Sovereign AI needs solutions for the energy bottleneck

Artificial intelligence is fast becoming the backbone of innovation across Australia, powering everything from public services to national defence capabilities. But behind this lies a critical dependency: infrastructure. Without sovereign control of the data centres, chips, and power systems that fuels our AI, Australia risks falling behind in the global digital race.
As AI's influence grows, so does the need for Australia to develop and control AI technologies within its borders. That is, national AI governance and development. A concept known as 'sovereign AI'.
Sovereign AI ensures systems reflect Australian values and ethics, comply with regulations, and support the country's strategic interests.
Relying on overseas infrastructure to support our AI capabilities has the potential to impact our ability to retain economic value and independent control over critical digital infrastructure, including safeguarding our data.
In this way, sovereign AI is not only a matter of technological capability but also of national security and long-term economic resilience. But it requires more than just models and algorithms. It also needs chips, onshore data centres and electricity. Lots of electricity.
Data centres need 24/7, reliable, high-quality electricity supply with built-in redundancy. Deloitte's TMT Predictions 2025 highlights that the rapid growth of AI data centres is already pushing operators to adopt more sustainable and forward-looking technology and energy solutions.

Elsewhere, the Australian Energy Market Operator (AEMO) has forecast that data centres could consume up to 15 per cent of the country's electricity by 2030 under a high-growth projection. Even the more conservative projection estimates an 8 per cent share (up from 5 per cent today).
For Australia, this presents a real challenge. Building sovereign AI capability in any serious sense will require investment in the technology and energy infrastructure to power our data centres. If not, we risk importing capability through hyperscalers (large cloud service providers), ceding control and sovereignty in the process. Or alternatively (and possibly even worse) building data centres on a grid that is not equipped to support its needs.
At the heart of this challenge is a shift in the software-hardware dynamic. Historically, hardware has always led while software followed. Now, the coin has flipped, and AI development is surging ahead of infrastructure. Software capabilities are outpacing the physical systems required to support them. Hardware, energy, and networks are playing catch-up to software's rapid evolution.
So, what technologies can we adopt to prevent this energy bottleneck constraining our nation's sovereign AI capacity? One of the most promising pathways to manage the surging power demands of generative AI is improving chip-level energy efficiency. A new generation of gen AI–specific chips can now train advanced models in 90 days while consuming just 8.6 GWh, less than one-tenth the energy of prior-generation chips for the same task.
Both the private sector and government need to work together to secure a pipeline of chips from global manufacturers to ensure Australia can access the latest high-efficiency semiconductors.
Another key technology driving lower data centre energy usage is liquid cooling. It can reduce power consumption by up to 90 per cent compared to traditional air-based systems and is better suited to manage the intense heat generated by densely packed, high-performance AI chips. However, it also introduces water usage concerns, as AI data centres may require vast quantities of freshwater for cooling, a resource that is both finite and increasingly under pressure.
Balancing energy efficiency with sustainable energy production and responsible water use will be critical as this technology scales. In Australia, one solution is to co-locate data centres with renewable energy infrastructure. Projects like Snowy Hydro 2.0 provide access to water, energy and grid infrastructure that can grow alongside data centre demand. Similarly, positioning centres near wind or solar farms offers an opportunity to use clean power while reducing the need for additional infrastructure.
Offloading AI workloads to edge devices is another tool to manage power demands. This is especially effective for applications where latency is crucial or where sensitive data and privacy needs are high.
By processing data locally, edge computing reduces reliance on central data centres and limits the transmission of sensitive information across networks. This not only conserves energy and reduces network strain, but also strengthens data security by keeping information closer to its source. As edge capabilities grow, this distributed approach will enable a more efficient and secure balance between edge and core infrastructure.
Australia must align its digital ambitions with its physical infrastructure capacity. As the nation advances towards sovereign AI capabilities, energy availability and management represent significant constraints. Through deliberate frameworks and robust public-private collaboration to drive strategic infrastructure investment and technologies, Australia can establish the foundation necessary to support a secure and sustainable AI ecosystem.

