Four key considerations for digital asset firms eyeing the UAE

The UAE continues to experience momentum and innovation in digital assets. With the Central Bank's recent regulation for payment tokens, the approval of the first UAE dirham-backed stablecoin and significant startup and investment activity, the region is actively shaping its role and the future of web3.
In April, Abu Dhabi's sovereign wealth fund ADQ, First Abu Dhabi Bank and IHC announced plans to jointly launch a new dirham-backed stablecoin. This initiative adds momentum to the country's efforts to become a global hub for digital assets and fintech innovation.
While the landscape expands with potential, it's also layered with complexity. For years, FTI Consulting has worked closely with digital asset businesses navigating the global terrain. Throughout numerous engagements, the team has observed four core decisions that are integral to successful implementation and growth.
For digital assets businesses entering the UAE, these include:
Understand the regulatory landscape
The UAE isn't a single regulatory body. At the federal level, the Securities and Commodities Authority is responsible for regulating virtual asset service providers across the country. In Dubai, most federal duties are delegated into Dubai's Virtual Assets Regulatory Authority. Financial free zones operate separately, where the Dubai Financial Services Authority of Dubai Financial International Centre and the Financial Services Regulatory Authority of Abu Dhabi Global Market offer specialised frameworks.
In recent years, the UAE has created a mature digital assets policy environment. Initiatives like the CBUAE's Payment Token Services Regulation and VARA's clear licensing paths are ushering confidence in the sector.
Still, businesses must understand which regulator they need to work with, which licenses their activities fall under and whether their virtual assets fall under digital securities, virtual assets, or other classifications like NFTs or tokenised real-world assets. Lack of regulatory awareness can lead to delays, duplication or denials.
Choose the right jurisdiction
Digital asset firms must carefully consider which jurisdiction to set up in. Dubai and Abu Dhabi continue to lead with distinct propositions. Dubai's
Ultimately, firms must weigh access to capital, legal comfort, sector-specific regulations and operational incentives when choosing a home base.
Select the best economic free zone
The UAE is home to more than 40 multidisciplinary free zones, many of which offer 100 per cent foreign ownership and simplified business setup processes. But in digital assets, only a handful offer the tailored infrastructure and licensing options that virtual asset firms require.
Emerging initiatives like RAK DAO in Ras Al Khaimah — the world's first free zone dedicated entirely to digital and virtual asset companies — offer promising incentives. Still, the framework is yet to fully mature and gain market validation, particularly in comparison to other free zones.
Free zones like DMCC, DWTC and RAK DAO, or financial free zones like ADGM and DIFC, stand out due to their focused support for blockchain and web3 businesses, including access to sandboxes, advisory networks or tokenization frameworks. Secure a banking partner and knowledgeable advisors
Many digital asset firms in the UAE face challenges opening corporate bank accounts and the options are still limited. This is gradually changing. The Central Bank's 2023 guidance on how licensed financial institutions should assess and work with VASPs has helped banks better understand risk thresholds and compliance expectations.
Strong due diligence processes, clarity around business models and an understanding of local anti-money laundering and other anti-fraud requirements are essential to building trust with banking partners. Working with external advisors who are experts in the digital assets industry and understand the technical, operational and regulatory nuances across jurisdictions is essential to conducting adequate diligence and establishing a strong foundation for growth. Firms are recommended to engage with partners early to avoid struggles at a later stage.

