6 Haryana irrigation dept officials to face action over project delays

Chandigarh: Two days after
Haryana chief minister
Nayab Singh Saini expressed strong displeasure over project delays and questionable work order allotments, particularly for the diaphragm wall in the Yamuna, the irrigation department has identified six officials, including two chief engineers, for strict departmental action.
The administrative secretary of the irrigation and water resources department has forwarded a proposal detailing the disciplinary measures to the chief minister's office (CMO) for approval. The department is also considering a probe by the Anti-Corruption Bureau. A decision is expected on Friday, when the irrigation department officials attend a follow-up meeting, expected to be chaired by CM Saini himself.
Sources said the meeting will review the progress of five mega projects, including a new parallel lined channel from Dadupur to Hamida head, the remodelling of the Western Yamuna Canal (WJC), augmentation canal remodelling, and the construction of a diaphragm wall downstream of Hathnikund barrage.
"Soon after the Monday review, the officials facing action were identified and the proposal was forwarded to the CM," an official confirmed.
"Regarding the Yamuna barrage work, technical clarifications on raw material sources will also be sought," the official added.
Last week, irrigation and water resources minister Shruti Choudhry announced departmental action against 80 officials for use of substandard material in civil works. While this issue was yet to settle down, the slow pace of development in mega projects for the augmentation of irrigation and inadequate progress of works at the Yamuna barrage led to more chief engineers and errant officials facing action.
On Monday, during a review meeting of mega projects worth more than Rs 100 crore of the irrigation and water resources department, the CM was upset with the pace of work progress and certain anomalies in the bidding and awarding of tenders. He categorically asked the administrative secretary and director general of the irrigation department to put his "displeasure note" on the file, demanding identification of the officials responsible.

Kuppam (Chittoor district): The state government on Wednesday provided financial assistance of Rs 5 lakh to Sirisha, a woman who was brutally assaulted and publicly humiliated by moneylenders in Kuppam mandal. The incident, which occurred on June 16, involved Sirisha being tied to a tree and beaten in front of her children and onlookers in her native village of Narayanapuram. The attack, reportedly carried out by four members of a lender's family, stemmed from an unpaid debt of Rs 80,000 borrowed by her husband, who has since absconded. A video of the disturbing incident circulated widely on social media, sparking statewide condemnation. Chief Minister N Chandrababu Naidu, who termed the act 'inhuman,' took immediate cognisance of the incident. He spoke to Sirisha over the phone on Tuesday night, enquiring about her condition and family circumstances. He assured her of government support, including the Rs 5 lakh aid and a commitment to oversee the educational needs of her three children. On Wednesday, the financial assistance was formally handed over to Sirisha by APSRTC vice-chairman P S Muniratnam and KADA project director Vikas Marmat at the project office. Muniratnam, while addressing the media, strongly denounced the incident, stating, 'This was an act of cruelty that shook the conscience of society. No woman should be subjected to such humiliation, especially in the presence of her children. The government stands with Sirisha and will ensure justice and sustained support for her family.' He added that the aid would be placed in a fixed deposit to secure the future of Sirisha's children. Sirisha, a daily wage labourer from Bengaluru, had returned to her village to collect her son's school certificate when the assault took place. Despite her husband's disappearance, she had been managing the family's financial burdens alone. According to KADA director Vikas Marmat, the government is arranging for one of Sirisha's children to be admitted to a Gurukul school in Vijalapuram. Additionally, the KADA assigned committee has sanctioned 50 cents of land for her within municipal limits. The Chief Minister is said to be closely monitoring the case. He has directed the district superintendent of police to expedite the investigation and ensure stringent action is taken against those responsible.

Vijayawada: Minister for investments, infrastructure, roads and buildings B C Janardhan Reddy said here on Wednesday that the coalition government is prioritising the development of infrastructure, including roads, railways, airports, ports, and fishing harbours, along with their connectivity across the state. He stated that in line with Chief Minister N Chandrababu Naidu's vision, systematic steps are being taken to ensure the state has at least 20 ports and fishing harbours combined, and specifically 14 airports, as part of a future-oriented action plan. In a statement outlining various ongoing development initiatives in the state, Janardhan Reddy confirmed that the state government has authorised the Andhra Pradesh Airport Development Corporation Limited to proceed with the tender process for selecting consultants. These consultants will prepare the Techno-Economic Feasibility Study Reports (TEFR) for the proposed greenfield airport projects in Nagarjuna Sagar and Ongole. He added that district collectors have already identified suitable sites for these two airports, and the Airport Authority of India (AAI) has completed preliminary feasibility studies. Approval has already been given for the consultant selection tender process for TEFR preparation for the Amaravati and Kuppam airports. The state government has granted administrative approval for two development projects at Kurnool Airport for the 2025-26 fiscal year including Rs 3.6 crore for correcting the Runway End Safety Areas (RESA) and other maintenance works and Rs 4.433 crore for providing a taxiway to the Flying Training Organisation (FTO) at Kurnool Airport. Janardhan Reddy said that the government has reconstituted a 12-member Technical Evaluation Committee to review bids for the selection of consultants and developers for airport projects undertaken by the Airport Development Corporation Limited in the state. Approval has been granted for the payment of bills totalling Rs 70.82 crore to 29 organisations previously owed by AP State FiberNet Limited (APSFL). The minister announced that the 7th State-Level Sagarmala meeting will be held on July 4 with Central and state government officials. Chaired by him as the minister for investments and infrastructure, the meeting will discuss various aspects, including the supervision, development, progress of ongoing projects under the Sagarmala project, and proposals for new projects.

New Delhi: Andhra Pradesh Minister for IT and HRD Nara Lokesh met Vice-President of India Jagdeep Dankar as well as four union ministers here on Wednesday and highlighted the progress achieved by Andhra Pradesh under the NDA rule over the past one year. After the Vice-President made enquiries about the progress of developmental works relating to Amaravati, Lokesh informed him that the Amaravati works, started with an outlay of Rs 64,000 crore, could be completed in three years. Lokesh presented a book on his Yuva Galam pada yatra to the Vice President. Later, Minister Lokesh met Union Minister for Home Affairs Amit Shah and briefed him on the progress of Andhra Pradesh during the NDA government's one-year period. He said that, as part of this initiative, the government was introducing the Learning Excellence in Andhra Pradesh (LEAP) programme to transform the education ecosystem. A total of 9,600 model primary schools were being established across the state, following a 'One Class – One Teacher' policy. Additionally, 175 LEAP schools - one in each Assembly constituency - were being developed with world-class infrastructure. Around 700 upper primary schools had been upgraded to high schools. Schools were now being awarded ratings based on academic and infrastructural standards, he said. Lokesh invited Pradhan to attend the mega parent-teacher event on July 5. He also requested that Andhra Pradesh be given the opportunity to host the Education Ministers' Conclave in August—a proposal that was accepted by Pradhan. The Union Minister commended Lokesh for his transformative efforts in the education sector.
