Delhi High Court seeks L-G, MeitY reply on police powers
NEW DELHI: The Delhi High Court on Wednesday sought responses from the Lieutenant Governor's Office and the Ministry of Electronics and Information Technology (MeitY) on a plea challenging a notification empowering Delhi Police to order online content removal.
The petition, filed by the Software Freedom Law Centre (SFLC.in), contests the notification designating Delhi Police as the Nodal Agency under the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, allowing them to issue takedown notices under the IT Act.
The matter is scheduled for hearing on September 17.
The SFLC argues that only the Central Government has blocking powers under Section 69A of the IT Act and related rules. Granting these powers to the police is 'ultra vires' and oversteps statutory limits.
The plea raises concerns over unchecked censorship and violation of fundamental rights, citing Shreya Singhal and Madhyamam Broadcasting rulings.

‘Restore her services': Haryana Teachers' body terms varsity professor's termination ‘illegal'
An indefinite dharna by Professor Monika Malik, former dean of the Department of Law, Central University of Haryana (CUH), Mahendragarh district, against the university authorities since October 16 last year over issues related to her seniority and selection process, among others, entered the 229th day on Sunday. Amidst this academic conflict between Malik and the CUH, the authorities dismissed her on May 7 and another professor, alleging their selection process was a 'procedural and regulatory violation'. Referring to a resolution of its executive council, the CUH issued a notification on May 7, saying it had 'processed further after hearing out both the employees in question and giving them the opportunity to represent their cases before the vice-chancellor/ executive council'. Discontinuing their services, the university claimed 'the eligibility criteria was not uniformly or lawfully applied across the candidates'. On Friday, a delegation of the Haryana Federation of University and College Teachers' Organization (HFUCTO) visited the CUH and submitted a memorandum to CUH Vice-Chancellor Tankeshwar Kumar, seeking the restoration of Malik's services. Claiming that the CUH authorities terminated her services 'illegally' without any basis or an enquiry rather than redressing Malik's grievances, the HFUCTO said: 'Professor Monika (Malik) had been serving in the CUH since December 27, 2019. She was promoted to the Professor post with effect from December 27, 2022. She is a confirmed employee, and her services can only be terminated by following the procedure laid down under Section 14 of the CCS (CCA) Rules, 1965, applicable to the employee of the CUH… First, there is no basis or ground to terminate her services. Second, no enquiry has been conducted as contemplated in the CCS (CCA) Rules.'

Dismissed Beed cop arrested again, faces 2 more charges
Chhatrapati Sambhajinagar: Police nabbed dismissed Beed sub-inspector Ranjit Kasale from Delhi early on Sunday morning in connection with a case registered in Mumbai. Additionally, the Beed police registered two more cases against the dismissed policeman for causing communal disharmony and making defamatory statements via social media posts. The two new FIRs were registered at the cyber police station in Beed late on Friday, 22 minutes apart, adding to his existing legal challenges. He previously faced multiple FIRs regarding allegations of poll manipulation in Beed district and accusations against senior police officers through social media videos. Additionally, he faces a cheating case for not returning money allegedly taken from a builder. After receiving bail in one case over a week ago, Kasale released a video alleging VIP treatment for Valmik Karad, the primary accused in Massajog sarpanch Santosh Deshmukh's abduction and murder case, inside prison. Prison authorities dismissed these claims, noting that Kasale was in Harsul Central Prison in Chhatrapati Sambhajinagar, while Karad was detained in a Beed facility. Police reports indicate that Shiv Sena's Beed district chief Swapnil Galdhar lodged the first Friday night case. The complaint states that Kasale made defamatory statements on social media against Maharashtra minister Sanjay Shirsat, an additional director general rank police officer, and a Gujarati businessman. Karnataka headmaster suspended after demanding basic classroom facilities for his students
A government school headmaster in Karnataka has been suspended after he protested seeking a classroom for the 146 students of his school who have no choice but to study outdoors. Veeranna Madivalar, Headmaster, Government Lower Primary School, in Nidagundi village under Belagavi district, was recently suspended by education authorities following his 15-kilometre silent protest march and hunger strike last Tuesday. The award-winning educator walked barefoot to the Block Education Office in Raibag taluk, seeking approval for classroom construction. The lack of a classroom has forced children to study under the scorching sun and monsoon rain. Despite three classrooms being approved nearly three years ago during former education commissioner Anbukumar's tenure, the construction has not commenced. Speaking to the media, Madivalar said, 'I am a government servant who has always upheld government dignity. I've received district-level best teacher awards and international recognition, spending all prize money on student welfare.' 'No child should endure the harsh sun, rain, or wind while learning. When repeated appeals went unheard, I punished myself through silent protest – not against the government, but for the children,' he added. The headmaster had ended his demonstration after Raibag Tahsildar Suresh Munje assured him that the matter would be taken up with higher authorities. However, education officials viewed his actions as misconduct, violating service rules. In the suspension order, Basavarajappa R, Block Education Officer, Raibag, stated: 'As headmaster, you protested against the department, causing embarrassment to both the department and the government. Regardless of demands, you should have followed protocol by submitting respectful written requests instead of publicly challenging the system.' The BEO cited violations of Karnataka Civil Services (Conduct) Rules, 2021, specifically clause 9(ii), prohibiting government employees from organising strikes. Officials also noted that media coverage and social media posts about the protest brought disrepute to the department. The suspension has sparked widespread concern among local communities and education activists, who argued that punishing an educator for advocating basic school infrastructure was a grave injustice.
