Punjab Cabinet decisions: Chief secretary to be chairperson of town planning & development board

The Punjab Cabinet Saturday gave powers of chairman of the Punjab Regional and Town Planning and Development Board (PRTPD) to chief secretary of Punjab.
With the development, the chief secretary will give approval nod to all development projects initiated by various development authorities in the districts of the state. The chief secretary will now be the chairperson of the Board regulating the GMADA, GLADA, PDA (Patiala development Authority), BDA (Bathinda), JDA (Jalandhar), ADA (Amritsar), Anandpur Sahib Urban development Authority, Dera Baba Nanak Urban development Authority.
Finance Minister Harpal Singh Cheema said that the Cabinet gave its nod to amend Section 29 (3) of the PRTPD Act, on the pattern of Ahmedabad Urban Development Authority (AUDA), New Okhla Industrial Development Authority (NOIDA), Meerut, Kanpur, Lucknow and others. Earlier, the Chief Minister was chairman of the authority. Cheema said that the Chief Minister has been busy with other engagements and the work of authorities was adversely affected. Hence, the Chief Secretary has been given the powers.
He added, 'Nevertheless, all the projects, cleared by the Chief Secretary as chairman will be passed by the Chief Minister in the Cabinet.'
Meanwhile it was also decided to include departments of Revenue, industry, Water Supply & Sanitation and others in the development authorities.
Later in the evening, the government issued a statement saying that 'in a landmark decision reflecting visionary leadership, the Chief Minister has proactively decided to delegate the Chairmanship of all Urban Development Authorities to the chief secretary.
This bold reform is aimed at strengthening decentralised governance, speeding up decision-making, and empowering the administrative setup to act swiftly on ground-level issues.'
The statement added that previously, these authorities had inconsistent structures.
Now, the Cabinet has approved a uniform framework across all 8 authorities, with Deputy Commissioners and Municipal Commissioners included as members—ensuring that local matters are resolved efficiently at the authority level itself.
The decision is based on a comprehensive review of national models, where such bodies are headed by IAS officers or Ministers—not Chief Ministers—as seen in Ahmedabad, NOIDA, Kanpur, Bangalore, and others.
By delegating routine matters, the CM has ensured that strategic oversight remains focused on larger state priorities, while operational decisions are handled promptly, the statement added.
500 posts to be filled in jails
The Cabinet gave its concurrence to fill 500 vacant posts of Assistant Superintendents, Warder and Matron under direct recruitment quota in the Jails Department, Punjab. This recruitment will include 29 Assistant Superintendents, 451 Warder and 20 Matron, which will be done by Punjab Subordinate Services Selection Board, thereby helping to beef up the security in the jails. This move will act as a catalyst in further streamlining the functioning of the jails besides helping in making them safe and secure.
Ex-post facto approval
The Cabinet also gave Ex-post facto approval for the constitution of the High-Powered Cabinet Sub Committee to intensify the 'War on Drugs' program of the State of Punjab. This move will further help in day to day scrutiny of the ongoing war against drugs thereby making Punjab free from the menace of drugs and wean away the youth of state from this scourge.

ETtech Info Edge, the parent company of job site on Friday reported a more than 32% increase in net profit for the quarter ended June 30 compared with a year earlier, supported by revenue growth in both its recruitment and non-recruitment Noida-based firm's net profit rose to Rs 342.8 crore from Rs 258.8 crore in the first quarter of last fiscal year. Consolidated operating revenue increased 17% to Rs 790.8 crore. Sequentially, however, net profit nearly halved from Rs 677.8 crore, primarily due to slower billing growth in its recruitment business and higher expenses related to marketing and employee benefits. Billings from Info Edge's core recruitment business grew 9% year-on-year to Rs 470 crore, but moderated from the previous quarter's 18.4% expansion. Managing director and chief executive Hitesh Oberoi attributed this slowdown to macroeconomic challenges, including geopolitical uncertainties and softness in sector-specific demand, which have affected investment decisions of companies. 'We observed a trend of contract deferrals by some clients towards the end of the quarter which is usually the peak period for closures. As a result, renewal activity was impacted, leading to a moderation in overall billings growth,' he said at the quarterly earnings call.'Despite the recent moderation in recruitment billings, we remain cautiously optimistic about growth momentum in the quarters ahead,' he company's non-recruitment portfolio, which includes real estate listing platform 99acres, matrimony service Jeevansathi and education portal Shiksha, recorded combined billing growth of 17.6% during the quarter, according to an investor Edge's total income rose to Rs 1,004 crore for the quarter from Rs 827 crore a year ago, while expenses increased to Rs 563.8 crore from Rs 484.5 crore. Employee benefit expenses and advertising costs surged 11.7% and 26.8%, cited an advertising campaign during the Indian Premier League for increased marketing expenses on Naukri, and said it plans to moderate spending in this segment. However, it believes businesses such as 99acres and Jeevansathi require increased marketing investments to gain greater market from the recruitment solutions business, including grew 15% YoY to Rs 562 crore. Revenue from 99acres increased 12% to Rs 110.6 crore. Other businesses, including Jeevansathi and Shiksha, grew 30%.Regarding the impact of artificial intelligence on the job market, Oberoi said although AI adoption is still in early stages, there is a noticeable softness in demand. He cited a slowdown in hiring and business activity in certain domestic non-IT industries as well as IT services companies. 'What we are sensing right now is that there seems to be more demand for premium talent than regular sort of job seekers.' Info Edge, an early investor in the Indian startup ecosystem with stakes in companies such as Eternal and PB Fintech, recently secured shareholder approval to invest up to Rs 1,000 crore in its Info Edge Ventures Fund III to ramp up startup investments. His composed performance across four rounds earned him a well-deserved win at the season-opening event of the Professional Golf Tour of India (PGTI), hosted in Ahmedabad. Union Home Minister Amit Shah on Friday laid the foundation stone for the redevelopment of Janki Mandir at Punauradham in Bihar's Sitamarhi district, considered the birthplace of Goddess Sita. (PTI) The foundation stone-laying ceremony of the project, worth more than ₹882.87 crore, was also attended by Chief Minister Nitish Kumar, Deputy Chief Minister Samrat Choudhary, several Union ministers and other dignitaries. Shah performed 'bhoomi pujan' and unveiled the design of the Janki Mandir for its redevelopment, officials said. The state cabinet had sanctioned ₹882.87 crore for the integrated development of the temple complex on July 1. Of the total amount, ₹137 crore would be spent on the development of the old temple and its premises, while ₹728 crore would be used for tourism-related activities, the officials said. In addition, ₹16 crore would be spent on comprehensive maintenance for 10 years, he said. Bihar State Tourism Development Corporation (BSTDC) would implement the project. The state government recently formed a nine-member trust, headed by the chief secretary, for the construction and redevelopment of the shrine. "Comprehensive development will be carried out on the lines of the Shri Ram Janmabhoomi Tirth Kshetra, Ayodhya", Bihar BJP spokesperson Niraj Kumar had told PTI earlier, adding that a large number of pilgrims visit the Punauradham. The state cabinet also approved the appointment of a Noida-based company as the design consultant for the project. The firm was engaged in the master planning and architectural services for the Ram Janmabhoomi Nyas.
