an earlier report on this story view the video player above.

Based on a contemporary report from The Lantern student newspaper, Ballard was found the morning of Feb. 9 shot dead and partially burned in the basement of his East 17th Avenue apartment. Police said he was laying on top of a gun that may or may not have been used in the homicide.
Ballard was shot three times, once each in the head, chest and abdomen and he was lying on the basement floor and on top of some paper, which was partially burned. The bottom half of Ballard's body suffered severe burns, according to The Lantern, and were less severe on his torso and clothes.
Also burned was the basement door, which was left ajar, though police do not believe there was a struggle. It is still not clear how the fire was ignited.
Details of the decades-long investigation were revealed on a Columbus police podcast called The Fifth Floor, which described a dispute occurred between Ballard and an employee at the BP gas station near Ballard's residence. Police said that on one occasion, the employee followed Ballard home before Ballard scared him away with a gun.
On Feb. 18, 2000, police discovered that the same employee was seen about 90 minutes after Ballard's death, at 4:18 a.m., using an ATM card on North High Street. Officers questioned Swanson, who was wearing a mask while attempting to use the bank card.
The name on the card was Ballard's girlfriend, who opened an account and co-signed it with Ballard. She told police she never was in possession of the ATM card and that it was Ballard's card.

The employee, now believed to be Swanson, said he found the card and was considered the main suspect in Ballard's death. The ATM card and ski mask were submitted into evidence, but he was not charged in what was described as a 'suspicious incident.'
The link between that incident and Ballard, however, was never confirmed, as the evidence appeared circumstantial, police said.

Prosecutors will not seek charges against Cleveland Browns rookie Quinshon Judkins, the Broward State Attorney's Office confirmed. A woman involved in the dispute submitted a sworn statement, according to a memorandum obtained by ESPN. Judkins was taken into police custody in Fort Lauderdale July 12. An arrest report said the incident happened five days before the arrest. Judkins grew frustrated after seeing text messages sent by members of his family, according to the report. The player was accused of punching a woman with a closed fist near her chin. Judkins was believed to have been driving in a car that was leaving the Fort Lauderdale-Hollywood International Airport at the time of the alleged incident. The woman was also hit in her thigh and arm. Officers were shown pictures of bruising, the incident report noted. "This incident was not captured on any video surveillance," the memorandum said. "There are no independent witnesses to the incident. Although the victim had photos showing injuries sustained, there were also videos in that same time frame where no injuries were observed to the victim. Additionally, the victim's injuries depicted in the photos could be explained by either account of the incident. "Finally, there was a delayed report of the incident. The delay is problematic as the victim was alone on numerous occasions without the Defendant, had the ability and resources to make the report without his knowledge, but chose not to do so. For the reasons set forth above, there is no reasonable likelihood of conviction and this case is being declined." The NFL has monitored the "developments in the matter, which remains under review," a league spokesperson said. The Browns selected Judkins in the second round of this year's NFL Draft. He remained unsigned as his legal situation developed.

COLUMBUS, Ohio (WCMH) – A head-on, fiery collision injured several motorists and caused multiple deaths in Ohio's Delaware County Wednesday night. According to the Delaware Post of the Ohio State Highway Patrol, a three-vehicle crash resulted in two deaths and five injuries, which occurred just after 8:30 p.m. north of the intersection of U.S. Route 23 and State Route 750 in Delaware County's Orange Township. The fatal crash happened just north of SR-750, on US-23, when a Columbus woman driving a 2018 Dodge Ram pickup truck, heading south, veered left of center and struck a motorist from Mount Cory, Ohio, driving a 2021 Toyota Venza. The collision caused the Dodge Ram to ricochet head-on into a 2025 Honda Accord, which was also heading northbound, and both vehicles caught fire after impact. 78-year-old cancer patient's dog fatally shot in front of her Three passengers were in the Toyota Venza, including 64-year-old Carol Waldman and 54-year-old Amanda Reidling, who were pronounced dead at the scene. The driver and the third passenger sustained serious injuries and were taken to a Columbus hospital. The driver of the Dodge Ram was also seriously injured and taken to a hospital, while the driver of the Honda, plus one juvenile passenger, suffered minor injuries and were treated at the scene. The OSHP said seatbelt usage for the Honda occupants was confirmed but could not confirm whether any other parties involved were wearing their restraints. The investigation of the crash, which was assisted by the Delaware County Sheriff's Office, the Ohio Department of Transportation, Delaware County EMS, and Orange Township Fire and EMS, remains under investigation.
