Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance of the UAE, on Wednesday met with Suzan Kereere, President, Global Markets at PayPal, one of the world's leading digital payment platforms.
During the meeting, Sheikh Maktoum congratulated PayPal on the opening of its new regional hub in Dubai Internet City and affirmed Dubai's commitment to supporting its continued growth and success in the region. The new hub will serve as PayPal's operational base for 80 countries across the Middle East and Africa.
Sheikh Maktoum also highlighted the UAE's vision to be a leading player in accelerating the global shift towards a digital economy. He underscored Dubai's ambition to create a dynamic and resilient financial ecosystem that fosters innovation, safeguards trust, and unlocks opportunity across borders. Discussions explored avenues for partnerships in digital payment systems, supporting the growth of SMEs and e-commerce, and enhancing cross-border financial connectivity, capitalising on the UAE's strengths in the industry.
He noted that Dubai's advanced regulatory environment and future-ready digital infrastructure have made it an ideal base for global financial institutions seeking to expand into high-growth emerging markets in the region. PayPal's growing operations in the region, using Dubai as a base, reflects the city's rising stature as a hub for next-generation financial services and its progress towards becoming one of the world's top four financial centres under the Dubai Economic Agenda D33, he added.Founded in 1998, PayPal serves over 430 million customers across more than 200 markets, enabling seamless, secure digital transactions. The company processed nearly $1.7 trillion in payment volume and recorded $31.8 billion in net revenue in 2024. The meeting was attended by Helal Almarri, Director General of the Dubai Department of Economy and Tourism; Hesham Al Qassim, Vice Chairman and Managing Director of Emirates NBD; and Malek Al Malek, Chairman of TECOM Group.
PayPal, the global digital commerce platform, has today opened a new hub in Dubai, which serves as the company's first-ever regional headquarters in the Middle East and Africa. The Dubai Internet City site strengthens PayPal's commitment to its customers and partners in the region and commitment to enabling millions more consumers and businesses to access the global digital economy.
PayPal's expanded presence will bring global commerce capabilities to the region, including frictionless payments, robust security, and broader access to international payment networks to help large enterprises and small businesses sell across borders.
Speaking from the Dubai AI Festival 2025 today, Suzan Kereere, President of Global Markets at PayPal, said: 'PayPal is uniquely positioned to bridge the gap between consumers and businesses for cross-border commerce, fostering growth in local economies. We proudly serve over 430 million customers worldwide today, and we hope to reach many more from our new regional hub for the Middle East and Africa. We want to empower businesses in this region to connect with our global consumers, while enabling consumers here to shop with confidence internationally.' Suzan added, 'As artificial intelligence rapidly transforms the way we shop and pay, PayPal is developing its next generation shopping experiences at speed, including smart wallets and agentic commerce.' The announcement comes on the back of a series of major merchant and partner deals PayPal has signed in the region in recent months.