A former explosives engineer who worked in the mining sector before becoming a real estate guru has issued a stark warning for a new mega suburb planned for Melbourne's north. Just the prospect of nearby explosive work at a neighbouring quarry, coupled with people who don't understand it, could be enough to hit home values and the ability to onsell residences nearby. Even with the likelihood blasting will be done so safely it has no risk of physically impacting homes. The Victorian Government this week approved plans for a new 15,000 home precinct to Melbourne's north — as well as a basalt quarry to help build infrastructure as well as properties. Authorities have planned a 250m 'blast buffer', and the nearest houses will be about 500m away with estate amenities filling the remaining space between them and the excavation site. Real estate investment expert, and former explosives engineer Jane Slack-Smith said even with the buffer zone it would be a case of 'buyer beware'. I've got sti 'It could be a good solution for getting into a first home, and having a lovely experience — but when they come to sell, it's probably going to negatively impact their selling price,' Ms Slack-Smith said. 'The public perception is the thing that causes the worst situation here. Even though the reality is that we need the quarry to build the homes.' The property investment expert said she had finished her explosives career about 20 years ago, after starting as one of the first two women handling detonations in NSW coal mines in 1989. As she was transferring to a career in property investment advisory, her former industry was beginning to use sophisticated digital blasting technology that could effectively direct which way shockwaves from explosives travel — to the extent that certain blasting could be done 'in your backyard' without most people noticing. Ms Slack-Smith she believed the technology had come a long way since then. 'That could minimise blast noise and vibrations,' she said. 'But a homeowner about to buy in a housing estate, they don't know that. 'You talk to someone about explosives and the only stories that people know are the big bangs. 'So there's always a worry that there will be buyer expectations around buying in the area.' And it's unlikely the first homebuyers heading into the estate will be able to wait out the quarry, which is slated for operation through to 2052. Most homebuyers live in a residence for seven to 11 years. The quarry is likely to also create dust and noise, with expectations the operators will be taking steps to address these where possible. The approval of the quarry has frustrated existing local residents who had been fighting against its establishment for about four years — including two prior rejections by Mitchell Shire Council, who had warned of impacts on traffic, air quality and potentially the health and wellbeing of current and future residents. The 1279ha wider Beveridge North West Precinct Structure Plan that the quarry and homes will be part of will also pave the way for eight schools, four town halls and shopping centres, a series of parks and reserves and is ultimately expected to house 47,000 people. The approval was announced on Tuesday by Victorian planning minister Sonya Kilkenny who said there would be a staged rollout of the schools and other amenities — while the quarry was essential for building many of the homes and could lead to reduced construction costs. 'There is a quarry in this PSP that has been there, identified in the plan for many years, and part of that is ensuring that when you've got supply of materials, local construction, materials that are close to demand, it also means you can reduce the cost of the housing, reduce the cost of construction, which ultimately makes the homes cheaper to build and cheaper then to buy,' Ms Kilkenny said. Housing Industry Association Victorian executive director Keith Ryan said it was likely increased materials for civil works would allow for more rapid delivery of the infrastructure needed to support new homes and potentially home features like driveways. In the absence of economic modelling, Mr Ryan was not sure how much of a benefit this would provide to the homebuyers, but said there would be wide benefits from the creation of a new quarry — though there might still be questions of labour availability. He added that with a number of quarries already operating near homes around Victoria, and having done so historically, there was a prospect home values might not suffer. 'When people look at these homes in the future, they might not know the quarry is there unless they drive right past it,' Mr Ryan said. It won't be the first time explosives and new housing have been mixed, with developer Stockland laying 600m of underground explosives to precision blast in sewerage lines for a Truganina housing estate in 2019. In the span of 10 seconds the detonations prepared the ground for the infrastructure for a section of the 138ha Grandview estate, expected to house about 4500 residents — a fraction of what is to come in the new precinct at Beveridge.

Wurundjeri Woi-wurrung elder Aunty Joy Murphy Wandin has said she will attend Thursday night's Melbourne Storm home game despite ongoing concerns with the club's board. The Storm announced this week that an Acknowledgement of Country would be held prior to their match with the Brisbane Broncos, marking the NRL's Indigenous Round. The club also apologised to Aunty Joy for the cancellation of a Welcome to Country before to the Storm's Anzac Day match, where the Wurundjeri elder had been at the stadium to perform. Ahead of Thursday's match, Aunty Joy said she would attend in support of players, staff and community, despite a resolution not being reached with the club's board after Anzac Day. "This is about the board, not the game. This is about setting a standard not just for Melbourne Storm but across all sporting codes," Aunty Joy said. "I will always stand strong beside community and as a leader take responsibility to care for those who hurt badly." Melbourne said at the time that the club's "board had not approved for it to be held on Anzac Day". The cancellation came hours after Bunurong and Gunditjmara man Uncle Mark Brown was booed and heckled by members of the crowd at the dawn service at Melbourne's Shrine of Remembrance. The Storm said its decision was not related to the booing earlier in the day, but Aunty Joy said she was told it was. Aunty Joy said Wurundjeri people wanted to continue their association with the Melbourne Storm, but highlighted they "cannot safely undertake formal ceremonies" due to one board member's reported links with lobby group Advance Australia. "I carry a deep responsibility to community and will not compromise my integrity as a proud Aboriginal woman and community elder," she said. "We cannot support an organisation that has associations with any group that incites racial vilification and division. "We are willing to continue to work with Melbourne Storm to address the deep community concerns but cannot endorse any official functions or cultural work until measures are put in place to ensure cultural respect and safety for all." Wurundjeri woman and Djirri Djirri dancer Ky-Ya Nicholson was due to perform at the Anzac Day game before the Welcome to Country was cancelled. In a statement, she said Djirri Djirri would not associate with the club "until there is meaningful change at board level". "Our decision to end our long-standing relationship with Melbourne Storm comes as a result of the disrespect shown towards Aunty Joy on Anzac Day, which was a lost opportunity to honour her veteran father and First Peoples servicemen and women who fought alongside Australian soldiers," Nicholson said. "We as a community feel very disrespected by the actions of Melbourne Storm's board, as a Welcome to Country ceremony is a tradition of unity and goodwill. Which has been completely disregarded, this shows their tokenistic approach and lack of understanding to this symbol of unity."
