New Delhi, Jul 23 (PTI) The government is the biggest beneficiary when Parliament does not function, Trinamool Congress leader Derek O'Brien said on Wednesday.
In a post on X, the TMC's Rajya Sabha floor leader said two days of the Monsoon session have been 'washed out" and blamed the Union government for it.
'Two days of Parliament were washed out by the Union government. When Parliament doesn't function, who benefits? Government in power," O'Brien said. 'Government accountable to Parliament; Parliament accountable to people. When Parliament is dysfunctional, the government is accountable to no one." He also shared an article from his blog post, in which he said the Monsoon Session had a total time schedule of 190 hours, around 70 per cent of which had been issued by the government.
O'Brien said about half the questions for Question Hour and half the number of notices for Zero Hour are filed by Opposition MPs, which adds up to 31 hours for members of the Opposition to raise questions and matters of public importance.
The senior TMC leader said the Union government gets 135 hours out of the total 190 for government business and other issues, which he said is around 70 per cent of the total time.
'There is a legitimate need to cut down on the hours available to the government. Allot some more time to the Opposition," he suggested.
'Four hours must be reserved each week, in each House, to allow discussions on matters of urgent public importance. Additionally, two hours should also be reserved for a Calling Attention motion," the TMC leader said.
This would mean about 117 hours for government business and 49 hours for the Opposition, a much fairer system, he added. PTI AO NSD NSD

Lok Sabha adjourned till 2 pm amid sloganeering over Bihar roll revision; key Bills to be discussed, says Speaker
Lok Sabha, which met on Monday, kicking off the third week of Parliament's Monsoon Session, was adjourned till 2 pm amid uproar and sloganeering by Opposition members. As soon as the House assembled at 11 am, the Opposition members started raising various issues, including the Election Commission's Special Intensive Revision (SIR) drive in Bihar. Amid the din, the House could function only for 10 minutes and take up only one question. Samajwadi Party's Moradabad MP Ruchi Vira asked a starred question about employment in government companies, which was answered by Labour Minister Mansukh Mandaviya. Lok Sabha Speaker Om Birla asked the Opposition to stop sloganeering and allow the House to take up Question Hour. 'I have urged earlier also. I again want to urge the honourable members. The Question Hour is important, which belongs to the honourable members. During the Question Hour, members ask questions about several ministries and departments and the government replies… I try every day. You should maintain the decorum of the House,' Birla said. 'The House will not function through placards and slogans. Disrupting the House in a planned way is not good for Parliamentary procedures and conventions. If you have any issue or a question, meet me after the Question Hour, I will give you ample opportunity to discuss any issue as per the rules,' Birla said, adding, 'Earlier too, I have given ample time to all members. Many important Bills have to be discussed… If you don't want to let the House function, then it is not a good tradition.' The Lower House has listed the National Sports Governance Bill, which envisages greater transparency in the functioning of sports bodies, for consideration on Monday. The National Anti-Doping (Amendment) Bill is also expected to be taken up. Reminding Opposition MPs that the people of the country are watching them, the Speaker said, 'This is not fair… Lakhs of people have elected you and they have expectations… The member of Samajwadi Party has asked a question, you too can ask. Pakistan IDs, biometrics, chocolates: Three terrorists killed in Operation Mahadev were Lashkar operatives behind Pahalgam attack; officials say 'no local was involved'
NEW DELHI: Security agencies on Monday said they have clear proof, including Pakistani government documents, biometric data, and Karachi-made chocolates, confirming that the three terrorists killed after the Pahalgam attack were Pakistani nationals. Tired of too many ads? go ad free now The three were senior operatives killed in an encounter in Dachigam forest near Srinagar on July 28 during Operation Mahadev. They had been hiding there since the April 22 attack in Pahalgam's Baisaran meadow, which claimed 26 lives. Officials confirmed that "no local was among these terrorists", as PTI reported. The evidence includes biometric data from Pakistan's National Database and Registration Authority (NADRA), voter ID slips, satellite phone logs, and GPS points matching eyewitness accounts. Two Kashmiri men arrested for helping them also confirmed their role in the attack. A senior official said, "For the first time, we have government-issued Pakistani documents in hand that nail the nationality of the Pahalgam attackers beyond doubt." The terrorists were identified as Suleman Shah alias 'Faizal Jatt' -- "an A++ category terrorist, mastermind and lead shooter'; Abu Hamza alias 'Afghan' -- "an A-grade commander and the second gunman'; and Yasir alias 'Jibran' -- 'also an A-grade commander and the third gunman." From Shah and Hamza's pockets, forces recovered laminated voter slips issued by Pakistan's Election Commission, linked to electoral rolls in Lahore (NA-125) and Gujranwala (NA-79). A damaged satellite phone's micro-SD card contained NADRA biometric records -- fingerprints, facial templates, and family trees, confirming their citizenship and home addresses in Changa Manga (Kasur district) and Koiyan village near Rawalakot in Pakistan-occupied Kashmir. Forensic tests confirmed that AK-103 rifles seized from them were the same weapons used in the attack, and DNA from Pahalgam matched the bodies. Officials said the terrorists crossed the Line of Control via north Kashmir's Gurez sector in May 2022. Two helpers, Parvaiz and Bashir Ahmad Jothar, sheltered them overnight before they trekked to Baisaran to carry out the attack. GPS data from a seized device matched firing positions described by eyewitnesses. Satellite phone records showed nightly contact with handlers in Pakistan. Voice analysis confirmed LeT's south-Kashmir chief Sajid Saifullah Jatt as the main handler. They also cited footage showing LeT Rawalakot chief Rizwan Anees visiting the attackers' families on July 29 to organise "Ghaibana Namaz-e-Janaza" (funeral prayers in absentia). Authorities say this evidence will be part of India's dossier proving Pakistan's direct role in the deadly Pahalgam attack.
