
The great EV pullback has begun
Every day seems to bring fresh news of a delayed EV or a timeline that's been pushed back, as automakers struggle to adapt to this newly volatile environment. President Donald Trump's tariffs aren't helping much, nor is the recent passage of his $3.4 trillion 'big, beautiful' budget bill, which takes a sledgehammer to most EV incentive programs. And Trump's decision to reverse tougher emissions rules passed under former President Joe Biden is just icing on a pretty unappetizing cake.
Expect a big push by car dealers to sell EVs before the $7,500 tax credit ends in September. But after that, the future looks dicey. Many car companies are still assessing the damage, but delaying future models seems like the most popular move right now.

'Automakers that delayed launches over the last few years might have benefited from monitoring the market; however, today's escalating challenges could be deemed insurmountable, likely resulting in more outright cancellations if the models lack a future abroad,' says Ivan Drury, director of insights at Edmunds.
To be sure, EVs are absolutely here to stay. As many surveys have found, once you go EV, you're less likely to ever go back to internal combustion engines. Drury notes that nearly half the time (45 percent) an EV is utilized as a trade-in at a dealership for a new vehicle, the purchase is for another EV.
But in the interest of clarity, let's do a run down of all the models' uncertain futures.
Ferrari pushed back plans to launch its second fully electric vehicle, according to a report from Reuters, with an anonymous source noting that there is 'zero' demand for high-performance electric cars right now.
The Blue Oval had the foresight to cancel its three-row electric SUV before Trump's win in the US presidential election last November. Instead, Ford is banking on a future lineup of inexpensive EVs that are under development by its skunkworks team in Silicon Valley. In the meantime, Ford expects to release a bunch of new gas and hybrid-powered three-row SUVs.
The Japanese automaker has reportedly canceled plans for a large electric SUV. It was supposed to launch in 2027, but according to a report from Nikkei Asia, Honda has halted development on the model and slashed how much it plans to spend on EVs through 2030. This comes two years after Honda canceled its plan with GM to jointly release a new lineup of cheaper EVs.
Honda says it still plans on releasing its Honda Zero models in the US next year.
The ultra-luxury sports carmaker is considering postponing its first EV, the production version of the Lanzador concept from 2023, citing cooling market conditions. Lamborghini is also delaying its plans for an all-electric Urus. Instead, it plans to release a performance version of its plug-in hybrid crossover.
Nissan is cutting production plans for its refreshed Leaf EV and is delaying two EVs that were scheduled to be built at its Canton, Mississippi, plant. According to an internal memo, Nissan is delaying production of the Leaf by about 10 months, citing slowing US demand as a result of the Trump administration's decision to cut EV tax credits.
Rivian, which just received another $1 billion from its joint venture with Volkswagen, says it's still going ahead with its plan to release the R2 in 2026. But there's no word on when the buzzy R3 hatchback will go into production.
2026 is the same year that Slate Auto is expected to begin delivering its barebones electric truck, which was supposed to cost 'under $20,000' thanks to EV incentives. Now that those tax breaks are gone, Slate has scrubbed the price promotion from its website, replacing it with an expected price in the 'mid-twenties.'
I'm also nervously watching Volkswagen's lineup of affordable EVs, which right now go by the model names ID.EVERY1 (priced at €20,000, or about $20,800) and ID.2all (€25,000, or about $29,200). The company is finally seeing some success with its EVs, with global sales surging about 50 percent in the first half of 2025 year over year. But Volkswagen is struggling to sell its ID.Buzz electric van in the US, which could ultimately dissuade it from bringing its cheaper models to North America.
And there's also no official word about Tesla's supposed affordable EV. Tesla, which is on track to sell less EVs this year (and for the second consecutive year), hasn't said when the new model will be released. It's expected to be a cheaper version of the Model Y.
Meanwhile, China's EV market continues to grow. Morgan Stanley recently estimated that China's battery-electric market is seven times larger than the US, with the lead widening every year. Drury says those hoping for an all-EV future may want to temper their expectations.
'While EV supporters may be hoping for a replacement ratio closer to one-to-one, it's worth considering that EV tech has a long runway of advancement for future generations,' he says, 'even if that future is delayed.'

