Revealed: Counties where couples earning €100,000-plus would struggle to afford a home

There is also little sign of any easing in affordability pressures.
A majority of estate agents who are members of the Society of Chartered Surveyors Ireland (SCSI) expect property prices nationally to increase by an average of 5pc over the next 12 months.
The SCSI said calculations it has done show that a garda and a nurse couple on a €107,000 combined salary will only be able to buy in one of five locations it examined.
The imagined couple want to buy an averagely priced new three-bed semi-­detached home. They are assumed to have the 10pc deposit.
They will be unable to buy in Meath, Kildare, Wicklow and Galway.
Cork was the only area a couple on such a salary could afford to buy.
In the two most expensive counties, Wicklow and Kildare, the couple will face significant shortfalls.
The deficit is €65,000 in Wicklow and €22,000 in Kildare for a three-bed home.
And this is despite the couple availing of the State's Help-to-Buy scheme, which can see new buyers getting up to €30,000 to put towards the purchase of a home.
Estate agents who are members of the SCSI said this shows the ­affordability gap for ordinary couples seeking to buy their first home.
SCSI president Gerard O'Toole said the scenarios his organisation worked out show affordability has become more challenging across various house types and locations.
'While a new three-bedroom semi-­detached home is affordable in Cork, and buyers with additional savings beyond the 10pc loan-to-income limit should be able to overcome the gap in Meath and Galway, new three-bedroom semi-­detached homes in Wicklow and Kildare remain totally out of reach for people on these salaries,' he said.

'In addition, there are thousands of people on lower salaries who will not be able to buy and will require support.'
Mr O'Toole said calculations for two- and three-bed terraced houses in the same five locations show affordability being met in nearly all locations. ­However, the couple would require some additional savings in Kildare and Wicklow in order to buy a three-bed terraced home.
'These findings highlight the persistent structural barrier which exists to homeownership, even for dual-­income households in stable public sector roles,' Mr O'Toole said.
'It also underscores broader concerns around housing sustainability, increasing commuter burdens and the potential impact on quality of life.'
According to the latest SCSI 'Residential Mid-Year Market Monitor' report, over half of agents believe the key factor influencing house prices over the next 12 months will continue be the lack of supply of new housing.
A majority of estate agents believe current residential property prices are expensive or very expensive.
When asked where they believe we are in the market cycle, 60pc of respondents believe prices are increasing but will level off soon. Some 18pc believe they have peaked and should start to decline.
The SCSI report found 70pc of agents are reporting low stock levels of new and second-hand homes.
'Over the past five years, more than half of agents have consistently highlighted low stock levels, stressing that constrained supply remains a fundamental issue impacting the market,' the report said.

The company behind Dawn Meats grew its profits by 14 per cent to more than €28 million last year, accounts filed with the Companies Registration Office show. Arrow Group, which is one of the largest meat processors in the State, is owned by the Queally family. The group's primary trading company is Dawn Meats, which processes 300,000 tonnes of meat per year and exports to more than 50 countries. The accounts for Arrow Group for the year ended December 2024 show it made a profit of €23.2 million over the 12 month period, which was up from €20.3 million the year before. The group, which is family-owned, paid a dividend of €1.8 million, which was unchanged from the year before. READ MORE Group turnover was down more than €11 million from €759.1 million to €748 million, while the cost of sales was down from €655 million to €642.2 million. In a note accompanying the accounts, the group said it 'continues to face challenges' from the current global economic situation caused by the conflicts in Ukraine and the Middle East, as well as the threat of tariffs and the uncertainty they bring. The group said it has not been impacted directly, but that there has been inflationary price increases in raw materials and other overheads. It said it manages energy costs through forward contracts and day ahead rates to mitigate against sudden increases in price for electricity and gas. 'The business is well placed to manage these risks through various mechanisms such as diversification, price recovery and other means as necessary,' it said. 'Working Capital requirements have decreased during the current year. The group systematically reviews these requirements to ensure they are managed effectively. The group are confident of the ongoing support of our bankers.' Arrow described 2024 as a 'positive trading year'. Its performance was attributed to 'continuing activity' with existing customers and the onboarding of new customers along with new product lines across all key markets. This was offset somewhat by varied protein, transport and commodity price fluctuation on world markets, but the group said it continues to benefit from 'positive customer sentiment' and maintenance of market share. The average monthly number of people employed by the group was 2,217, which was down from 2,238. It spent €107.6 million on staff costs, which was up from €99.7 million in 2023. Last week, The Irish Times reported that Dawn Meats had emerged as the front-runner to take a controlling stake in New Zealand's Alliance Group, a farmer-owned co-operative that describes itself as the world's biggest exporter of sheep meat. Alliance refused to confirm details of the offer, which still faces a shareholder vote and possible political hurdles, although the bid is believed to involve a payment of 270 million New Zealand dollars (€140 million) for a 70 per cent stake in the co-op.