The recent trip by Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, on an Etihad Rail service between Dubai and Fujairah represented another step forward for the UAE's public transport infrastructure. Services on the nationwide rail network are set to begin next year, but Etihad Rail has another, potentially more exciting, scheme in the works. The 350kph electric high-speed line between Dubai and Abu Dhabi was announced in January. The high-speed rail service aims to cut travel times between Abu Dhabi and Dubai to 30 minutes. While no launch date has been revealed, experts believe the project could revolutionise the UAE's economy, its environment and where its people will live. Six stations are to be built in the first phase, including Abu Dhabi's islands, the city airports and Dubai Creek. High-speed rail has had a chequered history in other parts of the world, with some projects suffering delays, cost overruns and cutbacks, but analysts believe the UAE is ideally placed to roll out the technology, with the geography, absence of planning bottlenecks and even climate expected to keep the project on track. Dr Alexander Wray, a transport researcher at Western University in Canada, said the scheme meets the first prerequisite for successful high-speed rail: connecting major population centres. 'From the UAE's perspective, it's an ideal rail-building environment,' he explained. 'It's relatively flat, relatively stable ground, once you get below the sand, and it's in a reliable weather environment. Yes, it's hot, but you're not dealing with the ice and corrosion that you typically would deal with in some of the other climates of the world.' He believes the nature of the development that has already taken place in the area will make it easier to install high-speed rail. 'The Abu Dhabi and Dubai region has been inhabited for millennia, but there's not much urban fabric between the two that you're having to deal with, in comparison to a lot of European cities where there's an historical preservation issue or complex topography,' he said. 'If you look at the motorway corridors in the UAE, they're quite wide to enable future infrastructure investment. They're built after the American interstate model of motorway corridors that provision sufficient space to travel between cities.' Why projects can hit the buffers Some other high-speed rail projects have faced headwinds because the natural or built environment is less conducive to installing a long, straight railway line. The UK's struggles with HS2, originally due to run from London to Manchester and Leeds in the north of England, illustrate the problems. Planning issues and the heavy cost of building tunnels and other features to reduce the environmental impact of the line have led to delays and cost spirals to the extent that the project has been cut back and will now only run between London and Birmingham. Lengthy consultations with affected residents have also caused delays. There are high-speed rail services in fewer than 30 countries, just over half of them in Europe, where the networks in France, Germany, Italy and Spain are among the most notable. Morocco has a high-speed line between Tangier and Casablanca, while Japan, South Korea, Indonesia and Uzbekistan are among the Asian nations with high-speed rail. All these networks are dwarfed by China, which has more than 45,000km of high-speed rail, according to the Organisation for Research on China and Asia, and is continuing to expand. Ambitious transport vision Algeria, Egypt, India and Thailand are among the other nations that are developing high-speed rail projects. The Abu Dhabi–Dubai high-speed line will not be the first in the Gulf region. Saudi Arabia opened its Haramain High-Speed Railway, which covers 450km between Makkah and Madinah, in 2018. Trains travel at speeds up to 300kph and the journey time is about two-and-a-half hours. Many of the selling points used to market that service will also apply to the Abu Dhabi–Dubai line: a shorter journey time, no heavy traffic, a cool and comfortable experience, high safety standards and reduced carbon emissions compared to driving. While constructing high-speed rail can have a significant carbon footprint, particularly because large amounts of concrete are used, once built it is considered a more environmentally-friendly way of travelling. There will be stations on the electrified Abu Dhabi–Dubai line at Jaddaf, close to Dubai Creek; Al Maktoum Airport in Dubai; Zayed Airport; Saadiyat Island; Yas Island and Reem Island. Boosting connectivity Prof Jon Shaw, a transport researcher at the University of Plymouth in the UK, believes the high-speed service 'will be reliable and won't be subject to traffic congestion'. 'If you can go from a meeting in Dubai to a meeting in Abu Dhabi and can do that in 35 minutes, you have got the two centres effectively functioning as one space,' he said. High-speed rail means, he said, 'more journeys per day and quicker journeys', although he cautioned that additional stops on the line could compromise the speed objective. Having a train that is incredibly fast is not just about getting people from one place to another quickly – it can also be about showcasing a nation's prowess. This explains why, for example, China has a maglev or magnetic levitation train from a Shanghai airport to the city capable of more than 400kph, and why Japan's high-speed network is fabled for its high speeds and reliability. 'It becomes a source of national pride,' Dr Wray added. 'I can see in the UAE this being almost a marketing piece for tourism or for global business and brand recognition. It's those things that drive a lot of the high-speed rail conversation.' Dr Wray said the line could spark further global investment and confidence in the UAE, with more employees able to work in one city and live in the other. 'That tends to breed corporate confidence,' he said. 'If we look at the Japanese example of high-speed rail, it's been a catalyst for new development. In the section north of Tokyo, communities have popped up. They're almost like high-speed rail suburbs.'

Khalifa University professor and sustainable water technology start-up founder Saeed Alhassan recently made the journey to Osaka, Japan, to share his company's vision at Expo 2025. Manhat, which is dedicated to sustainable water and floating farm solutions, was featured during a discussion on ecological innovation earlier in the week at the UAE pavilion inside the international exposition site. This comes several months after Mr Alhassan and Manhat were one of 25 start-ups from around the world to win a Best Practices Award for Expo 2025 celebrating endeavours tackling global challenges. 'It's great to be a part of this engine of progress in the UAE and helping to make air a global driver of sustainability initiatives,' he said while speaking at UAE pavilion. 'Being recognised among the dreamers who do is an honour for me.' In 2022, Manhat announced that it had created a device using proprietary technology to generate fresh water from the ocean without using electricity, addressing a major hurdle as the Arabian Gulf seeks ways to ensure water and food security. 'Water basically evaporates from the bottom side,' Mr Alhassan told The National during a 2022 interview, explaining the device. 'And then it goes up and it fills this sphere, and when the night comes and the temperature drops, then the water condenses inside and gets collected in this reservoir.' Mr Alhassan has continued to promote his device's potential, pointing out that the current desalination methods used by regions with water scarcity are often energy intensive, and in some cases, have the potential to create more pollution. He is working to manufacture Manhat's devices in a way that gets them to a better price point and eventually make them accessible to the masses. While it fine-tunes its prototypes and works on other potential water solutions, Manhat has also filed patents for floating farm solutions that integrate the company's devices that will allow for the production of food, even if sea levels continue to rise as a result of climate change. According to the UN, of the 17 most water-stressed countries in the world, 11 are in the Middle East and North Africa, making it one of the most affected regions in the world.

Dubai's 23 best-ranked schools with annual tuition fees

Parents in Dubai have the choice of dozens of highly rated private schools. Twenty-three schools in the emirate have been rated as 'outstanding' with 48 considered 'very good' by the Knowledge and Human Development Authority (KHDA), according to its latest report. The authority regulates and periodically inspects the emirate's schools, and their scale also includes ratings of 'good', 'acceptable' and 'weak'. The inspections mainly focus on two criteria – wellbeing and inclusion. Schools must also meet the requirements of the National Agenda Parameter which examines their performance in international assessments and progress towards meeting those targets. The parameter also looks at the results of external assessments for key subjects. Pause in inspections The authority released a report rating 209 schools in 2024 and announced that they would be pausing full inspections for the 2025-26 academic year for most schools. Only schools in their third year of operation would be subject to a comprehensive inspection, the authority clarified in May. It said the pause was part of an 'evolving approach to supporting quality education in the emirate'. The inspections were also paused during the 2024-2025 academic year. However, schools will have to continue measuring students' academic progress through external benchmark assessments and submit self-evaluation forms as required. KHDA will monitor school progress with targeted visits focused on specific criteria, Fatma Ibrahim Belrehif, chief executive of the Education Quality Assurance and Compliance Agency at KHDA, said in May. Demand is higher than ever. Dubai's private school operators told The National last year that they were planning to expand campuses and launch more schools to keep up with demand from the growing population. More than two million more people are expected to be living in the emirate within six years.