Recording exceptional financial performance in 2024, Emirates NBD announced net profit of AED 23 billion, up 7%, while credit showed standout growth. The Dubai Department of Economy and Tourism (DET) hosted its first City Briefing of 2025, a key bi-annual stakeholder engagement platform that further reinforces Dubai's collaborative approach to tourism growth. Held at the Coca-Cola Arena, the briefing brought together more than 1,300 industry leaders and professionals from across the hospitality, aviation, retail and F&B sectors, along with representatives from government entities. Reflecting the UAE Year of Community's focus on building a connected society grounded in belonging and shared purpose, the briefing highlighted the critical role that partners across the public and private sectors are playing in Dubai's continued tourism performance. The event was more interactive than ever, with stakeholders providing insights and expertise that is poised to feed into DET's strategy and initiatives going forward, and further elevate the city's appeal to global leisure and business audiences. In the presence of Helal Saeed Almarri, Director-General of DET, the latest edition provided a comprehensive update on the city's tourism performance, campaigns, festivals and events, and strategic priorities for the year ahead. Issam Kazim, CEO of Dubai Corporation for Tourism and Commerce Marketing (DCTCM), said, 'Building on yet another record-breaking performance in 2024, the exceptional results achieved by the industry so far in 2025 is a testament to the resilience and steadfast support of our stakeholders and partners.' Ahmed Al Khaja, CEO of Dubai Festivals and Retail Establishment (DFRE), said, 'Dubai's vibrant calendar of festivals and events reflects our city's bold vision and boundless ambition - a testament to our commitment to innovation, excellence, and global leadership. These world-class experiences are not only a key driver of visitation but also vital to nurturing the pillars of our economy, from retail and hospitality to aviation and business events.' Key industry updates included Dubai welcoming 7.15 million international overnight visitors between January and April 2025, a 7 per cent YoY increase. This builds on the 18.72 million people who visited in 2024, the second consecutive year of record-setting growth for the city. The event highlighted key initiatives that reinforce Dubai's contribution to community, accessibility and sustainability. Central to these efforts is the city's achievement in becoming the first Certified Autism Destination in the Eastern Hemisphere. Under DET's leadership, in collaboration with the International Board of Credentialing and Continuing Education Standards (IBCCES), the initiative has already trained more than 70,000 individuals through the Dubai College of Tourism's autism and sensory awareness course. Meanwhile, over 300 hotels have actively engaged in the certification process to deliver accessible experiences to all visitors. Another significant project that was highlighted at the event was the launch of the 'MyDubai Communities' digital platform in April. It is designed to strengthen community bonds and promote the values of tolerance and coexistence, offering access to more than 100 interest-based communities. During the City Briefing, the new 'Dubai. That's How You Summer' campaign was presented, promoted across various media channels and told through the stories of a wide range of advocates. The campaign positions Dubai as a must-visit summer destination. Another major global campaign launched by DET in 2025 was 'Find Your Story', starring Millie Bobby Brown and Jake Bongiovi. In the captivating brand film, the story reveals the exciting adventures that travellers can enjoy in the city, even during a brief stopover, and highlights Dubai's desert landscapes and futuristic architecture. The return of Dubai Summer Surprises (DSS) - the city's much-anticipated summer festival - was announced at the briefing. Taking place from 27th June to 31st August 2025, DSS will deliver a vibrant calendar of sales, prize draws, entertainment and cultural experiences for residents and visitors of all ages. This year's DSS will also be structured into three retail periods - Summer Holiday Offers, The Great Summer Sale, and Back to School - to drive consumer engagement and maintain momentum. WAM

Mideast Stocks: Gulf bourses end mixed on US-China trade-talks

Stock markets in the Gulf ended mixed on Wednesday as there was little progress in U.S.-China trade talks, dashing hopes it would ease long-standing tensions between the world's largest economies. Top officials of both countries said on Tuesday they agreed on a framework to get their trade truce back on track and remove China's export restrictions on rare earths, while offering little sign of a durable resolution. Saudi Arabia's benchmark index - which traded after a four-session eid break - gave up early gains to finish flat. Meanwhile, the kingdom's crude oil supply to China is set to dip slightly in July, Reuters reported on Tuesday, citing trade sources, but still strong for a third straight month as the OPEC kingpin regains its market share supplying the world's top crude importer. Dubai's main share index eased 0.1%, hovering around 17-year high, with top lender Emirates NBD losing 2%. The Dubai stock market remained relatively flat, suggesting potential uncertainty as the market hovers near 17-year highs, which may prompt some investors to engage in profit-taking, said Joseph Dahrieh, Managing Principal at Tickmill. In Abu Dhabi, the index inched 0.1% higher, with ADNOC Gas gaining 1.2%. ADNOC Gas said on Tuesday it had taken a final investment decision on the first phase of its Rich Gas Development (RGD) Project, awarding $5 billion in contracts to expand and improve efficiency at the project. The Qatari index added 0.2%, with Qatar Gas Transport increasing 2.8%. Outside the Gulf, Egypt's blue-chip index was up 0.1%, helped by a 2% rise in Commercial International Bank .