Benjamin Haddad, France's minister for European affairs, said earlier this week that the response from Brussels should include the option of using the tool which gives officials broad powers to take retaliatory action against EU trading partners. Those measures could include new taxes on US tech giants, for instance, or targeted curbs on US investments in the EU. They could also involve limiting access to certain parts of the EU market or restricting US firms from bidding for public contracts in Europe. The first-ever use of the ACI would likely provoke an even wider transatlantic trade war, given Trump's warnings that retaliation against American interests will only invite tougher tactics from his administration. 'In this negotiation, you need to show strength, you need to show force, unity and resolve,' Haddad told Bloomberg Television on Monday. 'We can go further' than the countermeasures announced by the European Commission targeting almost €100 billion ($116 billion) worth of US trade, he said, referring to the ACI. The commission, which leads on trade matters on behalf of the bloc, has so far said use of the tool is premature as negotiations continue. Commission President Ursula von der Leyen told reporters on Sunday that 'the ACI is created for extraordinary situations' and 'we are not there yet.' The overwhelming preference among capitals and EU officials is to keep negotiations on track and find a negotiated outcome to the impasse, while maintaining the threat of retaliation with countermeasures that are proportional to the damage from US tariffs. EU trade chief Maros Sefcovic will travel to Washington for further talks with his US counterparts this week, according to commission spokesman Olof Gill. Talks between the US and EU have continued despite Trump threatening in a letter sent over the weekend to impose a 30% tariff on most of the bloc's exports starting next month, alongside existing 25% duties on cars and car parts, and 50% levies on steel and aluminum. EU Commissioner Michael McGrath told Bloomberg Radio on Wednesday that he expects a deal to be reached by Aug. 1, though Brussels was 'surprised and disappointed' to receive Trump's letter. 'These are challenging complex negotiations,' McGrath said. 'We remain focused as an EU on the substantive discussions.' On Tuesday, Trump — who is known for escalating his rhetoric when negotiations bog down — said that he was likely to impose tariffs on some pharmaceuticals as soon as next month. Ongoing Talks Before the latest threats from Washington, EU officials were hopeful they were edging toward a preliminary framework agreement that would allow negotiations to continue beyond the deadline. Under the envisioned accord, the bloc would face a 10% levy on most exports, with limited exemptions for some industries such as aviation and medical devices. The anti-coercion tool was designed primarily as a deterrent, and if needed respond to deliberate coercive actions from third countries that use trade measures as a means to pressure the sovereign policy choices of the 27-nation bloc or individual member states. The instrument was enacted as part of the EU's effort to boost its trade defenses after the US imposed tariffs on the bloc's exports during the first Trump administration. Another factor was China's decision to place restrictions on Lithuanian goods after Taiwan opened a trade office in the Baltic nation. The commission can propose use of the tool but it is then for member states to determine whether there is a coercion case and if it should be deployed. Throughout the process the EU would seek to consult with the coercing party to find a resolution and may also collaborate with like-minded partners facing similar pressure. The Brazilian rival to Boeing and Airbus warned that Trump's planned 50% tariffs will hit it as hard as COVID-19
The CEO of Brazilian planemaker Embraer has warned that tariffs could be as damaging as the pandemic. Donald Trump has threatened a 50% levy on Brazilian exports from August 1, unhappy with criminal charges against former president Jair Bolsonaro, who is accused of trying to stage a coup. It would be a huge obstacle for the world's third-biggest planemaker. Around three-quarters of Embraer's business jets and nearly half of its regional airliners are delivered to US clients. "Given the relevance of this market, we estimate that if this [Trump's tariff plan] moves on at this magnitude, we will have an impact similar to that of COVID-19 in terms of the decline in the company's revenue," CEO Francisco Gomes Neto said, per Reuters. The firm's share price has fallen 8.5% in the past five days, but is still up more than 25% since the start of the year. Reuters reported that Gomes Neto also said that shipping Embraer's E175 jets, which play a major role in regional aviation, would become "unfeasible" with tariffs. He also reportedly emphasized that the tariffs would be damaging to the US as well, given that it supplies parts like engines and avionics. "It's a lose-lose situation," said the CEO. Tariffs have already caused problems for aviation's two dominant players: Boeing and Airbus. The American planemaker had to return some 737 Max jets from China when Chinese airlines declined to accept them after tariffs soared above 100% between the two countries. However, the two sides did reach a truce, and Boeing has resumed deliveries to China. Meanwhile, US airlines have been trying to find ways around Trump's 10% levy against the European Union. Ed Bastian, the CEO of Delta Air Lines, said on an April earnings call that the carrier would not pay tariffs and would instead defer aircraft deliveries. Instead, a Delta Airbus A350 left the planemaker's headquarters in Toulouse, France, and flew to Japan. So long as the jet is used exclusively for international flights, it may mean it never counts as being imported to the US. Most top players in the aviation industry oppose the threat of tariffs, as the industry relies on complex global supply chains. Some relief was found at last month's Paris Air Show, when Transportation Secretary Sean Duffy said he backed a return to a 1979 agreement for no tariffs in aviation. While the UK won tariff exemptions for aircraft parts and Rolls-Royce engines later in June, it is unclear whether similar exemptions will be made available for everyone.

