Pakistan IDs, biometrics, chocolates: Three terrorists killed in Operation Mahadev were Lashkar operatives behind Pahalgam attack; officials say 'no local was involved'

NEW DELHI: Security agencies on Monday said they have clear proof, including Pakistani government documents, biometric data, and Karachi-made chocolates, confirming that the three terrorists killed after the Pahalgam attack were Pakistani nationals.

The three were senior
operatives killed in an encounter in Dachigam forest near Srinagar on July 28 during Operation Mahadev. They had been hiding there since the April 22 attack in Pahalgam's Baisaran meadow, which claimed 26 lives. Officials confirmed that "no local was among these terrorists", as PTI reported.
The evidence includes biometric data from Pakistan's National Database and Registration Authority (NADRA), voter ID slips, satellite phone logs, and GPS points matching eyewitness accounts.
Two Kashmiri men arrested for helping them also confirmed their role in the attack. A senior official said, "For the first time, we have government-issued Pakistani documents in hand that nail the nationality of the Pahalgam attackers beyond doubt."
The terrorists were identified as Suleman Shah alias 'Faizal Jatt' -- "an A++ category terrorist, mastermind and lead shooter'; Abu Hamza alias 'Afghan' -- "an A-grade commander and the second gunman'; and Yasir alias 'Jibran' -- 'also an A-grade commander and the third gunman."
From Shah and Hamza's pockets, forces recovered laminated voter slips issued by Pakistan's Election Commission, linked to electoral rolls in Lahore (NA-125) and Gujranwala (NA-79).
A damaged satellite phone's micro-SD card contained NADRA biometric records -- fingerprints, facial templates, and family trees, confirming their citizenship and home addresses in Changa Manga (Kasur district) and Koiyan village near Rawalakot in Pakistan-occupied Kashmir.

Other items included wrappers of 'CandyLand' and 'ChocoMax' chocolates, traced to a May 2024 consignment shipped to Muzaffarabad, PoK. Forensic tests confirmed that AK-103 rifles seized from them were the same weapons used in the attack, and DNA from Pahalgam matched the bodies.
Officials said the terrorists crossed the Line of Control via north Kashmir's Gurez sector in May 2022. Two helpers, Parvaiz and Bashir Ahmad Jothar, sheltered them overnight before they trekked to Baisaran to carry out the attack.
GPS data from a seized device matched firing positions described by eyewitnesses.
Satellite phone records showed nightly contact with handlers in Pakistan. Voice analysis confirmed LeT's south-Kashmir chief Sajid Saifullah Jatt as the main handler. They also cited footage showing LeT Rawalakot chief Rizwan Anees visiting the attackers' families on July 29 to organise "Ghaibana Namaz-e-Janaza" (funeral prayers in absentia).
Authorities say this evidence will be part of India's dossier proving Pakistan's direct role in the deadly Pahalgam attack.

Rights group blames J&K Police for backlash against Kashmiris after Pahalgam attack

The Forum for Human Rights in J&K, an independent body co-chaired by former Supreme Court judge Justice Madan B. Lokur and former Kashmir interlocutor Radha Kumar, on Monday (August 4, 2025) blamed the Jammu & Kashmir Police's 'hasty and incorrect information for triggering hate speech and hateful actions against Kashmiris' after the Pahalgam terror attack. Releasing its annual report on human rights on the eve of the sixth anniversary of the abrogation of special provisions of Article 370 in Jammu & Kashmir, the forum noted that the police information that two of the terrorists were Kashmiris caused a backlash. 'It also created a permissive environment for hate speech and actions, as evidenced by trolling, arrests and illegal demolitions. By the time the NIA (National Investigation Agency) clarified the terrorists were all Pakistani, one month later, considerable damage had been done,' the report, J&K-Statehood for Human Rights, reads. The report said that mob hate spread to the extent that even the Foreign Secretary, Army and Air Force officers were trolled for a ceasefire. The forum alleged that there was no preventive action to stop the backlash. 'Though a backlash against Kashmiris and Muslims was widely anticipated, the Union Home Ministry did nothing to prevent it. By contrast, in 2010, the Union Home Ministry had issued an advisory to all police to act against harassment. Fortunately, Chief Minister Omar Abdullah had his ministers rush to other states to appeal to their chief ministers to protect Kashmiri residents, after which the backlash dwindled,' it said. The forum highlighted security lapse in preventing the Pahalgam terror attack, which left 26 civilians dead. 'The least that could have been done, issuing a general advisory warning residents and tourists in Jammu and Kashmir of a risk to crowded or tourist areas, was not done either,' it said. It pointed out the plight of border residents during 'Operation Sindoor'. 'Despite taking two weeks to respond militarily, little was done to evacuate civilians from the border areas, who were in any case facing incessant firing across the Line of Control from Pakistani troops (probably to facilitate the escape of the terrorists and infiltration by others),' the report said. The report said that the very large number of people were brought in for questioning – reportedly 2,800 – and the slapping of PSA and UAPA charges on over 100, 'were seen as collective punishment of the people for lapses of the Union Home Ministry and Lieutenant-Governor's administration'. The report claimed 'marginalization of the elected administration through imposition of the new Transaction of Business Rules issued shortly before the assembly election, which retained most powers in the hands of the Lieutenant-Governor, including over civil servants, the police, the Attorney-General and prosecutorial services. 'These rules nullify the rights of the people to representative and accountable governance,' it added.

The incident took place on Sunday, but it came to the fore after a complaint was filed by the father of the victim on August 4. According to the complaint, the accused had come to the village of the girl near Jajpur town during his visit to a relative's house. He took the girl to a nearby market on the pretext of giving her chocolate on Sunday afternoon and sexually assaulted her there. Later, he dropped the girl off at her house before the evening.