Government looking to simplify process to improve access to housing schemes

The Government is considering a simplification drive for a slew of housing schemes, as part of its updated Housing for All plan. Multiple Government sources said that housing minister James Browne would be looking to streamline and improve access to schemes, particularly those that assist more vulnerable people. '[Minister Browne] will be looking at how schemes can be improved,' one source said. However, they added Mr Browne did not intend to 'drastically change' existing schemes. They added that ahead of the plan being published, other efforts were being made to ensure there were efficiencies within the system, which included the abolition of the four-stage approval process for social housing developments. Multiple sources pointed to the large number of housing schemes in place at present, with up to 45 available for people to access. One pointed to the fact that many schemes can overlap. Another senior source highlighted the large number of schemes in place, adding that some are 'more beneficial than others'. 'Where amalgamation is possible, it should be looked at,' they said. In the previous Government, there were a number of new schemes introduced to assist people in accessing housing, as well as schemes for direct use by builders and developers. These include the Croí Conaithe Cities scheme, which provides developers with funding to bridge the viability gap for the building of apartments, as well as the Secure Tenancy Affordable Rental investment scheme (STAR) which was targeted to help build cost-rental accommodation. Croí Conaithe was introduced to help bring vacant and derelict properties back into use as family homes and rental residential units by providing grants. For homebuyers, the First Home scheme was introduced, which would see the State provide funds to assist people to buy their home, but take an equity stake in the property. Proposals to streamline schemes come amid calls by some homelessness prevention charities for the Government to reform schemes like the Housing Assistance Payment (Hap). Last month, the Simon Communities of Ireland's latest Locked Out of the Market report for June found there were no properties available in Cork City that families accessing Hap would be able to rent due to being too expensive. Across the country, there were just 32 properties available to rent for anyone accessing the higher discretionary rate of Hap. In particular, there have been calls for Hap limits to keep pace with inflation. It is expected that the plan will be published in September, after being delayed until after the Government unveiled its revised National Development Plan – which is providing significant funding to the Department of Housing. In total, there has been €35.9bn allocated to the department for the next five years. One senior source said the funding was a 'step' in the right direction, but there would need to be 'a lot of changes' over the years ahead. While a formal update to the previous Government's housing plan is yet to be agreed, Mr Browne has made multiple policy changes since taking up office. This includes the formal adoption of the new National Planning Framework, which sets out the Government's housing targets up to 2030. This target calls for 303,000 houses to be built between now and 2030, meaning an average of 50,500 houses must be built each year.

Warehouse deals lead a property recovery

The recovery in the value of Irish retail warehouse properties got a major boost in the second quarter of this year following recent big deals. However capital values of all other retail sectors continued to stagnate. These are among the findings of the authoritative MSCI/ SCSI index which monitors the performance of Irish commercial investment property. Retail warehouse values rose 3.1pc in the second quarter lifting capital values by 3.7pc off the trough it reached in the corresponding quarter of 2024. This recovery was partly due to a 7.8pc rise in rents in this sector during the quarter and also due to US investor Realty Income Corporation becoming a major player in this market this year. It spent €343.5m buying two portfolios with a combined 11 retail parks including Belgard Retail Park in Tallaght, Dublin 24; Gateway Retail Park, Galway; Parkway Retail Park in Limerick; M1 Retail Park in Drogheda, Co Louth; and Poppyfield Retail Park in Clonmel, Co Tipperary. In contrast, capital values for shopping centres continued to slip, down 0.4pc in the quarter and 1.3pc over the 12 months, while shopping centre rents were unchanged in the quarter. Rents on Dublin's two main shopping streets, Grafton St and Henry St, stabilised in the quarter, both up 0.7pc. But the capital values of these properties stagnated with 0.6pc and 0.8pc dips respectively, despite signs that Irish investors still have a liking for some of these trophy properties. Values for all offices built before 2010 continued to slip but those built since then remained stable with 0.7pc growth. Office rents overall stabilised with a 0.5pc improvement. A spokesperson for MSCI said investment in Dublin contracted during the first six months of 2025 by 63pc from a year earlier, causing the city to slide into 22nd place in a ranking of the top European investment destinations. That is a drop from 14th position at the end of December 2024. Meanwhile, a separate but smaller-scale index from agents JLL, based on a €608m mixed-use property portfolio, reports a 2.5pc increase in Q2 returns for investors bringing the 12-month increase to 7.6pc. JLL Ireland chief executive John Moran said: 'This marks the fifth consecutive quarter of positive growth (in returns) continuing the positive trajectory established in 2024. The data confirms that the real estate market recovery is gaining momentum, solidifying a new growth phase in the property cycle.' With JLL's industrial property capital values also increasing by 3.4pc in Q2 and 7.8pc over the 12 months, the agent points out that overall capital values grew for the third consecutive quarter and are now up 1.4pc year-on-year. His colleague, Niall Gargan, says this growth in overall capital values represents a turnaround from the previous declining trend, which reached a low point in Q3 2023 after having fallen 16.1pc. Commenting on the strength of the industrial properties, he said 'strength can be attributed to continued supply constraints, strong occupier demand, and sustained rental growth, with industrial ERVs (rents) up 9.4pc year-on-year'. JLL's index also includes residential complexes and it shows some signs of improvement with 1.2pc growth over the first half of this year bringing 12-month growth to 0.5pc. Nevertheless, that growth is much slower than values for individual apartments. According to the Geowox Housing Market Report, apartment prices grew by 6.7 pc year-on-year in Q2 2025.