What Happens When Washington Cuts Workforce Development? Ask New York

Though the FY2026 budget isn't final, the newly signed One Big Beautiful Bill Act (OBBBA) has already triggered devastating disinvestment in New York's workforce and economic stability. Rather than supporting cities in their efforts to build inclusive economic growth, Congress and President Donald Trump have advanced sweeping cuts through OBBBA, eliminating Job Corps (temporarily blocked by the courts), slashing the Department of Labor's budget by 35 percent, and gutting Medicaid. The timing could not be more harmful. Our city and state are making investments in green infrastructure, clean energy, life sciences, and housing. But Washington is pulling critical support from under us. The policies enacted in OBBBA undermine our ability to train workers, support economic mobility, and care for vulnerable communities. In New York, over 6.9 million residents rely on Medicaid, including 2.1 million adults through ACA expansion. Hospital reimbursements will shrink. Safety-net providers already operating on razor-thin margins will be pushed to the brink. In New York City, over 1.5 million residents could see a drop in access to care, just as our health care system is still recovering from the pandemic. OBBBA also strips federal support from New York's Essential Plan, which covers 725,000 lawfully present immigrants. Unless New York finds $4 billion annually, coverage losses will follow, disproportionately affecting working adults who keep the city running. And then there's Job Corps. For decades, Job Corps has helped out-of-school youth—especially youth of color—enter the workforce. In New York City, where income inequality remains among the highest in the nation, it's been a pillar of inclusive opportunity. Its elimination would leave thousands of young New Yorkers without a foothold in the economy. New Medicaid work requirements would add red tape with little benefit. Adults aged 18–64 must repeatedly verify employment or exemptions. Up to 1.5 million New Yorkers risk losing coverage, not for failing to work, but for failing to navigate bureaucracy. This provision will overwhelm a municipal workforce that has seen hiring freezes and attrition, particularly in frontline human services and child care administration. Who will support these recipients when the system demands more documentation but offers no added staff? New York City's public assistance infrastructure—especially TANF and subsidized child care—is already strained by backlogs and delays. These new mandates will push it to the breaking point. Families are losing access to both income support and the services that make work possible, like child care, job placement, and case management. This is disinvestment in America's future, and in New York's. SNAP, Medicaid, and workforce development are economic drivers. SNAP alone injects $7.8 billion into New York's economy annually. Workforce training reduces dependency on public benefits, strengthens small business growth, and boosts tax revenue. In New York City, Workforce Innovation and Opportunity Act (WIOA)-funded career centers, youth employment contracts, and pre-apprenticeship pipelines are already being destabilized by the cuts enacted in OBBBA. New York has long been a model for inclusive economic growth and smart workforce investments. But no amount of local innovation can offset a $715 billion federal retreat from health care or the gutting of job training infrastructure. What's equally alarming is the absence of a coordinated, targeted response from City Hall and Albany. There has been no unified strategy to protect the infrastructure of opportunity that so many New Yorkers rely on. A hollowed-out municipal workforce cannot respond effectively. Meanwhile, community-based organizations are once again left to absorb the shock, expected to do more with less, even as they face chronic delays in city payments and no assurances of sustained funding. Instead of mobilizing to mitigate the damage, local leadership has offered silence, short-term patches, or fragmented efforts that fail to meet the moment. At the same time, we find ourselves jousting over mayoral frontrunners and watching the early moves of gubernatorial politicking, while too many New Yorkers are reeling from the dismantling of the middle class, the disappearance of middle-wage jobs, and the erosion of public systems. The disconnect between political theater and lived reality is widening. Debates over who wins the next election will mean little if there's no workforce left to train, no safety net left to rebuild, and no path forward for the people who keep our city running. Congress must be held accountable, and New York's delegation must be unified, visible, and vocal. These cuts are direct threats to job seekers in East New York, to immigrant families in Queens, to union apprentices in the South Bronx, and to working parents in Buffalo and Rochester who rely on Medicaid to stay healthy enough to work.
